Book excerpt: This article looks at disagreement within the Federal Reserve's monetary policy committee, the Federal Open Market Committee or FOMC, following a change in transparency practices taken in 1993 to publish verbatim transcripts of FOMC meetings. Other literature has examined the effects of opening the FOMC's deliberations to public view and provided empirical evidence that the publication of transcripts made policymakers less willing to voice disagreement with the chairman's policy proposal. This article adds to that work by examining whether regional variables are important to the analysis and whether the transcription effects are robust to the inclusion of regional variables. The results indicate that transcription effects are indeed robust, regardless of the regional indicator used, and that larger Federal Reserve districts may be more likely to voice agreement with a given policy proposal.

Book excerpt: This paper investigates a variety of issues related to political aspects of monetary policymaking. The approach is anecdotal - it is based on our reading of textual records from meetings of the FOMC during Arthur Burns's years as Chairman of the Federal Reserve Board. These records include "Memoranda of Discussion" for meetings between 1970 and 1976, and verbatim transcripts of meetings held between 1976 and 1978. The latter were obtained from Arthur Burns's personal papers and are the only verbatim transcripts of policy meetings available from any major central bank. We use the records to investigate sources of political influence on policymakers: pressures from the President, the Congress, and the public. We investigate the timing of elections and the possibility of a "political business cycle" in monetary policy. We evaluate issues related to "credibility" and the "time consistency" problem as an explanation for an inflationary bias. Further, we discuss the role of committee decision-making institutions, information strategies, and inertial forces in shaping the decisions of the Federal Open Market Committee (FOMC).

The paper also discusses mechanisms for mitigating credibility problems and emphasizes that arguments against various types of simple rules lose their force under a mixed strategy.

In many countries, monetary policy decisions are made by committees. In the United States, these decisions are made by the Federal Reserve's Federal Open Market Committee (FOMC), which consists of the seven members of the Board of Governors and the presidents of the twelve district banks. This book examines the process by which the preferences of the FOMC's individual members are translated into collective policy choices. This focus on the aggregation of individual preferences into group decisions is unique and provides an important perspective on the evolution of monetary policy choices. To study decision making by the FOMC, the authors have used both formal voting records and detailed transcripts and summaries of deliberations contained in the committee's Memoranda of Discussion and FOMC Transcripts. The latter sources have been used to construct data sets describing individual committee members' policy preferences for the 1970-1978 and 1987-1996 periods when the FOMC was chaired by Arthur Burns and Alan Greenspan, respectively. These data are used to estimate monetary policy reaction functions for individual Committee members and to explore the role of majoritarian pressures, pressures for consensus, and the power of the chairman in collective decision making. The rich anecdotal evidence found in the Memoranda of Discussion and FOMC Transcripts inspires the narrative approach taken in two chapters, on the influence of political pressure on FOMC deliberations and on the relevance of the time inconsistency problem for the rise of inflation in the 1970s.
