Des investissements judicieux dans le développement des compétences, en accord avec les objectifs politiques de croissance de la productivité, d’inclusion et d’adaptabilité, peuvent aider à accélérer la transformation économique de la région subsaharienne au XXIe siècle. L’augmentation de la population en âge de travailler en Afrique subsaharienne constitue une réelle chance d’accroître la prospérité collective. Les pays de la région ont investi massivement dans le développement des compétences†‰; les dépenses publiques consacrées à l’éducation ont été multipliées par sept au cours des 30 dernières années, et le nombre d’enfants scolarisés est aujourd’hui plus élevé que jamais. Pourtant, les systèmes d’éducation de cette population n’ont pas donné les résultats escomptés, et ces insuffisances entravent considérablement les perspectives économiques. Dans la moitié des pays, moins de deux enfants sur trois terminent l’école primaire, et encore moins atteignent des niveaux supérieurs d’enseignement et obtiennent un diplôme. Les acquis d’apprentissage demeurent faibles, ce qui entraîne des lacunes dans les compétences cognitives de base telles que la lecture, l’écriture et le calcul, aussi bien chez les enfants, les jeunes que les adultes. Le taux d’alphabétisation de la population adulte est inférieur à 50 % dans de nombreux pays†‰; la part des adultes sachant lire, écrire et compter de manière fonctionnelle est encore plus faible. Une réforme du système est nécessaire pour réaliser des progrès significatifs. De multiples agences aux niveaux national et local sont impliquées dans les stratégies de développement des compétences, faisant des compétences «†‰le problème de tous, mais la responsabilité de personne†‰». Les politiques et les réformes doivent permettre de renforcer les capacités des politiques qui ont fait leurs preuves et d’instaurer des mesures incitatives visant à faire converger le comportement de tous les acteurs dans la poursuite des objectifs de développement des compétences au niveau national. Le développement des compétences en Afrique subsaharienne, un exercice d’équilibre. Investir dans les compétences pour la productivité, l’inclusion et l’adaptabilité présente des données qui éclaireront les choix stratégiques des pays en matière d’investissements dans les compétences. Chaque chapitre aborde un ensemble de questions spécifiques, en s’appuyant sur une analyse originale et sur une synthèse des travaux existants pour explorer les domaines principaux : • comment les compétences appropriées à chaque étape du cycle de vie sont-elles acquises et quelles défaillances du marché et des institutions affectent le développement des compétences†‰; • quels systèmes sont nécessaires pour que les individus aient accès à ces compétences, notamment les investissements consentis par les familles, les institutions du secteur privé, les écoles et autres programmes publics†‰; • comment ces systèmes peuvent-ils être renforcés†‰; • comment les personnes les plus vulnérables, à savoir celles qui ne font pas partie des systèmes standards et qui n’ont pas réussi à acquérir des compétences essentielles, peuvent-elles être soutenues. Les pays de la région seront souvent confrontés à des arbitrages difficiles qui auront des effets distributifs et influeront sur leur trajectoire de développement. Des dirigeants engagés, des efforts conjoints de réforme et des politiques bien coordonnées sont essentiels pour aborder le délicat exercice d’équilibre que représente le développement des compétences en Afrique subsaharienne.

This report is meant to support Cameroon s efforts to build the skills of its workers. This report reaches conclusions and offers policy recommendations to answer six questions: What has been the trajectory of Cameroon s economic growth? Which sectors have contributed to growth? What jobs are being created? What types of skills are being used in the sectors where the highest percentages of the population are employed? What are the demand and supply barriers to skills? Which policies and institutions are in play? Are they sufficient? What needs to or could be reformed? Cameroon has good prospects for moving to middle-income status. It can create a more dynamic, responsive workforce. But a new strategy is required. It can be done.This report proposes new directions and provides recommendations. Outcomes are expected. Book excerpt: Georges Abi-Saab began his writing and teaching at a time when the process of decolonization, and thereafter the quest for emancipation, began to make its far-reaching impact on the international scene, producing significant changes in the international environment, both quantitatively in increasing the number of nation-States and qualitatively in changing patterns of interests and claims. This was bound to result in new pressures on the international legal system itself and in a questioning of the traditional Eurocentric content of international law. In his work and teaching Professor Abi-Saab viewed the dynamics of international law as a function of two driving forces: the emergence of the third world and the sense of injustice. In his view, the first driving force - the emergence of the third world - raised the problem of exclusion: exclusion from participation in the elaboration of international law and the decision-making process, and exclusion as beneficiaries of the resulting rules of international law. At the same time, this new force introduced diversity into the international scene, reflecting the richness of the international community in its different facets. This process remains relevant today, reflecting the contemporary problem of exclusion of new actors as well as their quest for participation. The second driving force - the sense of injustice - posed a teleological problem for him, that of defining community values in order that they capture the different facets of justice, whether formal or distributive. So long as there is no effective organic structure, international law in his view will continue to remain effectiveness-oriented, reflecting rather than impacting on the structures of power. Nevertheless, it is undeniable that there is an on-going process of development of community values and interests; as Georges Abi-Saab wrote with reference to international crimes: `law, like all social phenomena, is a continuous unfolding, a continuous process of elaboration'. He has also considered that the dynamics of the international legal process itself can be captured from the perspective of international organizations as vehicles for change in the international system. From his early writings, Georges Abi-Saab approached the United Nations Charter as a blueprint - both normative and institutional - for a certain type of international society. International institutions with all their imperfections, continue for him to be the means of realization of the law of cooperation which lies at the heart of his concept of the international system. The themes selected for this volume in honour of Professor Georges Abi-Saab are intended to reflect his unique and pioneering contribution to the field of international law. The contributors are drawn from what he has always considered to be his large `family' of former students: in his forty years of teaching, Georges Abi-Saab has acted as mentor to generations of students from all over the world who have benefited from his vision, insights, originality and creative and stimulating use of language. The contributors also include colleagues and friends who share a similar vision of the international legal system.

La personne morale apparaît comme le terme réunificateur de tout système representative. Dans l'ordre international, ce processus est perturbé par la présence, dans les organs intergouvernementaux, de représentants d'Etat qui sont autant d'organes des Etats membres, présence prolongée par le consentement aux actes adoptés en leur sein. Quel en est donc le sujet d'imputation : l'organisation ou ses membres ? Une théorie de l'acte doit être développée au coeur de la théorie de l'organe pour démontrer que l'organisation internationale est la personnification juridique d'une collectivité d'Etats dotée d'un système représentatif, et n'est que cela. La qualité de partie à un traité constitutif et de membre d'une organisation internationale ne prive l'Etat d'aucun des attributs de la souveraineté dans l'ordre international. Au contraire, la faculté d'investir un sujet de droit de compétences nouvelles est précisément un attribut de la souveraineté : l'organisation est tout entière une création des Etats membres. Leur souveraineté n'inhibe pas le processus de personnification de l'organisation qui, en retour, ne la confisque pas : la souveraineté et la relativité des rapports juridiques demeurent les principes régulateurs de l'ordre international.

Book excerpt: This volume collects studies exploring the relationship of Christians and Muslims in everyday life in Early Islamic Egypt (642–10th c.) focusing mainly, but not exclusively on administrative and social history. The contributions concentrate on the papyrological documentation preserved in Greek, Coptic, and Arabic. By doing so, this book transcends traditional disciplinary boundaries and offers results based on a holistic view of the documentary material. The articles of this volume discuss various aspects of change and continuity from Byzantine to Islamic Egypt and offer also the (re)edition of 23 papyrus documents in Greek, Coptic, and Arabic. The authors provide a showcase of recent papyrological research on this under-studied, but dynamically evolving field. After an introduction by the editor of the volume that outlines the most important trends and developments of the period, the first two essays shed light on Egypt as part of the Caliphate. The following six articles, the bulk of the volume, deal with the interaction and involvement of the Egyptian population with the new Muslim administrative apparatus. The last three studies of the volume focus on naming practices and language change.
