Book excerpt: The People's Republic of China (PRC) is seeking new approaches to improve water management outcomes in the face of a growing water crisis caused by ongoing pollution control and watershed management challenges. This has included numerous experiments in "eco-compensation" (which shares characteristics with payments for ecological services). This paper details progress in creating a national eco-compensation ordinance and discusses the ongoing institutional challenges in its effective development. Water is possibly the single most-pressing resource bottleneck of economic growth for the PRC over the medium term. As such, the degree to which such initiatives are ultimately successful is not only critical for the PRC but also has major ramifications for global food, fuel, and commodity markets and production chains.

Available in PDF, EPUB and Kindle. Book excerpt: Water is a basic human need and a scarce commodity with increasing value to farmers, industries, and cities in an urbanizing world. It is unpredictable in supply and quality, difficult to contain or direct, and notoriously difficult to manage well. Several trends -- climate change, the endurance of widespread global water poverty, intensifying competition among rival uses and users, and the vulnerability of critical freshwater ecosystems -- combine to intensify the challenges of governing water wisely, fairly, and efficiently. The twenty-seven chapters in The Oxford Handbook of Water Politics and Policy address such issues over the course of seven thematic sections. These themes reflect familiar frameworks in the water policy world, including water, poverty, and health; water and nature; and water equity and justice. Other sections look at emergent and contentious policy arenas, including the water/energy/food nexus and management of uncertainty in water supply, or connect well-established strands in new ways, including sections on water tools (water price and value, supply and demand, privatization, corporate responsibility) and issues surrounding transboundary waters. This volume conceives of water as a global issue, and gathers a diverse group of leading scholars of water politics and policy.

Book excerpt: Economic growth has multiplied the environmental challenges faced by the People's Republic of China but has also created opportunities, by increasing available funding for environmental management and conservation. At the nexus of these countervailing trends, policy makers have been experimenting with new approaches to environmental management under the broad heading of "eco-compensation". Many of these are market-based, particularly payments for ecosystem services; an emerging policy debate is regarding the extent to which beneficiaries should pay, and the providers should be compensated, for the provision of natural resources and environmental services to promote sustainable, balanced growth. This paper synthesizes the findings of the International Conference on Payments for Ecological Services convened in Ningxia Hui Autonomous Region in September 2009 to support eco-compensation programs in the country.

Available in PDF, EPUB and Kindle. Book excerpt: This book presents a model for describing the hierarchical concept of China’s water rights structure, one which takes into account pioneering theories on natural resources and environmental institutional economics. It highlights the basic theory of water rights, with a view to helping Chinese policymakers acquire a deeper understanding of water rights and the need for a reform program in the long-term development of water-poor China. To do so, it draws on three main sources: Cheung SNS’s “Economic Explanation”, Douglas C. North’s “New Economic History” and Ray Huang’s “Macro History”. The book makes two essential contributions: it elaborates the hierarchical water governance structure in China, which originated in the Qin Dynasty that unified the country 2000 years ago and has been employed without interruption ever since; further, it constructs a choice model for water governance structures and advances the logic of making structural choices with minimum transaction costs under constraint conditions, while also explaining the inherent nature of China’s choice for the hierarchical structure from the perspectives of management cost and cooperation cost. As such, the book enriches and builds on the theories of the “water governance” school represented by Karl Marx, Karl Wittfogel and Ray Huang, laying the foundation for the further study of water rights theory in contemporary China.

The review resulted in clearer and closer collaboration between the functions of problem solving—handled by the Office of the Special Project Facilitator (OSPF)—and those of compliance review by the Office of the Compliance Review Panel (OCRP). This report marks the first joint Accountability Mechanism Annual Report of the OSPF and OCRP in the spirit of promoting synergy in the new Accountability Mechanism. It outlines complaint-related activities of the OSPF and OCRP in 2012 and touches on its outreach and the information-sharing initiatives of the new Accountability Mechanism. Background ADB's Accountability Mechanism allows persons affected by ADB-assisted projects to submit complaints about harm resulting from those projects. It is guided by the principles of: responsiveness to project-affected persons’ concerns; fairness to all stakeholders; independence and transparency; cost effectiveness and efficiency; and complementing other ADB systems (including supervision, audit, and quality control).

Available in PDF, EPUB and Kindle. Book excerpt: Water plays a key role in addressing the most pressing global challenges of our time, including climate change adaptation, food and energy security, environmental sustainability and the promotion of peace and stability. This comprehensive handbook explores the pivotal place of law and policy in efforts to ensure that water enables positive responses to these challenges and provides a basis for sound governance. The book reveals that significant progress has been made in recent decades to strengthen the governance of water resource management at different scales, including helping to address international and sub-national conflicts over transboundary water resources. It demonstrates that ‘effective’ laws and policies are fundamental drivers for the safe, equitable and sustainable utilization of water. However, it is also shown that what might constitute an effective law or policy related to water resources management is still hotly debated. As such, the handbook provides an important and definitive reference text for all studying water governance and management.

Available in PDF, EPUB and Kindle. Book excerpt: This report reviews China's water scarcity situation, assesses the policy and institutional requirements for addressing it, and recommends key areas for strengthening and reform. It is a synthesis of the main findings and recommendations from analytical work and case studies prepared under the World Bank Analytical and Advisory Assistance (AAA) program entitled 'Addressing China's Water Scarcity: from Analysis to Action.' These studies focus on several strategically important thematic areas for China where additional research was needed, as identified by the research team and advisory group based on a review of pressing issues. These areas are governance, water rights, pricing, ecological compensation, pollution control, and emergency response. The approach has been to evaluate Chinese and international experience to identify policy and institutional factors that have proven effective in promoting the adoption of water conservation and pollution reduction technologies. The research was based on literature reviews, qualitative and quantitative policy analyses, household surveys, field trips, and case studies to develop feasible recommendations for a plan of action based on realities on the ground.
