Book excerpt: For nearly four decades, Ian Keen has been an important, challenging, and engaging presence in Australian anthropology. Beginning with his PhD research in the mid-1970s and through to the present, he has been a leading scholar of Yolngu society and culture, and has made lasting contributions to a range of debates. His scholarly productivity, however, has never been limited to the Yolngu, and he has conducted research and published widely on many other facets of Australian Aboriginal society: on Aboriginal culture in ‘settled’ Australia; comparative historical work on Aboriginal societies at the threshold of colonisation; a continuing interest in kinship; ongoing writing on language and society; and a set of significant land claims across the continent. In this volume of essays in his honour, a group of Keen’s former students and current colleagues celebrate the diversity of his scholarly interests and his inspiring influence as a mentor and a friend, with contributions ranging across language structure, meaning, and use; the post-colonial engagement of Aboriginal Australians with the ideas and structures of ‘mainstream’ society; ambiguity and indeterminacy in Aboriginal symbolic systems and ritual practices; and many other interconnected themes, each of which represents a string that he has woven into the rich tapestry of his scholarly work.

Book excerpt: The main theme of this volume is a discussion of the ways in which legal mechanisms, such as the Land Groups Incorporation Act (1974) in PNG, and the Native Title Act (1993) in Australia, do not, as they purport, serve merely to identify and register already-existing customary indigenous landowning groups in these countries. Because the legislation is an integral part of the way in which indigenous people are defined and managed in relation to the State, it serves to elicit particular responses in landowner organisation and self-identification on the part of indigenous people. These pieces of legislation actively contour the progressive evolution of landowner social, territorial and political organisation at all levels in these nation states. The contributors to this volume provide in-depth anthropological case studies of social structural and cultural transformations engendered by the confrontation between states, developers and indigenous communities over rights to customarily owned land.

Available in PDF, EPUB and Kindle. Book excerpt: Agreements between the mining industry and Indigenous people are not creating sustainable economic futures for Indigenous people, and this demands consideration of alternate forms of economic engagement in order to realise such futures. Within the context of three mining agreements in north Australia this study considers Indigenous livelihood aspirations and their intersection with sustainable development agendas. The three agreements are the Yandi Land Use Agreement in the Central Pilbara in Western Australia, the Ranger Uranium Mine Agreement in the Kakadu region of the Northern Territory, and the Gulf Communities Agreement in relation to the Century zinc mine in the southern Gulf of Carpentaria in Queensland. Recent shifts in Indigenous policy in Australia seek to de-emphasise the cultural behaviour or imperatives of Indigenous people in undertaking economic action, in favour of a mainstream conventional approach to economic development. Concepts of value, identity, and community are key elements in the tension between culture and economics that exists in the Indigenous policy environment. Whilst significant diversity exists within the Indigenous polity, Indigenous aspirations for the future typically emphasise a desire for alternate forms of economic engagement that combine elements of the mainstream economy with the maintenance and enhancement of Indigenous institutions and livelihood activities. Such aspirations reflect ongoing and dynamic responses to modernity, and typically concern the interrelated issues of access to and management of country, the maintenance of Indigenous institutions associated with family and kin, access to resources such as cash and vehicles, the establishment of robust representative organisations, and are integrally linked to the derivation of both symbolic and economic value of livelihood pursuits.

Book excerpt: The terms of reference for the study emphasised Aboriginal involvement, so apart from this regular interaction with the Committee, a great deal of external consultation was done, both in small meetings and on an individual basis. This report tries to give generous expression to Aboriginal input, often through direct quotes that preserve a range of opinions and positions on the issues at hand.

Available in PDF, EPUB and Kindle. Book excerpt: In this part memoir and part authorised biography, Malcolm Fraser talks about his time in public life. 'The great task of statesmanship is to apply past lessons to new situations, to draw correct analogies to understand and act upon present forces, to recognise the need for change.'—Malcolm Fraser Malcolm Fraser is one of the most interesting and possibly most misunderstood of Australia's Prime Ministers. In this part memoir and part authorised biography, Fraser at the age of 79 years talks about his time in public life. From the Vietnam War to the Dismissal and his years as Prime Minister, through to his concern in recent times for breaches in the Rule of Law and harsh treatment of refugees, Fraser emerges as an enduring liberal, constantly reinterpreting core values to meet the needs of changing times. Written in collaboration with journalist Margaret Simons, Malcolm Fraser's political memoirs trace the story of a shy boy who was raised to be seen and not heard, yet grew to become one of the most persistent, insistent and controversial political voices of our times. The book offers insight into Malcolm Fraser's substantial achievements. He was the first Australian politician to describe Australia's future as multicultural, and his federal government was the first to pass Aboriginal Land Rights and Freedom of Information legislation, also establishing the Human Rights Commission. After his parliamentary career, Fraser continued to be an important player in public life, playing a key role in persuading the USA Congress to impose sanctions on South Africa as part of the battle against apartheid. He was also the founding chair of CARE Australia, one of our largest aid agencies.

Book excerpt: In 1973, Peter Rogers concluded that 'Australia has not done itself justice in the handling of modern industry versus Aborigines conflict. the lack of preparation. is a disgrace to government, private organisations and unions alike'. What has happened since then? Aboriginals and the mining industry reviews three main questions - to what extent have Aboriginals shared in the fruits of the mining boom? Have new land rights helped Aboriginals protect their interests as affected by mining? And what has been the contribution of mining to the economic development of remote Aboriginal communities? These are vital questions for all concerned with the impact of mining expansion on Aboriginal communities. This book reviews the participation of Aborigines in the mining company employment. It examines the contribution of the recent land rights legislation to protecting Aboriginal interests. And it asks how far the growth of mining in remote parts of Australia has aided the economic development of Aboriginal groups living there. Detailed case studies of mining projects included.
