Book excerpt: Excerpt from Unemployment and American Trade Unions The New York Department of Labor has collected since March, 1897, statistics of unemployment among the trade unionists of that State. From 1897 to 1914 it collected semi annually, from all the trade unions, information as to the number of members employed and unemployed on the last working days of March and September, the causes of such unemployment, the number of members idle throughout the first and third quarters of the year, and the number of days which each member worked during these periods. The supply of this information was made compulsory by law. Since December, 1901, the New York Department has selected certain local unions in each trade and industry from which it has secured monthly returns as to unemployment. It has attempted to select local unions which have reliable and intelligent secretaries, to have each trade represented in proportion to the number of workmen engaged in each class, and to maintain the same proportionate representation from month to month so that the data may 'be comparable. Book excerpt: This chapter has set out in detail the models which are employed below in order to analyse the labour market effects of changes in tax rates and in alterations in the tax structure. The fundamental mechanisms underlying the different approaches have been pointed out. Moreover, vital assumptions have been emphasised. By delineating the models which are used for the subsequent analyses, implicitly statements have also been made about topics or aspects which this study does not cover. For example, all workers and firms are identical ex ante. However, ex-post differences are allowed for, inter alia, if unemploy ment occurs or if some firms have to close down. These restrictions indicate areas of future research insofar as that the findings for homogeneous workers or firms yield an unambiguous proposal for changes in tax rates or the tax structure in order to promote employment. This is because it would be desir able for tax policy to know whether the predicted effects also hold in a world with ex-ante heterogeneity. Furthermore, the product market has not played a role. Therefore, repercussions from labour markets outcomes on product demand - and vice versa - are absent. 55 Moreover, neither the process of capital accumulation, be it physical or human capital, nor substitution pos sibilities between labour and capital in the firms' production function are taken into account. Finally, international competition is not modelled.

The theoretical model emphasizes the importance of distributional fairness in wage negotiations, especially with regard to factor taxation. This is achieved by the application of the proportional solution to the bargaining problem. It is shown, that this solution concept delivers a reasonable model of long run wage determination in which the natural rate of unemployment is independent of productivity growth. Taxes on labour and capital are identified as important determinants of equilibrium employment, the labour tax having a negative, the capital income tax having a positive effect. The latter result distinguishes the model from the standard literature. An empirical test using cointegration methods with West German data confirms the theoretical predictions.
