Y la transición energética hacia la descarbonización y la penetración masiva de fuentes de energía renovable, una necesidad ineludible. La presente obra colectiva pretende dar una respuesta refl exiva y crítica a los contenidos y previsiones de la Ley 7/2021, de 20 de mayo. Pero no es una mera obra analítica. Los estudios incluidos en ella responden más bien a un patrón de estudio sistemático, analizándose los elementos fundamentales de la norma en su relación con los problemas y ámbitos clave hoy en día en el estudio del Derecho climático y energético. Se trata, así, de un conjunto ordenado de estudios que pretende ofrecer una visión completa de la actual respuesta jurídica frente a estos dos grandes retos. Ofrece, por tanto, un interés no solo académico, desde la rigurosidad y completitud de los temas tratados, sino también sociológico, económico y técnico. La aparición de esta importante Ley ha coincidido en el tiempo con la celebración del aniversario de los veinticinco años del acceso a la cátedra de Derecho Administrativo de la Universidad de Almería por el profesor Íñigo del Guayo Castiella. A estos efectos, la Unión Europea desarrolla tres grandes líneas de acción: el régimen de comercio de derechos de emisión de gases de efectos invernadero, las energías renovables y la eficiencia energética, dando lugar a un complejo entramado normativo.España es uno de los países más vulnerable a los efectos del calentamiento global, lo que ha llevado a colocar la lucha contra el cambio climático en el eje de las políticas públicas. Respondiendo a sus compromisos internacionales y con la Unión Europea, en mayo de 2020 el gobierno estatal remitió al Congreso, para su tramitación parlamentaria, el proyecto de «Ley de Cambio Climático y Transición Energética», que incorpora la acción climática a todos los sectores económicos. No obstante, tres Comunidades Autónomas (Cataluña, Andalucía y Baleares) han aprobado sus respectivas leyes de cambio climático. A pesar de las diferencias, todas tienen un núcleo común, como son los instrumentos de planificación, las políticas de mitigación y las medidas de adaptación.El libro que el lector tiene en sus manos analiza, desde una perspectiva interdisciplinar y con todo rigor de detalle, los efectos del cambio climático, prestando especial atención al marco jurídico internacional y nacional, tanto estatal como autonómico. Se trata de una obra fundamental para entender la dimensión del problema y la complejidad de su regulación.
