Book excerpt: This study examines four potential courses of action for transforming the Combat Training Centers (CTCs) to provide adequate training for the Objective Force. The Combat Training Centers examined in this study (the National Training Center at Fort Irwin California; the Joint Readiness Training Center at Fort Polk, Louisiana; and the Combat Maneuver Training Center in Germany) represent the Army's premiere training facilities for live battlefield simulations at the battalion and brigade levels, and may require significant changes to serve the Objective Force with the same level of training which the Legacy Force has enjoyed over the past two decades. The study evaluates each of four courses of action using three primary criteria derived from the Army Transformation Campaign Plan and associated subordinate Army documents. The courses of action examined include broadening the training centers mission set to incorporate stability and support operations, expanding the training centers charter to include the execution of company and platoon lane training, the incorporation of the training centers into a larger joint training facility, and the more radical idea of modifying the training centers to focus on expeditionary operations. The study evaluates each of these courses of action in terms of the degree to which each trains the Objective Force in rapid deployment, rapid transitions between types of operations, the employment of ad hoc organizations, and operations against an adaptive opponent.

Book excerpt: The U.S. Army Combat Training Centers (CTCs) have been a great success story since their inception nearly 20 years ago. The National Training Center, Joint Readiness Training Center, Battle Command Training Program, and the Combat Maneuver Training Center all have been essential in maintaining the combat readiness of both leaders and units throughout our Army. These programs not only help to train our forces, but just as important, they are instrumental in the overall force development process. In view of this importance, many critics (to include senior Army officials) argue that our CTCs must change to not only accommodate the reality of increased unit OPTEMPO/PERSTEMPO and decreased training budgets, but also to be more relevant to our current National Military Strategy (NMS) . This paper argues that an evolutionary change of our CTCs with the times is most appropriate. However, the various revolutionary changes suggested by such critics are contrary to the basic purpose and fundamentals of our CTCs, detrimental to the readiness of the U.S. Army, and in actuality do not support our NMS.

Part of this transition has included a restructuring of the Operations Groups, specifically Observer/Controllers, at Army Maneuver Combat Training Centers. This is one in a series of reports concerning training for U.S. ground forces supporting Operation Iraqi Freedom. This report addresses the priority of staffing Observer/Controllers at Army Maneuver Combat Training Centers. Mission rehearsal exercises conducted at Army Maneuver Combat Training Centers serve as the final collective training event for units deploying in support of Operation Iraqi Freedom. Observer/Controllers are the foundation of this training because they control engagements and operations, observe unit performance, teach doctrine, monitor safety, and provide feedback to units through after-action reviews. Results. The Army's Maneuver Combat Training Centers are providing military positions as part of an overall restructuring process and to meet the training requirements of a more modular force. However, training for ground forces could be negatively impacted by this restructuring if Observer/Controller positions are not staffed near full-strength in FY 2009. Specifically, the full benefit of combat training may be degraded and the amount of critical feedback provided by the Observer/Controllers during training may be reduced. To prevent this from happening, priority for staffing Observer/Controllers should be increased from current levels dictated in Army manning guidance.

Book excerpt: The decline in warfighting proficiency at the Combat Training Centers (CTC's) is well documented. CTC trends analysis continues to highlight the same lessons learned without significant observable reversal in trends. Units are not able to reach and maintain the band of excellence as per army training doctrine. The end result is predictable. Upon first contact with the enemy, units are attrited to the point that they are rendered combat ineffective. Constant premature mission failure does not allow leaders, in particular officers, to experience initiative, adaptability and self-awareness throughout multiple forms of contact. The purpose of this work is to analyze current CTC training methodologies in the development of the officer corps as the Army pursues the objective force leader. The current CTC's training methodology may be inhibiting the development of the objective force leader. In short, the Army needs to make an assessment of its CTC's contribution towards the objective force leader development. Transforming the CTC training methodology may assist in reversing negative warfighting trends but more importantly enhance the growth and confidence of our future leaders.

This paper provides my observations and recommendations as a senior observer and controller for Forward Support Battalions (FSBs) training at the Combat Maneuver Training Center (CMTC), a Combat Training Center (CTC) in Hohenfels, Germany. Specifically, the study discusses the CMTC environment, identifies FSB training shortfalls, and makes recommendations for FSB training.
