His research covers three large industrial states-New York, California, and Michigan, as well as Great Britain, each of which uses a different mix of these initiatives. The Transportation Research Board (TRB) undertook a study to identify the sources of safety improvements in other countries. Researchers do not have a complete understanding of the underlying causes of long-term trends in crashes and fatalities. Differences among countries are in part attributable to factors other than government safety policies. To identify keys to success, the TRB study committee examined specific safety programs for which quantitative evaluations are available and relied on the observations of safety professionals with international experience. The committee's conclusions identify differences between U.S. and international practices that can account for some differences in outcomes. The committee recommendations, which are addressed to elected officials and to government safety administrators, identify actions needed in the United States to emulate the successes that other countries have achieved. The recommendations do not comprehensively address all aspects of traffic safety programs but rather address areas of practice that are highlighted by the international comparisons and for which credible evidence of effectiveness is available."--Pub. desc.

The development was so rapid that it catapulted the Dutch from being welfare laggards to being welfare leaders. Cox charts the course of this growth, from the nineteenth century to the present, placing the Dutch case within the larger theoretical discussion of welfare states.In so doing, Cox challenges the widely held assumption that welfare programs always represent the policies of the social democratic left. This book is the first major systemic analysis of the Japanese prime minister's role and influence in the policy process.Kenji Hayao argues that the Japanese prime minister can play a major if not critical role in bringing about a change in policy. In Japan the prime minister's style is different from what is considered usual for parliamentary leaders: rather than being strong and assertive, he tends to be reactive. Book excerpt: Common misconceptions about Japan begin with the notion that it is a "small" country (it's actually lager than Great Britain, Germany or Italy) and end with pronouncements that the Japanese think differently and have different values-they do things differently because that's the way they are. Steven Reed takes on the task of demystifying Japanese culture and behavior. Through examples that are familiar to an American audience and his own personal encounters with the Japanese, he argues that the apparent oddity of Japanese behavior flows quite naturally from certain objective conditions that are different from those in the United States. Mystical allegations about national character are less useful for understanding a foreign culture than a close look at specific situations and conditions. Two aspects of the Japanese economy have particularly baffled Americans: that Japanese workers have "permanent employment" and that the Japanese government cooperates with big business. Its regulations are the product of a rulemaking process, which includes developing a proposed rule and responding to public comments. Legislation in 2012 and 2015 required the agency to issue 19 reports for Congress and publish 22 rules. As of April 11, 2022, the agency completed all the reports but almost all of them were late. It completed 6 rules. We found that greater adherence to leading practices could help the agency reduce delays. Our recommendations address this issue.

Book excerpt: This political history analyzes the failure of the United States to adopt viable employment policies, follows U.S. manpower training and employment policy from the 1946 Employment Act to the Job Training Partnership Act of 1982. Between these two landmarks of legislation in the War on Poverty, were attempts to create public service employment (PSE), the abortive Humphrey-Hawkins Act, and the beleaguered Comprehensive Employment and Training Act (CETA).Mucciaroni's traces the impact of economic ideas and opinions on federal employment policy. Efforts at reform, he believes, are frustrated by the tension between economic liberty and social equality that restricts the role of government and holds workers themselves accountable for success or failure. Professional economists, especially Keynesians, have shaped the content and timing of policy innovations in such ways as to limit employment programs to a social welfare mission, rather than broader, positive economic objectives. As a result, neither labor nor management has been centrally involved in making policy, and employment programs have lacked a stable and organized constituency committed to their success. Finally, because of the fragmentation of U.S. political institutions, employment programs are not integrated with economic policy, are hampered by conflicting objectives, and are difficult to carry out effectively. As chronic unemployment and the United States' difficulties in the world marketplace continue to demand attention, the importance of Mucciaroni's subject will grow. For political scientists, economists, journalists, and activists, this book will be a rich resource in the ongoing debate about the deficiencies of liberalism and the best means of addressing one of the nation's most pressing social and political problems.
