Book excerpt: In this paper, representing the United Nations Department of Peacekeeping Operations, I share recent experiences from Timor-Leste where I serve as Secretary-General Ban Ki-Moon's Special Representative.Today's topic, transitions, is a timely one. In its history of over more than 60 years, peacekeeping has gone through a series of surges and periods of consolidation. Following the most recent surge of new peacekeeping missions in the early 2000s, we expect the next few years to represent a period of consolidation and drawdown. Our mission in Chad will close at the end of December; in Timor-Leste and Liberia, transition planning is already underway, in others like Cote d'Ivoire, it is a little further on the horizon. In all transitions, we have to manage the departure of peacekeeping missions in a way that helps consolidate and build peace. The topic is also timely as UN Member States are in the midst of important policy debates in the Security Council as well as the 4th and 5th Committees of the General Assembly, on the interface between peacekeeping and peacebuilding, the role of the Peacebuilding Commission and the Security Council, and on allocation of resources across multiple instruments like peacekeeping operations or special political missions, and development assistance. Thoughts about the role of these instruments are evolving and there is some way to go to make sure they all work together effectively.

Book excerpt: This thesis argues that the current peace operations training and education process is inadequate because it fails to incorporate peacebuilding, defined as: providing a secure environment that allows economic, political, humanitarian, and social development, which are the conditions necessary for the establishment of a self-sustaining, lasting peace. Absent the training for and conduct of peacebuilding operations (PBO), the military cannot withdraw from an area of operations because the conditions necessary for self-sustaining, lasting peace will not have been established, only conditions that prevent the re-emergence of violence. PBO take place during the period in which the former warring factions and society institutionalize or consolidate peace. Although force may be necessary at times to control violence, the military must rely on other methods and skills in order to continue the peace process towards the eventual objective of a self-sustaining, lasting peace. Leaders and soldiers must be educated and trained in these other methods and provided the tools to determine when to employ these methods and when to use force to achieve missions objectives. This thesis will examine the missions the military may be asked to perform, and the kinds of training and education necessary to prepare the military for these missions.

This research examines the UN responsiveness to post cold war conflicts and the transition of its operations from peacekeeping to peacebuilding. The study further finds out the correlation among the different aspects of the peacebuilding and the emerging role of UN Police and problems in this regard. It also takes into account whether the police reforms can be achieved without an effective and independent judicial system keeping in view the ground realities and the mandate of the missions assigned by the Security Council. The study is partially descriptive and partially analytical. The descriptive informs on the needs created in the post cold war scenario, UN response to it and the muddled process of policy and doctrine development. Case studies of seven UN interventions involving the CIVPOL personnel have been analyzed in the light of the mandate of the Missions.

Why do so many peacebuilding interventions in post-war states result in stalled transitions despite heavy international support? This book suggests a new interaction-based explanation for this puzzle and proposes an ‘analytical framework of peacebuilding interactions’. Based on eight cases of peacebuilding interactions, it demonstrates that the limited rationality of the actors involved in external-domestic interactions influenced the post-war transition results in Kosovo. Drawing on interviews and focus groups, the insights build on the process tracing of peacebuilding reforms in the area of Local Governance and Police Reform, with a specific focus at the local level. Through an in-depth analysis of peacebuilding negotiations, this book shows how peacebuilders’ use of ad hoc interaction tactics – intended as heuristics to simplify decision-making in overly complex post-war environments – have the unintended effect of offering domestic actors additional leeway to prioritise their domestic agenda, often at the expense of achieving full democratisation. The resulting consequences of these actions mean that, even in highly resourced interventions, such as those implemented in Kosovo, stalled transitions become one of the most likely outcome of the peacebuilding process. This book will be of much interest to students of peacebuilding, war and conflict studies, European politics, security studies and IR in general.

It is estimated that by 2030—the horizon set by the international community for achieving the Sustainable Development Goals—more than half of the world’s poor will be living in countries affected by high levels of violence. Information and communication technology, population movements, and climate change are also creating shared risks that must be managed at both national and international levels. Pathways for Peace is a joint United Nations†“World Bank Group study that originates from the conviction that the international community’s attention must urgently be refocused on prevention. A scaled-up system for preventive action would save between US$5 billion and US$70 billion per year, which could be reinvested in reducing poverty and improving the well-being of populations. The study aims to improve the way in which domestic development processes interact with security, diplomacy, mediation, and other efforts to prevent conflicts from becoming violent. It stresses the importance of grievances related to exclusion—from access to power, natural resources, security and justice, for example—that are at the root of many violent conflicts today. Based on a review of cases in which prevention has been successful, the study makes recommendations for countries facing emerging risks of violent conflict as well as for the international community. Development policies and programs must be a core part of preventive efforts; when risks are high or building up, inclusive solutions through dialogue, adapted macroeconomic policies, institutional reform, and redistributive policies are required. Inclusion is key, and preventive action needs to adopt a more people-centered approach that includes mainstreaming citizen engagement. Enhancing the participation of women and youth in decision making is fundamental to sustaining peace, as well as long-term policies to address the aspirations of women and young people.

If the transitions from peace to conflict or from conflict to peace are correlated based on grievances or war weariness, then a multi-transition survival analysis provides more efficient estimates and may limit bias. Our main analysis for 133 country-based conflicts during 1990-2016 shows that estimates of the two transitions display a significant negative covariance, consistent with grievances and the need for a multi-transition approach. As a robustness check, we match UN PKOs with the absence of UN PKOs to address nonrandom assignments of PKOs. For the matched and unmatched estimates, we find that UN peace enforcement missions induce a transition from conflict to peace, while UN observation, traditional peacekeeping, and peacebuilding missions limit a transition from peace to conflict. We also show that UN troops, rather than UN police, are more effective in transitioning from conflict to peace and in maintaining peace after conflict. Further robustness runs for alternative subsamples (e.g., just civil wars) support the main results. Our findings indicate the appropriate UN PKO mission type and personnel mix to deploy depending on the conflict's current state.
