So important is the influence of "the lay of the land" upon military operations that every officer must thoroughly acquaint himself at the earliest practicable moment with the topography of the area within which his responsibilities lie. 2. A mere knowledge of the main roads, of the direction and distances to near-by towns is by no means sufficient. He must know where the plains are, where the hills rise, how the streams run. He must have a mental picture, a bird's-eye view, impressed on his brain of the main physical and military features of his territory. 3. The faculty for grasping the topography of an area as a whole is rarely a natural one. "To the beginner" in the study of topography "every hill is an isolated feature - the elevations and depressions of ground present to him nothing but irregularity and confusion." 4. As a matter of fact, there is a considerable degree of regularity and system in our present-day ground forms. Whatever may have been the irregularity and confusion of the original surface of the earth, practically all of the ground forms which we know to-day are the result of erosion. 5. It has been estimated that the average elevation of the land surface has been reduced 7,000 feet by erosion. Winds and waves, glaciers, chemical action, frost, and plant growth have all had their part in the breaking up and wearing down of the original rocks, but by far the larger portion of the ground farms which exist to-day have been carved out of the older formations by the action of running water. 6. Not all the water in heavy rains can seep into the soil; much of it runs off. At one point a little stream begins; as it flows downward another joins it; soon several unite into a fair-sized creek, which rushes along carrying its burden of soil into the main valley, whence the river may carry it on toward the sea. This simple process continued for ages has sufficed to carve out our deepest valleys. It is continuing to deepen them year by year, and more and more to wear down the ridges between the valleys. 7. If our remaining ground forms are the result of such a process, it is manifest that the drainage lines of an area, together with the ridge lines, form a system of master lines which, once traced out and studied, will give a grasp of the main features of the topography that can be had in no other way....

The other purpose is the making of maps, or miniature representations of the country. While the instruments and operations are to some extent the same in both, the purpose and the results are very different. Most books on surveying have in view mainly, if not entirely, the first of these two purposes, operations incident to the making of maps being more or less slighted. Herein the author will attempt to describe the most approved methods of surveying as applied to the production of topographic maps, whether on large or small scales and whether of a high or a low degree of accuracy, including rough reconnaissance as well as accurate and detailed surveys. An efficient instructor must be accurately informed as to what jobs a carpenter, or a blacksmith, for instance, may be called upon to do in the Army. 2. Methods of instruction must be used which in the time available will best train men to do these jobs. To assist instructors in these two important respects, new course outlines are being prepared by the Committee on Education and Special Training. As soon as completed they will be issued to the co-operating schools. These outlines are sufficiently definite to produce that degree of specialization required by the various Army Corps; yet they are also sufficiently flexible to allow for the broader development of resourcefulness and initiative which are essential to the men in the army. Results to be obtained have been set down rather than detailed methods of accomplishing results. Such details can be developed best in each institution through the ingenuity of the instructors in charge. A promotion program is preferable to a rotating one. It is not desirable to follow rigidly a plan which provides that all students get a definite length of time on each of a number of specified subjects in rotation, though such a program is well suited to the most able men. The work should be organized so that while the most able men will get the entire course of instruction, others will omit those subjects for which they have no special aptitude, giving full time and attention to those things in which they show promise of success. In general this means a course arranged not for the average but for the best student and then administered so that only those men who show or develop ability on one job will be promoted to the next more difficult task. To illustrate: In the auto-mechanic squad only those men who have thoroughly mastered the details of the axle and wheel work will progress to engine work, and then again only those who show a good understanding of engine construction will take up further study of gas engine performance. Again only those who show special all-around ability in these things will proceed further with the study of ignition, timing and the more complicated details of operation.
