Book Synopsis Training and the Private Sector by : Lisa M. Lynch
Download or read book Training and the Private Sector written by Lisa M. Lynch and published by University of Chicago Press. This book was released on 2007-12-01 with total page 332 pages. Available in PDF, EPUB and Kindle. Book excerpt: How can today's workforce keep pace with an increasingly competitive global economy? As new technologies rapidly transform the workplace, employee requirements are changing and workers must adapt to different working conditions. This volume compares new evidence on the returns from worker training in the United States, Germany, France, Britain, Japan, Norway, and the Netherlands. The authors focus on Germany's widespread, formal apprenticeship programs; the U.S. system of learning-by-doing; Japan's low employee turnover and extensive company training; and Britain's government-led and school-based training schemes. The evidence shows that, overall, training in the workplace is more effective than training in schools. Moreover, even when U.S. firms spend as much on training as other countries do, their employees may still be less skilled than workers in Europe or Japan. Training and the Private Sector points to training programs in Germany, Japan, and other developed countries as models for creating a workforce in the United States that can compete more successfully in today's economy.

Available in PDF, EPUB and Kindle. Book excerpt: "Early in 1979 the International Ladies Garment Workers Union and a number of employer representatives of the women and children apparel industry jointly established the Apparel Job Training and Research Corporation (AJTRC) to further job training and research in the industry. The AJTRC received a contract from the Employment and Training Administration, Department of Labor, to develop an industry-wide, private sector, on-the-job training program which would address issues basic to the survival and revival of a declining industry, as well as to train and employ economically disadvantaged persons. From October 1979 through March 1981 the AJTRC promoted and administered an on-the-job training program which involved over 100 firms in 17 states, and enrolled over 2,500 participants, a large majority of whom were disadvantaged workers. The purpose of this report is to describe the AJTRC training program and to assess the effectiveness of an industry-wide, private sector, on-the-job training approach in increasing the earnings and workforce attachments of these workers completing the special training program. A secondary purpose of measuring the effectiveness of specific training approaches or programs against trainee characteristics was not attainable because the basic approach by almost all participating firms was informal training on the job, i.e., learning by doing. The explanation for this was the small number of trainees enrolled at any point in time by any single firm. There seemed to be no interest in an area-wide training center to train the key occupation of sewing machine operator."--P. iii.

Book excerpt: "Best Practices Guidelines and Toolkit on Engaging the Private Sector in Skills Development”, jointly developed by UNDP IICPSD and Statistical, Economic and Social Research and Training Centre for Islamic Countries(SESRIC), will inspire, motivate and mobilize the private sector for its active engagement in skills training for employment. The guidelines and toolkit will help stakeholders to collaborate more closely with companies, chambers of commerce and business associations. It outlines how the private sector could contribute to the employability of individuals through providing labour market signals, improving technical and practical skills acquisition, integrating industry know-how and expertise to every step of the trainings and help link skills to placement opportunities. These will ensure that disadvantaged youth, women and other marginalized groups are ready to enter the labour force with possessing the right skills they need to thrive. The 2030 Agenda for Sustainable Development highlights the importance of skills and lifelong learning not only to make individuals competitive in the labour market but also to empower people. Sustainable Development Goal (SDG) 4 reminds us that inclusive, quality education is critical for human development. SDG 8 reminds us that decent work and economic growth can only be achieved through productive capacities. The relationship between skills and employability is fundamental to the success of the SDGs — from eradicating poverty to achieving gender equality to empowering women and girls. Bridging the skills mismatch for greater employability will be a huge leap forward in achieving the SDGs. This publication guarantees to guide all stakeholders in the direction of improving the existing skills and reducing the skills mismatch for greater employability of the target groups. The Guidelines and Toolkit will complement existing UNDP work on sustainable employment and inclusive growth and augments the related efforts of other international organizations.

Download or read book Private Sector Training--who Gets it and what are Its Effects? written by Lee A. Lillard and published by . This book was released on 1986 with total page 108 pages. Available in PDF, EPUB and Kindle. Book excerpt: "This report considers several issues regarding recipients of post-school job training, the extent of such training and the reasons for it, and how it affects subsequent earnings and employment. It draws on measures of reported training from the Current Population Survey, three cohorts from the National Longitudinal Surveys, and the Employment Opportunities Pilot Projects Survey. Its principal findings are (1) the probability of training rises with schooling and the industry rate of technical change; (2) nonwhites and women appear to receive less training than white males; (3) rapid technical change is associated with increased training from company sources, and with managerial, professional and technical types of training; and (4) these kinds of training have the largest effects on increasing earnings and reducing the likelihood of future unemployment."--Rand Abstracts.
