Book excerpt: Using explicit information on timing and duration of job training in panels of PSID men, I find negative effects of training on turnover and positive effects on wage growth in the firm and over longer periods (1968 to 1983). Wages of trainees grow 4-6% faster per year over periods of training compared to other workers or periods. Wage trajectories in the firm and across firms over longer periods are steeper for workers who engage in more training. These results are explainable by a positive correlation between general and firm-specific components of training. So is the apparent paradox that frequent movers' wages grow less in the long run than those of less frequent movers (stayers), despite wage gains in moving. Mobility wage gains are reduced by worker investment in training in the new firm. These mobility (search and matching) gains appear to contribute to job attachment in the presence of such investments.

This model analyzes the choice of the amount of training, emphasizing the influence of whether the employer can commit to training prior to employment. In addition, the model implies that firms will attempt to match low-turnover workers with training opportunities, which is supported by the empirical literature.

We show that when the assumption of perfectly competitive labor markets underlying this theory is relaxed, minimum wages can increase training of affected workers, by inducing firms to train their unskilled employees. More generally, a minimum wage increases training for constrained workers, while reducing it for those taking wage cuts to finance their training. We provide new estimates on the impact of the state and federal increases in the minimum wage between 1987 and 1992 of the training of low wage workers. We find no evidence that minimum wages reduce training. These results are consistent with our model, but difficult to reconcile with the standard theory of human capital.

Book excerpt: As Gary Becker first noted in his seminal article on investment in human capital, the effect of training on wages and mobility can be expected to depend crucially on the degree to which the training is specific or general. While Becker's model is well accepted by labor economists, the topic of specific and general training is an area where empirical work is substantially lagging the theory. The degree of generality incorporated in employer-provided training has implications for topics such as welfare policy and how economists interpret the returns to tenure and experience. In this paper, we explicitly document the specificity and generality of employer-provided training and then analyze how wage growth and mobility are influenced by these direct measures of specific and general training. Our empirical work uses data from the 1993 National Longitudinal Survey of Youth (NLSY) and the Employer Opportunity Pilot Project survey (EOPP). Each of these surveys asked about the degree of generality incorporated in the training that the individual receives. In spite of the emphasis that labor economists have placed on specific training, we find that workers in the NLSY and employers in the EOPP indicate that most of the skills learned in training are useful elsewhere. Furthermore, utilizing a unique measure of relevant experience in the EOPP data, we show that employers not only frequently recognize the value of skills that workers have learned from training provided by previous employers, but they also substitute previous training for their own training. As one would expect, this substitution only takes place when the skills required on the current job are general. In addition, wage equations estimated from both the EOPP and the NLSY data indicate that skills learned in past jobs are rewarded by a worker's current employer. Our mobility equations are also consistent with the hypothesis that much on-the-job training is quite general. Interestingly, we are unable to find any systematic difference in the wage returns to specific and general training provided by the current employer. This can be partly explained by a combination of measurement error in the data, poorly worded questions that do not measure precisely the economic concepts of specificity and generality, and employers sharing the costs and returns to general as well as specific training. In fact, both our within and across job wage equations are consistent with several recent models that predict that employers will often extract some of the returns to the general training they provide.

The human capital model attributes rising wage-tenure and wage-experience profiles to investments in worker productivity. Therefore, an implicit assumption in the human capital model is that training must be occurring throughout a worker's stay at an employer. However, the empirical training literature has thus far either implicitly or explicitly assumed that training is concentrated at the beginning of the employment relationship. Using data from the National Longitudinal Survey of Youth, we find that training in the later years of tenure is the norm rather than the exception. To eliminate the bias from belated information, we estimate a fixed effects wage equation with a two-stage procedure that uses previous training and fixed individual and match-specific variables as instruments. While instrumental variables estimation is the standard method of correcting for measurement error, instrumental variables estimates are not consistent when the explanatory variable measured with error (in our case, training) can only take on a limited range of values. Nevertheless, the relative magnitudes of the OLS and the IV training coefficients provide information that enables us to correct for measurement error bias without any need for external information on misclassification rates. Our results provide strong support for the human capital model in that most wage growth beyond the first year of tenure is due to training.

Theories proposed that labor market frictions entails wage compression, larger productivity gain than wage growth to skill acquisition, and motivates a firm to offer opportunities for skill acquisition, but few studies directly test the hypothesis. We use unusually rich data from a temporary help service firm that records both workers' wages and their productivity as measured by the fees charged to client firms. We first document that the firm provides upfront training, and show that both workers' tenure and the initial fee charged to clients are positively related to the length of training, but the initial wage paid to workers is not. We then demonstrate that the fees charged to clients grow faster over workers' tenure than the wages paid to workers. Finally, we find that about one-quarter of the fee growth is associated with client quality upgrading, but that workers receive none of this growth. Each of these results are consistent with wage compression that skills acquired through training and learning-by-doing increases productivity more than wages.
