Book excerpt: Managing cities and providing housing, essential infra structure and public services in an era of great pressures on municipal resources are challenging domestic issues in all parts of the world. Increasingly, city administrators and local government authorities in developing countries and western industrial nations are seeking to share experiences and exchange information in a search for solutions. This highly informative volume attempts to meet this critical need and to aid development cooperation among municipalities. Strengthening Urban Management presents the practical problems and approaches to the provision of housing, trans portation, and the mobilization of the requisite finance and manpower for local government in contrasting urban situ ations. It draws upon selected papers contributed to inter national meetings and world congresses sponsored by the International Union of Local Authorities, The Hague, Netherlands. Subject areas are illustrated in city examples given by mayors, administrators and planners from Lusaka, Harare, Nairobi, Osaka. Jakarta. Bandung. Vienna, Stockholm, Caracas, and Rio de Janeiro. Theme introductions and contributions from leading international and national agencies highlight Hie important role and grave difficulties facing local government in urban management and planning.

This book was released on 2011 with total page 48 pages. Available in PDF, EPUB and Kindle. Book excerpt: In large Latin American cities the number of dwellings in informal settlements ranges from one-tenth to one-third of urban residences. These informal settlements are caused by low income, unrealistic urban planning, lack of serviced land, lack of social housing, and a dysfunctional legal system. The settlements develop over time and some have existed for decades, often becoming part of the regular development of the city, and therefore gaining rights, although usually lacking formal titles. Whether they are established on public or private land, they develop irregularly and often do not have critical public services such as sanitation, resulting in health and environmental hazards. In this report from the Lincoln Institute of Land Policy, author Edesio Fernandes, a lawyer and urban planner from Latin America, studies the options for regularization of the informal settlements. Regularization is looked at through established programs in both Peru and Brazil, in an attempt to bring these settlements much needed balance and improvement. In Peru, based on Hernando de Soto's theory that tenure security triggers development and increases property value, from 1996 to 2006, 1.5 million freehold titles were issued at a cost of $64 per household. This did result in an increase of property values by about 25 percent, making the program cost effective. Brazil took a much broader and more costly approach to regularization by not only titling the land, but improving public services, job creation, and community support structures. This program in Brazil has had a cost of between $3,500 to $5,000 per household and has affected a much lower percent of the population. The report offers recommendations for improving regularization policy and identifies issues that must be addressed, such as collecting data with baseline figures to get a true evaluation of the benefit of programs established. Also, it shows that each individual informal settlement must have a customized plan, as a single approach will not work for each settlement. There is a need to include both genders for long-term effectiveness and to find ways to make the regularization self-sustaining financially. Any program must be closely monitored to insure the conditions are improved for the marginalized, as well as be sure it is not causing new informal settlements to be established.

Book excerpt: By using field survey and World Bank investment project evaluation method, this book investigates the experience of slum rebuilding in Liaoning province, China. It figures out that the experience of Liaoning province is relatively successful and can be of great significance for developing countries and regions. The issue of slums is a huge challenge in the process of global urbanization. The population living in slums is 0.8 billion worldwide and the number is still growing. International organizations (e.g., the World Bank) and relevant countries have been working on the rebuilding of slums but only a few succeeded. In recent years, since some scholars believe that government should play dominant role in slums rebuilding, Liaoning province has developed a systematical model in slums rebuilding from 2005. This model emphasizes the guidance of government, market functions and society involvement. With the application of the new model, Liaoning province has improved 2.11 million people’s living conditions from 2005 to 2010. By introducing the conditions, history, rebuilding process and rebuilding methods of Liaoning slums, this book provides new information and data for slum rebuilding decision makers and researchers.

Available in PDF, EPUB and Kindle. Book excerpt: Despite four decades of development planning, at least one third of the urban population of Africa, Asia and Latin America remains poor. Over 600 million live in 'life and health threatening' homes and neighbourhoods because of poor housing and inadequate or no piped water, sanitation and health care. But even as the shortcomings of government and development programmes become more apparent, so do the untapped abilities of low-income groups and their community organizations to develop their own solutions. This book analyses the conditions necessary for successful community initiatives and includes case studies of 18 intermediary institutions (most of them Third World NGOs) who provide technical, legal and financial services to low-income households for constructing or improving housing. Many also work with community organizations in improving water, sanitation, drainage, health care and other community services. Through the analysis of innovative financial systems for income generation, house construction and service provision, Funding Community Initiatives considers the feasibility of loans for addressing current urban housing problems. It also considers how to increase greatly the scale and effectiveness of support going to low-income households and community organizations. This book will be of interest to students and professionals concerned with urban development in Africa, Asia and Latin America, especially those concerned with low income shelter and community finance.

Available in PDF, EPUB and Kindle. Book excerpt: With the rapid growth in urban poverty in Africa, Asia and Latin America, most cities now have 30 to 60 per cent of their population living in shanty towns. The civil and political rights of these people are either ignored or constantly contravened. They face multiple deprivations, including hunger, long hours working for inadequate incomes; illness, injury and premature deaths that arise from dangerous living conditions and inadequate water supplies, sanitation and healthcare. Many face the constant threat of eviction and other forms of violence. None of these problems can be addressed without local changes, and Empowering Squatter Citizen contends that urban poverty is underpinned by the failure of national governments and aid agencies to support local processes. It makes the case for redirecting support to local organizations, whether governmental, non-governmental or grassroots. . The book includes case studies of innovative government organizations (in Thailand, Mexico, Philippines and Nicaragua) and community-driven processes (in India, South Africa, Pakistan and Brazil), which illustrate more effective approaches to urban poverty reduction. Such approaches include strengthening the organizations of the poor and homeless so that they are accountable to their members, are able to develop their own solutions and have more capacity to negotiate with the institutions that are meant to deliver infrastructure, services, credit and land for housing. Such support for local processes is crucial for meeting the Millennium Development Goals in urban areas.
