Book excerpt: Now that the third Yugoslavia has ended and the new union of Serbia and Montenegro emerged, Montenegro still remains largely unknown. The path of this smallest republic of former Yugoslavia has differed from the rest of the country during the past decade. Montenegro emerged as the only republic not to be engulfed in armed conflict. At the same time, it remained together with Serbia part of the Federal Republic of Yugoslavia and will continue to form a loose union with Serbia for the coming three years. This book seeks to close an important gap in the literature on the former Yugoslavia. As the first overview over political, historical, and economic developments in Montenegro during the past decade in English, it seeks to offer a nuanced assessment of the difficulties encountered by Montenegro during the violent disintegration of Yugoslavia. The articles cover all major aspects for understanding contemporary Montenegro; from its historical origins and the identity of Montenegrin to political, economic developments and an overview of minority-majority relations. In addition, the book surveys the dispute over Montenegrin independence and the Belgrade agreement of March 2002. The book is not only of interest for those seeking to understand contemporary Montenegro, but also for scholars and students interested in the dissolution of Yugoslavia and the conflicts and post-war transition in which the former Yugoslav space is engaged.

Book excerpt: Every transition process has its own specifics. Montenegro is no different. It started like in case of other Eastern European countries in late 80ies and early 90ies. But it soon floundered due to the wars in the region and international sanctions. The transformation of the Federal Republic of Yugoslavia into the state union of Serbian and Montenegro gave a boost to economic reforms in particular. Restored independence in 2006 sped the process of the European integration which has led into the rounds of political reforms. Challenges remain ahead as there is more to do in the fields of rule of law, economic governance and public administration.

It gained independence in 2006 from Serbia and has a population of about 620,029 people. Its official language is Montenegrin, which is closely related to Serbian, Croatian, and Bosnian. Serbia had ruled Montenegro for over 88 years before its independence, but its history can be traced back to the Illyrians, an ancient Indo-European people who inhabited the western Balkans. Montenegro has a diverse landscape with mountains, lakes, and beaches, making it a popular tourist destination. Montenegro is a member of the United Nations and NATO’s Partnership for Peace program, but it is not an official member of the European Union. The country’s economy relies on tourism and energy production, with significant investment from foreign companies. The country has a Mediterranean climate with hot and dry summers and mild winters. Montenegro is known for its beautiful beaches along the Adriatic coast and its medieval towns, such as Kotor and Budva, which are listed as UNESCO World Heritage Sites. The country is also home to several national parks, including Durmitor and Biogradska Gora, which offer visitors the opportunity to hike, ski, and experience the country's natural beauty.

Book excerpt: As of 2012 the Government of Montenegro introduced new apprenticeships scheme dedicated to high education graduates without previous working experience, lasting for nine months, with monthly remuneration for apprentices amounting 50% of average net salary in Montenegro for previous year provided from the state budget. The scheme represents Government`s further contribution to education and professional training of youth, implemented at both public and private sectors, providing graduates with possibility to acquire practical knowledge, skills and competences and opportunity to prove their capabilities to potential employers.Over the course of years over 21.000 of high education graduates in Montenegro used the opportunities provided by the scheme, which lately is generating significantly more interest with the employers from the private sector. Given the size of the country of around 620.000 inhabitants with still high youth unemployment of 32% in 2017, it is evident what impact this initiative has had. In addition to significant input for creation of proper high education enrolment policy, processes and data stemming from the scheme implementation are also proofing to be beneficial in many different areas, such as unemployment statistics, digital skills use, recognition of education achievements, etc. Primarily created to enable youth to acquire working experience which would enable for future permanent employment, results and experience gained from the implementation of the new scheme are indicating certain areas for further improvements which, combined with other measures, could partially contribute to resolving the issue of youth unemployment in Montenegro.

Book excerpt: This open-access book explores the security dynamics amid the polarization, shifting borders, and liquid governance that define the Zeitenwende era in Europe's eastern neighbourhood and Central Asia. Presenting various case studies, the volume unveils the intricate web of border dynamics and practices, including the nuanced interplay of border disputes within the Organization for Security and Cooperation in Europe (OSCE) member states. The contributions shed new light on how contested borders and liquid modes of governance have impacted the engagement of international organizations such as the European Union (EU), North Atlantic Treaty Organization (NATO), and OSCE in security crises and conflict prevention. Delving deeper, a special part dissects the ongoing Russia-Ukraine conflict and examines European and international responses. By analyzing the stances of diverse European countries, their neighborhood, and international organizations, this section uncovers commonalities and disparities in their approaches to the Ukrainian crisis.

Book excerpt: "This study will be of interest to EA practitioners in public administration; development and consultant organizations; training and educational and research institutes; and international and bilateral aid agencies. Project level EIA (Environmental Impact Assessment) and, to a lesser extent, SEA (Strategic Environmental Assessment) for planning and other strategic level actions have been, or are being, introduced in the great majority of countries in transition (CIT). As yet, however, most of the countries have only limited experience in formulating "state of the art" EIA regulations and applying them satisfactorily. Furthermore, such experiences in CITs that do exist are not yet sufficiently well documented and widely disseminated. This report should be of considerable value in helping strengthen EA regulation and practice in the region."--BOOK JACKET.
