This study surveyed middle and senior managers at HBCUs to determine their perceptions of the college and university presidents. The results suggested that the HBCU presidents under examination largely exhibited transformational leadership characteristics. The results also suggest that male participants had higher individual consideration scores than female participants, suggesting that the presidents under review were perceived to have more interests in the Individual Concerns of their male employees vs. their female employees.

With a better understanding of the career patterns and characteristics of member presidents, CIC is adding to its leadership development programs for senior administrators of small and mid-sized private colleges and universities. Given the "graying" of the presidency (nearly half of all CIC presidents are over the age of 60), it is highly likely that in the next ten years a significant number of member presidents will retire. At the same time, many executive search consultants have reported that the typical search for a college president attracts fewer candidates--and fewer well-qualified candidates--than was the case a decade ago. Through a greater understanding of the career patterns and characteristics of college presidents, CIC aims to strengthen the preparation of tomorrow's college and university presidents. The data analyzed in this study provide a more nuanced understanding of the career pathways leading to the presidency of colleges and universities that are members of the Council of Independent Colleges. In particular, the approach of identifying the responses of CIC member presidents and making comparisons with other presidents by the four additional institutional groupings revealed important differences not observed in prior analyses. Book excerpt: The Council of Independent Colleges (CIC), a national association representing 640 small and mid-sized independent colleges and universities, supports many professional development programs for higher education leaders. Beginning in 2008 the design of the programs has been informed by research on the career paths of campus leaders in order to help produce more and better-qualified candidates for senior leadership positions at CIC member institutions. This report is the second by CIC based on data from the American Council on Education's (ACE) American College President Study (ACPS). Using the latest ACPS data collected by a 2011 survey of more than 1,600 college and university presidents nationwide (ACE, 2012), CIC analyzed the demographic characteristics of CIC college and university presidents, their duties and responsibilities, their satisfaction and frustrations with their work, their career paths and plans, and the presidential search process and conditions of employment. To determine if important differences existed among presidents of various types of institutions, CIC compared presidents of its member institutions with presidents of four major groups: public two-year or community colleges; public baccalaureate and master's (BA/MA) level institutions; public doctoral, or research, universities; and private doctoral universities. Based on its membership in 2011, CIC identified presidents who serve CIC member colleges and universities and examined responses to questions of interest. Furthermore, CIC compared the 2011 responses of its members with those given to similar questions posed in prior ACPS surveys. A number of conclusions emerge from the findings of this study. First, CIC presidents are happy in their top leadership roles. Second, notable changes have occurred in the characteristics of CIC presidents since the last ACPS survey was conducted in 2006. Although the average age of all college and university presidents continues to climb, CIC presidents remain the youngest group among presidents of four-year colleges and universities. Third, there is reason to be concerned about a high rate of turnover in the presidencies of CIC member colleges and universities. The average tenure for a CIC president fell from 8.5 to 7.1 years over the past five years. Fourth, some noteable changes have occurred in the pathway to the presidency of CIC colleges and universities. Fifth, among the various responsibilities for which CIC presidents indicated that they were least prepared upon assuming their posts, technology planning surfaced as the greatest deficiency and was singled out at a rate higher than presidents of other types of institutions. These conclusions lead to the following recommendations: (1) Preparing future leaders to assume the presidency is critically important; (2) CIC and institutions should pay special attention to recruiting and preparing women and persons of color who aspire to the presidency; (3) Programs to prepare aspiring leaders for the presidency and to orient new presidents to their roles should include technology planning, risk management, legal issues, and enrollment management in addition to the more traditional topics of fundraising, board relations, and fiscal management; (4) More needs to be known about the reasons for the decline in the longevity of presidencies; and (5) Although the conflicting perspectives of the president and the faculty may seem unavoidable, a better understanding of these tensions may lead to new approaches that improve collaboration in the shared governance of the relatively small academic communities of CIC colleges and universities. When considering the cultural context of the university and the culture of the surrounding community, the demands of the presidential position become far more complex. The Council for Higher Education Accreditation currently lists 42 colleges and universities with institutional-level accreditation located beyond the borders of the Unite States, and two more listed as candidates for future accreditation consideration. Presidents of the 44 internationally located universities bearing U.S. accreditation must negotiate the potential for tension between the many cultures at play, namely the culture of the host nation and the culture perpetuated by accreditation from one of the six granting regional accreditation organizations. To understand how these university executives manage this balance, this study investigates the degree to which Transformational Leadership and Cultural Intelligence (CQ) are demonstrated. The study also examines the ways in which students, staff, and faculty of two different universities perceive the leadership style of their president. An Explanatory Sequential Mixed Methods study was conducted. Presidents of international universities bearing U.S. accreditation completed a survey instrument to report the frequency of Transformational Leadership and CQ behaviors. Additionally, participants at two campuses participated in interviews and focus groups to investigate congruity with the results of the initial survey. The findings suggest dimensions of Transformational Leadership and CQ are evidenced by these university presidents' leadership. This study argues that elements of the organizational and national cultures of these campuses may limit the ways in which these capacities are practiced and perceived. Where some dimensions of these constructs are easily recognized in the leadership strategies of these presidents, it is just as clear that limited time, disjointed campus geography, and host community laws and regulations prevent the university executives from being perceived as wholly transformational.

Procedure: A Delphi technique was used with a broad-based panel of 52 experts who were college or university presidents in the United States. The expert panel provided input to 41 distinct indicators that included a list of concerns, issues, management practices and concepts, and effective leadership qualities. These indicators were force rated through three rounds to determine levels of agreement and consensus determined from medians and interquartile ranges for each indicator. Findings: Final ratings resulted in 25 (61%) of the indicators receiving a median rating of 6 or less, indicating that the panelists agreed or strongly agreed the indicator was applicable, and 23 indicators (56%) reached a level of statistical consensus with an IQR of 2 or less. Conclusions: The researcher reached 10 conclusions from the analyzing the findings. They were 1) the distinction between transactional and transformation leadership practices and concepts in higher education may not be as clear as traditionally believed; 2) university presidents recognize the critical need for a vision and purpose with values; 3) university presidents recognize that establishing an environment of excellence inspires trust; 4) university presidents' major challenge in introducing change is the traditional and historical structures of culture; 5) both transactional and transformational leadership practices will have to be applied to ensure change due to the reluctance of tenured faculty and staff to consider changes due to personal impact; 6) the situation and environment of reduction in state and/or government funding will require critical application of transactional and transformational leadership practices and concepts; 7) president must have the individual quality of commitment; 8) a university president's competency in knowledge, leadership skills, and technical expertise is necessary; and 9) the attribute of authenticity must reside within the university president's acumen.
