At that time the young teacher's sole preparation for his work was the taking of as many academic courses in mathematics as possible, plus, in some instances, a course on the history of education or some lectures on general pedagogy. On graduation he had had no observation of skillful teaching in secondary mathematics, no practice work, no survey of secondary mathematics from a higher and pedagogic standpoint, and no knowledge of the best literature dealing with the teaching of algebra and geometry in this country or abroad. He gained all his experience in the classroom, and, if progressive, he also acquired a certain pedagogic equipment from private reading and from teachers' associations; if not, his point of view on questions of teaching remained narrow, as is always the case when one fails to come into contact with what others are doing in his field of work. A general interest in the professional preparation of teachers for secondary, education, which is now being shown in many American colleges and universities, has led to a feeling on the part of a number of institutions that teaching must be recognized as a profession, and that training for it must be as formal and definite as for law, medicine, or engineering. This has resulted in the establishment at a number of universities of schools of education, each with a formal organization and a separate faculty, these being considered as professional schools and as such ranking, in general, with the schools of law, medicine, and engineering. In these schools attention has been given particularly to preparation for secondary teaching, as the various State normal schools have, in general, solved the problem of preparing teachers for the elementary schools. As far as mathematics is concerned, it is the aim of these colleges of education to prepare teachers and supervisors of mathematics for public and private high schools. Some of these institutions also have facilities for equipping teachers of mathematics for departmental work in elementary schools and instructors in methods in mathematics for normal schools. This bulletin provides reports from four subcommittees that addressed the topic of the training of teachers of elementary and secondary mathematics: (1) Subcommittee 1: The training of teachers of mathematics in professional schools of collegiate grade, separate from or connected with colleges or universities; (2) Subcommittee 2: State normal schools; (3) Subcommittee 3: Private normal schools; and (4) Subcommittee 4: Teachers for normal schools. Book excerpt: The proportion of school children and other students in the United States who are required to take examinations other than those set by the teacher for his own classes is exceedingly small. Except in New York State, where a considerable number of children in the elementary and secondary schools are accustomed to taking examinations set by the State education department, almost the only examinations of the kind are those set by a small number of colleges and by the college entrance examination-board at the point of transition from the secondary school to the college. Notwithstanding the fact that only a very small proportion of the school children in the United States are examined for admission to college, college admission examinations constitute one of the most powerful influences bearing upon the work of the secondary schools. Teachers in the secondary schools in every part of the United States recognize in the examinations set for admission to college a concrete illustration of generally accepted standards; and institutions like the college entrance examination board are in constant receipt of communications, asking that, by means of the examinations, an attempt be made to influence the methods of teaching various subjects. It has been urged by eminent educators in the United States that the requirements for graduation from the secondary school and the requirements for admission to the college should be made identical. If this be a true educational principle, its application certainly cannot mean that the colleges should be compelled to make their requirements for admission conform to standards determined wholly by the secondary schools. It also seems that it would be quite as unreasonable that the secondary schools should be compelled to make their standards of work conform to requirements established by the colleges, without consideration of the conditions actually existing in the secondary schools. When the college entrance examination board was organized in 1900, the principle of cooperation was made fundamental. The board represents not only a cooperative effort on the part of a large number of colleges and universities, but also a cooperation between the colleges on the one hand the secondary schools on the other hand, in respect to a matter of vital importance to both. The most important immediate benefit derived by the secondary schools from the operations of the college entrance examination board is the possibility of unity in class work. Perhaps the greatest and most far-reaching effect of the examinations of the board, however, will ultimately be the raising of the standards of work in the secondary schools, as these standards are higher than those set by most individual schools. This bulletin deals specifically with examinations in mathematics and the numerous questions that have arisen regarding the nature and extent of these examinations, such as, by whom are they given, to what extent are they a factor in determining promotion, how valuable are they as a basis for promotion, and are teachers more particular about promotion in mathematics than in other school studies. Book excerpt: The accompanying report deals with the mathematical training of prospective teachers in elementary schools as described in the reports submitted by the International Commission of the Teaching of Mathematics to the Fifth International Congress of Mathematicians, held at Cambridge, England, in August, 1912. A comparative study of the facts presented in these reports is of interest for those engaged in the training of teachers in this country, if only because they indicate that the standards elsewhere are as chaotic as they are here. The requirements of the normal schools, or corresponding institutions vary from a review of the elementary-school arithmetic to the mathematics required for entrance to colleges and universities; or, from another point of view, from an emphasis on the purely professional needs limited to the immediate requirements of the elementary schools, to academic and cultural aims founded on the principle that the more a teacher knows about the subject, in addition to the purely professional training, the more successful will be his teaching. But, great as is the variety of standards and aims in Europe, almost every standard finds a parallel in this country, owing to the absence of uniformity--a condition almost paralleled in England and Switzerland. But, if a generalization may be permitted, it would be true to say that the academic standards in the best systems are higher in the more advanced countries of Europe than they are in the United States. Countries included in this report are: (1) Belgium; (2) Denmark; (3) England; (4) France; (5) Germany; (6) Hungary; (7) Italy; (8) Russia; (9) Sweden; (10) Switzerland; and (11) the United States. Book excerpt: Of all the technical schools in the United States, probably none exists whose aim is so clearly defined as that of our two great Government schools for the training of officers for the United States Army and Navy. The purpose of these schools is strictly utilitarian, viz, to give to a selected number of young men of this country the best possible technical training for the positions of responsibility in the Army and Navy. That these schools do their work well is amply demonstrated by the efficiency of our military and naval forces. It is always of interest to see how a school fulfills its aim, how it adjusts its subject matter to meet the particular task in hand, and how it eliminates that which detracts from the main purpose. To teachers of mathematics such an investigation will be of particular interest, especially in view of the tendency of a number of modern educators to demand a justification of every topic in the curriculum. It is the purpose of the two reports submitted herewith to give such an exposition of the teaching of mathematics in these two great schools, the United States Military Academy at West Point and the United States Naval Academy at Annapolis, these being the only schools of the kind in the United States. These reports will repay a careful reading; they are suggestive to all teachers not only in details of class organization, but in the general handling of subject matter to serve a definite purpose. They will show why mathematics has so long held and still retains its prominent place in the training of military and naval officers. Individual sections contain footnotes.
