Book excerpt: The transatlantic security relationship has been at the heart of cooperation since the onset of the Cold War and has been the foundation on which the stability of Europe has been built. But the post-Cold War period has raised major challenges for transatlantic relations as well as new security threats, such as terrorism, organized crime and drug trafficking. These are fresh concerns in the sense that they have not been previously regarded as matters for US-European cooperation. Recent events such as the 1999 war in Kosovo, the European Union's decision to create a Rapid Reaction Force and the US policy of proceeding with a ballistic missile defence capability have all contributed to tensions in transatlantic relations. The transatlantic relationship has entered a new and highly uncertain period. This book looks at the three main facets of the transatlantic security relationship: the defense of Europe, global challenges, and new security threats.

Book excerpt: Russia's invasion and illegal annexation of Crimea has called into question one of the key assumptions and underpinnings of 21st century transatlantic security strategy that Russia no longer poses a security threat to the alliance, and that the main challenges facing the allies emanate from beyond the Euro-Atlantic region. The winding down of the Afghanistan mission has led many to wonder if NATO, which has been the cornerstone of transatlantic reliance, would cease to be relevant. Instead, Russia's belligerent behavior may serve to reinvigorate the alliance. As Ambassador Ivo Daalder observed recently, "NATO has stood the test of time. Mr. Putin has just ensured that it will continue to do so." The most immediate security challenge in Europe is the presence of tens of thousands of troops amassed on Russia's border with Ukraine. We call this hearing today to get an update on the administration's response to the crisis in Ukraine and to discuss how the United States and our allies can deter further Russian aggression, reassure our allies, and continue to help countries in the region become strong, prosperous independent democracies.

Book excerpt: The post-September 11th security policies of Poland, the UK, France, the US and Germany presented in this new book illustrate how and why the Atlantic community ruptured over Iraq, a result in part, it is argued, of the existence of particular national strategic cultures. Whilst the longer term effects of Iraq for the transatlantic security agenda have yet to fully transpire, what is certain is that the EU's ambitions to become a credible security actor have been seriously questioned, as has the notion of multilateralism as an international norm, as has the function of international law. The book addresses these issues by considering the evolution of the EU's role in the world and the development of American perspectives on the transatlantic security agenda. This volume was previously published as a special issue of the journal European Security.

Available in PDF, EPUB and Kindle. Book excerpt: This new Handbook provides readers with the tools to understand the evolution of transatlantic security from the Cold War era to the early 21st century. After World War II, the US retained a strong presence as the dominant member of NATO throughout the Cold War. Former enemies, such as Germany, became close allies, while even countries that often criticized the United States made no serious attempt to break with Washington. This pattern of security co-operation continued after the end of the Cold War, with NATO expansion eastwards extending US influence. Despite the Iraq war prompting a seemingly irreparable transatlantic confrontation, the last years of the Bush administration witnessed a warming of US-European relations, expected to continue with the Obama administration. The contributors address the following key questions arising from the history of transatlantic security relations: What lies behind the growing and continuing European dependency on security policy on the United States and what are the political consequences of this? Is this dependency likely to continue or will an independent European Common Foreign and Security Policy eventually emerge? What has been the impact of 'out-of-area' issues on transatlantic security cooperation? The essays in this Handbook cover a broad range of historical and contemporary themes, including the founding of NATO; the impact of the Korean War; the role of nuclear (non-)proliferation; perspectives of individual countries (especially France and Germany); the impact of culture, identity and representation in shaping post-Cold War transatlantic relations; institutional issues, particularly EU-NATO relations; the Middle East; and the legacy of the Cold War, notably tensions with Russia. This Handbook will be of much interest to students of transatlantic security, NATO, Cold War Studies, foreign policy and IR in general.

It takes an interdisciplinary approach to terrorism and transatlantic relations, bringing together experts from contemporary history, political science, military strategy, psychology, law and security. Looking back to the roots of modern terrorism, from the late 70s to 9/11 and beyond, the volume evaluates how attitudes and approaches have changed over this period. It analyses potential solutions for finding a shared philosophy to counter the threat of transnational terrorism in the US and Europe, against a rapidly changing political landscape. Chapters cover a range of topics, including the psychology of terrorism, online propaganda, domestic terrorism, terrorism and finance and cyber security.

Available in PDF, EPUB and Kindle. Book excerpt: This new book shows how the idea of a strategic triangle can illuminate the security relationships among the United States, the European Union and Russia in the greater transatlantic sphere. This concept highlights how the relationships among these three actors may, on some issues, be closely related. A central question also follows directly from the use of the notion of the triangle: does the EU have actor capability in this policy sphere or will it get it in the future? The reason this is so important for our project is that only if the Union is regarded by the two other actors, and regards itself, as an actor in security policy does the strategic triangle really exists. Consequently, this book has a strong focus upon the development of the actor capability of the Union. In the case of the United States, it examines to what extent the concept of the strategic triangle has significance under each of five grand strategies that serve as alternative visions of the superpower’s role in the world.

Available in PDF, EPUB and Kindle. Book excerpt: For much of the last 25 years, NATO has focused on crisis managementin places such as Kosovo and Afghanistan, resulting in major changes to alliance strategy, resourcing, force structure, and training. Re-embracing collective defense —which lies at the heart of the Treaty of Washington’s Article 5 commitment— is no easy feat, and not something NATO can do through rhetoric and official pronouncements. Nonetheless, this shift is vitally necessary if the alliance is to remain the bulwark of Western defense and security. Russia’s illegal annexation of Crimea and its invasion of Ukraine have fundamentally upended the security environment in Europe, thrusting NATO into the spotlight as the primary collective defense tool most European states rely upon to ensure their security. Collective defense is one of the alliance’s threecore missions, along with crisis management and cooperative security. It is defined in Article 5, the most well-known and arguably most important part of NATO’s founding treaty, which states: “The Parties agree that an armed attack against one or more of them in Europe or North America shall be considered an attack against them all.” Although all three missions are vital to the interests of NATO’s many member states, collective defense has become first among equals once again. However, three very significant hurdles stand in the way of the alliance and its member states as they attempt to re-embrace collective defense. These loosely correspond to an ends-waysmeans construct. First is the alliance's strategy toward Russia. Is Russia an adversary,a partner, neither,or both? How should strategy and policies change to place the alliance and its members on more solid ground when it comes to managing Russia? Second are the ongoing disputes over resourcing and burden-sharing. In recent years, it has become commonplace for American leaders to publicly berate European allies in an effort to garner more contributions to the common defense. How might the alliance better measure and more equitably share security burdens? Third is the alliance’s readiness to fulfill its objectives. Many allies have announced or are implementing increases in defense spending. However, governments of European NATO member states are strongly incentivized by domestic politics to favor acquisition of military hardware or spending on personnel salaries and benefits, usually at the expense of readiness. The result is that NATO military forces risk quickly becoming hollow in a way that is often underappreciated, which will prevent the alliance from fulfilling the collective defense promise inherent in Article 5. The book examines all such questions to assess NATO’s return to collective defense and offer a roadmap for overcoming those challenges in both the short and long-term.
