But now, such farmers find themselves under threat from environmental degradation, climate change and declining productivity. As a result, smallholder agriculture has increasingly become subsistence-oriented, with many of these farmers trapped in a cycle of poverty. Smallholders have long been marginalised by mainstream development policies, and only more recently has their crucial importance been recognised for addressing rural poverty through agricultural reform. This collection, written by leading Ethiopian scholars, explores the scope and impact of Ethiopia's policy reforms over the past two decades on the smallholder sector. Focusing on the Lake Tana basin in northwestern Ethiopia, an area with untapped potential for growth, the contributors argue that any effective policy will need to go beyond agriculture to consider the role of health, nutrition and local food customs, as well as including increased safeguards for smallholder's land rights. They in turn show that smallholders represent a vitally overlooked component of development strategy, not only in Ethiopia but across the global South.

Book excerpt: The first case study deals with the Umlaas IB in KwaZulu-Natal. This Board manages water use in the upper part of the Mlazi River catchment. Around 4,000 ha are irrigated, mainly to produce maize and sugar cane. Times of water scarcity are rare. Slopes in the upper parts of the catchment are steep and the IB along with the upstream rural communities and commercial forestry companies, have undertaken several initiatives to address erosion problems in the area, with the cooperation of these companies. The second case study relates to the Komati and Lomati IBs in Mpumalanga. The irrigated area of around 21,000 ha is mainly dedicated to sugarcane farming. It hosts the largest area of small-scale irrigation farming in South Africa, but periods of water scarcity are frequent. While the IBs have not transformed into WUAs yet, they have already incorporated the emerging farmers in their area of jurisdiction, as well as in the management of water. The third case study assesses the Hereford IB in Mpumalanga. The Board manages an earthen canal, mainly for citrus and wheat farming, on a total area of 3,400 ha. Small-scale farmers have settled on an abandoned commercial farm, and the current upgrading of the emerging farmers’ scheme and the setting-up of water meters open the way for the meaningful integration of the emerging farmers in the forthcoming WUA.

SSA also exhibits the lowest crop yields for major staples in the world, largely due to low use of irrigation and fertilizer. Rainfed agriculture poses growing production risks with increased climate variability and change. At the same time, smallholder irrigation in the region developed rapidly over the past decade, albeit starting from very low levels. In addition to largely demand-driven irrigation development by smallholders, there is a significant push by donors for large-scale irrigation development, as well as some push for smallholder irrigation. There has also been a long-standing debate about whether irrigation in SSA should be large scale or small scale to achieve its potential. However, given the potentially high rewards, but also high possibility of failure, the assessment of irrigation potential must go beyond large scale versus small scale to integrate concerns regarding environmental sustainability, resource use efficiency, nutrition and health impacts, and womens empowerment. The hypothesis underlying this review paper is that how irrigation gets deployed in SSA will be decisive not only for environmental sustainability (such as deciding remaining forest cover in the region) and poverty reduction, but also for health, nutrition, and gender outcomes in the region. The focus of this paper is on the health, nutrition, and gender linkage. We find that to date, few studies have analyzed the impact of irrigation interventions on nutrition, health, and womens empowerment, despite the large potential of irrigation to affect these important variables. Irrigation interventions may have differential effects on different members in the household and in the community, such as irrigators, non-irrigators, children, and women. Measuring and understanding such differences, followed by improving design and implementation to maximize gender, health, and nutrition outcomes, could transform irrigation programs from focusing solely on increased food production toward becoming an integral component of poverty-reduction strategies.

Successes are also specific to the location of projects. In Ghana, interesting insights are obtained from the successful Kpong Irrigation Project (KIP), contrasted with other major irrigation projects in the country. Through an exploratory review, we describe how a productive system evolved in KIP and how public support for critical aspects (accumulation of crop husbandry knowledge, selection and supply of profitable varieties, and mechanization of land preparation) might have created a productive environment that the private sector could enter and fill in the market for credit, processing, mechanization of harvesting, and other institutional voids that typically have constrained agricultural transformation in the rest of SSA. Slower progress in other projects also raises a number of questions. We conclude by summarizing those questions and some testable hypotheses for future research.

It was the Ming state in the fourteenth to seventeenth centuries through its institutions for military and civilian control which brought about profound changes and truly transformed local society into a province. In contrast to other studies which have portrayed Yunnan as a non-Han frontier region waiting to be colonised, this book, by focusing on changes in local society, casts off the idea of Yunnan as a border area far from civilisation. Book excerpt: The first case study is the Lower Olifants WUA in the Western Cape, which was the first WUA in South Africa. Its principal functions are to operate and maintain a canal that enables irrigation throughout the year in an arid region. Around 9,200 hectares are irrigated, mainly for vineyards. The second case study relates to the Great Letaba WUA in the Limpopo Province. This WUA manages the allocation of water downstream of two large dams, near the town of Tzaneen. An area of 12,500 hectares is irrigated in the river valley, mainly for fruit tree farming. The third case study assesses the Vaalharts WUA, which is situated in both Northern Cape and North West provinces. This WUA is one of the largest irrigation schemes in South Africa (37,100 hectares overall). It manages mainly a canal that takes water from the Vaal River to irrigate commercial farms and, downstream, the Taung Irrigation Scheme in the former Bophuthatswana homeland.
