Available in PDF, EPUB and Kindle. Book excerpt: Peter Rothe's absorbing volume ex-amines one of the most important areas of modern life, the culture of the automobile. Rothe takes a problem central to everyday life--auto safety-- and reconstructs it into a means of revealing the human condition. His goal is to motivate the reader to think differently about traffic safety, and to suspend all inherited epidemiological, engineering, and psychological beliefs. Because traffic arises from the interac-tion between people, he argues that traffic safety is a social process, one that is created, formed, and changed by human interaction. Beyond Traffic Safety presents con-troversial critiques and provocative positions. It stimulates insight into the question of why traffic safety issues have become so important today. Rothe explores new social boundaries and crosses old ones. He demonstrates that interlinking social factors in a motorist's behavior reveal traffic safety as a significant facet of social behavior worthy of in-depth exploration. This may well be the first work of fundamen-tal theory in an area thus far dominated by crude empiricism. Beyond Traffic Safety describes responsibilities of drivers and ex-amines how basic trust in traffic routines sustains an orderly traffic flow. It shows how physical risks are negotiated to accommodate social ex-pectations. Part of the text is devoted to the role played by the driver's license as a form of social control, emphasiz-ing the way in which various images of licensing convey different ideas about traffic safety. Rothe focuses on the development of traffic laws and how laws affect driver behavior. He also traces the roles that discretion and tolerance play in police work. In par-ticular, the dominant traffic violation, speeding, is analyzed. Rothe looks at traffic safety in a new way by presenting it as part of a social scientific framework. He provides a basis for future exploration of this kind. Beyond Traffic Safety is an im-portant and insightful analysis for road users, traffic safety educators, policymakers, psychologists, and sociologists.

Available in PDF, EPUB and Kindle. Book excerpt: The goal of this unique book is to give the reader a thorough understanding of speed enforcement concepts along with the devices that measure speed and, by means of interesting applications, to prepare them for their implementation in their professional careers. The text starts with a basis for the concept of speed in scientific terms and explores the concepts of speed as they relate to energy and work. The book also investigates both the negative and positive effects that various speeds have on travel and addresses the methodology to determining speed limits. Fundamental to the book are the devices used to measure speed. From the basic concepts of time distance determination through instant speed detection devices such as speed radars and speed lasers, the reader will explore the historical developments, scientific principles, and operational considerations of these devices. These sections are presented in depth with helpful charts and illustrations to assist understanding. The information is presented in easy to understand language to aid the reader in gaining a full grasp of both the scientific and operational differences of each technology along with the operative limitations associated with these technologies. Additionally, the book discusses the concept of voluntary speed compliance and the associated methods of achieving that. Further, the text reviews the elements needed for court scrutiny and acceptance of both speed law violations and the instruments used to measure those speeds and offers actual case examples that emphasize major legal points. The book is written with quantities and units in both U.S. and metric measure. This text is the most up-to-date and comprehensive resource concerning all methods used to monitor and enforce speed laws and is an ideal asset for traffic management courses.

Available in PDF, EPUB and Kindle. Book excerpt: Biography, Robert M. Arnold Robert Arnold is a lifetime resident of Virginia and currently the President of Eagle Eye Enterprises LLC, a company he founded in 1997. Eagle Eye Enterprises offers RADAR and LASER training, agency evaluations, and consulting to Law Enforcement agencies nationwide. Mr. Arnold developed RADAR and LASER training software that is in use nationwide, to include Northern Virginia Criminal Justice Academy. His training and software has raised the bar in police training and has set the industry standard to an unprecedented level. He has trained and developed NVCJA instructors in the field of RADAR. Master Police Officer Arnold retired in March of 2011 from the Prince William County Police Department after serving over twenty-seven years. He is a founding member of his departments Motor Squad that was created in 1987 and he remained there until his 2011 retirement. During his Police career he served ten years as a Special Weapons and Tactics team member, Certified DCJS Instructor in the areas of RADAR, LASER, Police Motorcycle, and Emergency Vehicle Operator Course (EVOC). He received countless commendations for his work throughout his career. He authored his departments motor squad operational and training manuals and escort protocol. He developed and implemented his motor squads training program and provided continuous motorcycle training and retraining to all squad members until his 2011 retirement. His motorcycle training approach included a skills level evaluation program that measured individual riding levels. This program was divided into five categories of riding proficiency that proved to develop a riders incentive to set goals to achieve greater riding skills... Shortly after attending a Virginia Instructor Development course in 1990 and successfully completing his RADAR Instructor certification through the Virginia Commonwealth University, he developed a speed enforcement training program that he managed and retained the Lead Instructor role until his retirement. His program evolved over the years and is considered an industry leading training program throughout the nation. He is considered an expert in his field and has provided expert testimony during RADAR and LASER cases in the Circuit Courts of Prince William and Madison counties. The Prince William County Police Department was the first Law Enforcement Agency in Virginia to use the speed measuring device, LIDAR. Robert is credited with its implementation and provided LIDAR training seminars throughout the state of Virginia to assist other jurisdictions during their startup phase. His efforts lead to the successful statewide expansion of this speed measuring equipment that resulted in legislation authorizing the use statewide. Roberts career roles included adjunct Instructor positions with the Prince William County and the Northern Virginia Criminal Justice Academies. He provided instruction to hundreds of law enforcement students in the operation of emergency vehicles and police motorcycles. He devoted his entire career to achieving expert status in his field and has shared his expertise through the training of countless Law Enforcement Officials.

Book excerpt: The Fast and The Furious: Drivers, Speed Cameras and Control in a Risk Society presents a sociological and criminological perspective critical to understanding the driver's role at the centre of road safety interventions. Such an approach is, it is argued, as crucial to an understanding of attempts to reduce road crashes, deaths and injuries as approaching such questions from an engineering or educational perspective. The book offers an explanation for the continued debate about one road safety intervention - the speed camera - by situating that debate within contemporary literature about the 'risk society' (Beck, 1992) and more broadly understood experiences of risk faced on a daily basis by drivers. Rather than a focus on risk as something that can be objectively assessed, measured and managed separately from the social context in which it is encountered, it suggests that 'risk' is something that permeates this particular debate from every angle. The book achieves its aims by utilising sociological and criminological perspectives to investigate issues such as: - the social context in which it is possible for drivers to reject official scientific expertise about crash causation and camera effectiveness - the self-defined 'respectability' of the population being problematised and its juxtaposition with a 'proper' police focus on 'real criminals' - the reconceptualisation of law-breaking as risk-taking rather than inherently 'wrong' behaviour and its consequences for the enforcement of laws based on risk assessment - the experience of being controlled by technology and of receiving what is essentially 'automated justice'. These and other issues are explored and suggested as illuminating of both the real concerns underpinning this debate and potentially instructive for future attempts to control risky behaviour both within and beyond a road safety context.
