Book excerpt: Excerpt from Trade Unionism and Munitions In the Autumn of 1914 when the scientific study of the effects of war upon modern life passed suddenly from theory to history, the Division of Economics and History of the Carnegie Endowment for International Peace proposed to adjust the programme of its researches to the new and altered problems which the War presented. The existing programme, which had been prepared as the result of a conference of economists held at Berne in 1911 and which dealt with the facts then at hand, had just begun to show the quality of its contributions; but for many reasons it could no longer be followed out. A plan was therefore drawn up at the request of the Director of the Division, in which it was proposed, by means of an historical survey, to attempt to measure the economic cost of the War and the displacement which it was causing in the processes of civilization. 'Economic and Social History of the World War', it was felt, if undertaken by men of judicial temper and adequate training, might ultimately, by reason of its scientific obligations to truth, furnish data for the forming of sound public opinion, and contribute fundamentally towards the aims of an institution dedicated to the cause of international peace. The need for such an analysis, conceived and executed in the spirit of historical research, was increasingly obvious as the War developed, releasing complex forces of national life not only for the vast processes of destruction but also for the stimulation of new capacities for production. This new economic activity, which under normal conditions of peace might have been a gain society, and the surprising capacity exhibited by the belligerent nations for enduring long and increasing loss - often while presenting the outward semblance of new prosperity - made necessary a reconsideration of the whole field of war economics. The foundation of the Munitions Ministry was a revolutionary step, coinciding with the 'shells scandal' in which the failure of a series of British attacks: Neuve Chapelle, Aubers Ridge, Festubert and Loos - was blamed on inadequate supplies of munitions. A press outcry was followed by questions in Parliament which threatened to bring down the Government. The Ministry was set up in response. Previously, the War Office had been responsible for designing, ordering and inspecting ammunition factories and stores. But a year of war on a scale never foreseen, the creation of armies larger than ever contemplated, and the demand for unprecedented quantities of matériel showed the absolute necessity of providing centralised direction of mass war production. The Great War completely upset normal industrial conditions. Preparing this history of the Ministry of Munitions was started during the War itself. It was felt that consulting the officials concerned whilst they were still in post was vital, particularly as many such posts were temporary, and while the questions with which the history would deal were vividly present in their minds. Book excerpt: This book examines the working of the Munition of War Acts 1915-1917, during the First World War. The munitions code, parts of which remained in force until 1921, appeared at first to constitute a radical break with the pre-war voluntarist system of industrial relations. It aimed to preventstrikes by law, it imposed wage controls and tighter factory discipline and discouraged munitions workers from leaving their jobs. Munitions tribunals were established to enforce the law. Using, among other sources, the evidence offered by the tribunal proceedings under the Acts, the author suggeststhat a policy of strict enforcement of the law was transformed to one of sensitive conflict management, involving trade unionists, employers, and the tribunal judges. The identification of complex working-class attitudes to the wartime state accounts largely for the creation of this modus vivendi,despite the controversial nature of the legislation. This book, though dealing with events which arose during wartime in an atmosphere of militarism, radicalism as well as patriotism, inflation and full employment, may nevertheless offer glimpses of insight to analysts of modern industrialrelations.
