Available in PDF, EPUB and Kindle. Book excerpt: This volume was conceived to serve a variety of reader categories. It should meet the needs of teachers and students engaged in the study of Pakistan; it is hoped that it will offer area specialists an enlarged perspective from which to examine their own findings; and it ought to prove useful to the general reader who wishes to keep abreast of the forces and events shaping our time. Every effort has been made to define the essential themes, to provide the pertinent data, to analyze the significant events thoroughly, and to present the material in a lucid, fast-moving manner. Overall the book should be both informative and provocative. Given my long association with Pakistan, the many years spent investigating and experiencing its development, the unique opportunities I have enjoyed for personal contact with the country's passing leadership as well as its diverse population, I have taken liberties which less-involved scholars would no doubt avoid. I make no apologies for this somewhat personalized approach, or for the pointed comments that will be found throughout the volume. The Pakistan story does not lend itself to sterile description. It is an exciting and important chronicle and it ought to be presented in a fashion that stimulates debate in addition to making available the necessary facts. I trust I have succeeded in fulfilling both objectives.

Available in PDF, EPUB and Kindle. Book excerpt: A state-of-the-art, one-stop resource, Public Administration in South Asia: India, Bangladesh, and Pakistan examines public administration issues and advances in the Indian subcontinent. The book fulfills a critical need. These nations have the largest public administration programs in South Asia, yet existing knowledge on them is fragmented at best. Bringing together leading scholars from these countries, this book provides both an insider perspective and a scholarly look at the challenges and accomplishments in the region. Focusing on the machinery of government, the book explores questions such as: What is the history of public administration development? How are major decisions made in the agencies? Why are anti-corruption efforts so much a challenge? What is the significance of intergovernmental relations? What is the success of administrative reform? What are examples of successful social development programs? How successful is e-government, and what are its challenges? Why is civil service reform difficult to achieve? How is freedom of information being used as a means to combat corruption and invoke grassroots activism? What can be learned from the successes and failures? While public administration practice and education have become considerably professionalized in the last decade, a sufficiently in-depth and well-rounded reference on public administration in these countries is sorely lacking. Most available books tackle only aspects of public administration such as administrative reforms, civil service, economic developments, or public policy, and are country specific. None provide the in-depth analysis of the sphere of public action in South Asia found in this book. It supplies an understanding of how public administration can be either the source of, or solution to, so many of the problems and achievements in the Indian subcontinent.

Available in PDF, EPUB and Kindle. Book excerpt: Distance education, combining the use of correspondence texts, broadcasting and limited opportunities for face-to-face study, has been used in at least a hundred teacher training programmes over the last 25 years. Distance Education for Teacher Training is the first comparative review of the use of distance education and open learning for the training and upgrading of teachers. The book contains case studies using a broadly common format both to describe and analyse distance teacher training programmes in eleven countries across five continents. The case studies describe the methods used to examine how far the craft of teaching can be studied at a distance. Using a standardised microeconomic framework, they provide unique data on the comparative costs of training teachers by distance and conventional methods. The authors then draw general conclusions about the advantages and drawbacks of using distance education or open learning, about the conditions for success, and about comparative effects and costs. Distance Education for Teacher Training will be of value to all concerned with teacher education, whether in developing or industrialised countries, and to those working in and planning for distance education and open learning.

Available in PDF, EPUB and Kindle. Book excerpt: In The Instrumental University, Ethan Schrum provides an illuminating genealogy of the educational environment in which administrators, professors, and students live and work today. After World War II, research universities in the United States underwent a profound mission change. The Instrumental University combines intellectual, institutional, and political history to reinterpret postwar American life through the changes in higher education. Acknowledging but rejecting the prevailing conception of the Cold War university largely dedicated to supporting national security, Schrum provides a more complete and contextualized account of the American research university between 1945 and 1970. Uncovering a pervasive instrumental understanding of higher education during that era, The Instrumental University shows that universities framed their mission around solving social problems and promoting economic development as central institutions in what would soon be called the knowledge economy. In so doing, these institutions took on more capitalistic and managerial tendencies and, as a result, marginalized founding ideals, such as pursuit of knowledge in academic disciplines and freedom of individual investigators. The technocratic turn eroded some practices that made the American university special. Yet, as Schrum suggests, the instrumental university was not yet the neoliberal university of the 1970s and onwards in which market considerations trumped all others. University of California president Clark Kerr and other innovators in higher education were driven by a progressive impulse that drew on an earlier tradition grounded in a concern for the common good and social welfare.
