Book excerpt: The objective of this study was to develop a procedure to forecast highway traffic volumes through the use of growth factors representative of Kentucky highways and reflecting effects of important socioeconomic and demographic variables. A two-stage modeling process was used. In the first, linear regression models were used to relate average daily travel on Kentucky roadways to personal income, price of fuel, and total miles of streets and highways. In the second, cross-tabulation models were used to relate growth in volume at a specific site--expressed relative to the statewide ADT--to highway functional classification, rural/urban location, county population growth, SMSA/non-SMSA designation, and volume level. The growth model yields estimates not only of the most likely rate of growth at a particular site but also of the range experienced at similar sites statewide. In collecting historical volume data for model calibration, a file was developed representing approximately 15,000 sites on the state highway system at which counts had been taken during the 1963-86 base period. On average, there were about 5.8 counts for each of these sites. Data in the file is instantly accessible by microcomputer users through dBASE software. A piecewise linear regression routine is used to provide estimates for past years during which counts were not taken. The historical volume database has been designed for continuous updating as new counts are made. Similarly, the forecasting models have been designed for convenient recalibration at annual intervals.

The models were developed to support a wide variety of design, planning, and management functions on both state and county road networks. A review of existing methods of traffic volume estimation in other states was carried out. Two main model types were identified - regression models and travel demand models. The study developed the two model types for Wyoming and recommended the best model for implementation. Two regression models were developed, a linear regression model and a logistic regression model. Each of the regression models was developed using data from 13 randomly selected counties in Wyoming and nine counties were used to verify the utility of the models. The linear regression model had an R square of 64.3% and was verified to be a good predictor of traffic volumes across Wyoming. The logistic regression model was also verified and shown to have a prediction accuracy ranging from 78% to 89%. The travel demand model (TDM) was developed using standard factors and trip rates in the NCHRP Report 365. The TDM was implemented for four south eastern counties in Wyoming. The model was then verified and calibrated by comparing actual traffic volumes to those generated by the model. The calibrated model had percentage root mean square error (%RMSE) and R square values of 50.33% and 74% respectively. The dissertation compared the three models with respect to cost-effectiveness, ease of use, and accuracy and recommended the travel demand model for implementation across Wyoming. The regression models were recommended for applications requiring quick traffic volume estimations and for which lower levels of accuracy are acceptable.

Book excerpt: The capability to forecast traffic volume in an operational setting has been identified as a critical need for intelligent transportation systems (ITS). In particular, traffic volume forecasts will directly support proactive traffic control and accurate travel time estimation. However, previous attempts to develop traffic volume forecasting models have met with limited success. This research focused on developing such models for two sites on the Capital Beltway in Northern Virginia. Four models were developed and tested for the single-interval forecasting problem, which is defined as estimating traffic flow 15 min into the future. The four models were the historical average, time series, neural network, and nonparametric regression models. The nonparametric regression model significantly outperformed the others. Based on its success on the single-interval forecasting problem, the nonparametric regression approach was used to develop and test a model for the multiple-interval forecasting problem. This problem is defined as estimating traffic flow for a series of time periods into the future in 15-min intervals. The model performed well in this application. In general, the model was portable, accurate, and easy to deploy in a field environment. Finally, an ITS system architecture was developed to take full advantage of the forecasting capability. The architecture illustrates the potential for significantly improved ITS services with enhanced analysis components, such as traffic volume forecasting.
