Book excerpt: The New White Race traces the development of the press in Algeria between 1860 and 1914, examining the particular role of journalists in shaping the power dynamics of settler colonialism. Constrained in different ways by the limitations imposed on free expression in a colonial context, diverse groups of European settlers, Algerian Muslims, and Algerian Jews nevertheless turned to the press to articulate their hopes and fears for the future of the land they inhabited and to imagine forms of community which would continue to influence political debates until the Algerian War. The frontiers of these imagined communities did not necessarily correlate with those of the nation--either French or Algerian--but framed processes of identification that were at once local, national, and transnational. The New White Race explores these processes of cultural and political identification, highlighting the production practices, professional networks, and strategic-linguistic choices mobilized by journalists as they sought to influence the sentiments of their readers and the decisions of the French state. Announcing the creation of a "new white race" among the mixed European population of Algeria, settler journalists hoped to increase the autonomy of the settler colony without forgoing the protections afforded by their French rulers. Their ambivalent expressions of "French" belonging, however, reflected tensions among the colonizers; these tensions were ably exploited by those who sought to transform or contest French imperial rule.

The Vichy Regime's "soft extermination" let patients die of cold, starvation, or lack of care. Yet, in Saint-Alban-sur-Limagnole, a small village in central France, one psychiatric hospital attempted to resist. Hoarding food with the help of the population, the staff not only worked to keep patients alive but began to rethink the practical and theoretical bases of psychiatric care. The movement that began at Saint-Alban and came to be known as "institutional psychotherapy" would go on to have a profound influence on postwar French thought.Though the movement was varied, and the point was never to devise a dogma or a model that could be applied indiscriminately, institutional psychotherapy did attempt to offer an "ethics," or a practice of everyday life. Among its most important principles were the belief that theory and practice were inextricably linked, and that psychiatric practice was explicitly political. Camille Robcis traces the history of institutional psychotherapy from its inception to its various transformations between 1945 and 1975. Each chapter of the book is organized around a thinker who was either at Saint-Alban or who engaged with institutional psychotherapy: from François Tosquelles, Franz Fanon, Jean Oury and Félix Guattari, to Michel Foucault. Book excerpt: This book offers a selection of papers dealing with second language acquisition, foreign language teaching and creole linguistics inspired by the scientific legacy of Mauritian-born scholar Georges Daniel Véronique (Port-Louis, 1948). An important part of the book is devoted to the description of learner varieties with a focus on sociolinguistic factors, such as the learner situation – from asylum seekers to Erasmus students –, the degree of familiarity with the target language – having or not previous knowledge about a genetically related language –, the degree of literacy, and the type of instruction. Linguistic complexity, case marking, the use of self-positioning pronouns, verbal morphology and aspectual values are among the linguistic phenomena analyzed by the authors having contributed to this part of the volume. Another part of this volume deals with language didactics and addresses the questions of whether manipulating specific constructions from a usage-based perspective and a focus-on-form approach do indeed aid beginner learners to acquire complex forms in L2 German and nominal forms in L2 Polish, respectively. It also explores how some educational policies in Sweden have affected both the offer of French as a Foreign Language and its demand by students. The contributions to creole studies present diachronic analyses targeting the /z/ plural marking in Réunion creole, Fa d’Ambô and spoken French, and a set of NPs found in two speeches pronounced in 1835 on the island of Agaléga by a coconut oil producer whose features are similar to Mauritian creole. Linguistic, social and historical factors are at the center of these contributions.

For the next half century Belgium not only ruled an African empire but also, through widespread, enduring, and eagerly embraced propaganda, produced an imperialist-minded citizenry. Selling the Congo is a study of European pro-empire propaganda in Belgium, with particular emphasis on the period 1908–60. Matthew G. Stanard questions the nature of Belgian imperialism in the Congo and considers the Belgian case in light of literature on the French, British, and other European overseas empires. Comparing Belgium to other imperial powers, the book finds that pro-empire propaganda was a basic part of European overseas expansion and administration during the modern period. Arguing against the long-held belief that Belgians were merely “reluctant imperialists,” Stanard demonstrates that in fact many Belgians readily embraced imperialistic propaganda. Selling the Congo contributes to our understanding of the effectiveness of twentieth-century propaganda by revealing its successes and failures in the Belgian case. Many readers familiar with more-popular histories of Belgian imperialism will find in this book a deeper examination of European involvement in central Africa during the colonial era.
