For generations, scholars and activists alike have wrestled with this question, with an eye to explaining why workers in the United States are not more like their radicalized European counterparts. Approaching the question from a different angle, Reds or Rackets? provides a fascinating examination of the American labor movement from the inside out, as it were, by analyzing the divergent sources of radicalism and conservatism within it. Kimeldorf focuses on the political contrast between East and West Coast longshoremen from World War I through the early years of the Cold War, when the difference between the two unions was greatest. He explores the politics of the West Coast union that developed into a hot bed of working class insurgency and contrasts it with the conservative and racket-ridden East Coast longshoreman's union. Two unions, based in the same industry—as different as night and day. The question posed by Kimeldorf is, why? Why "reds" on one coast and racketeers on the other? To answer this question Kimeldorf provides a systematic comparison of the two unions, illuminating the political consequences of occupational recruitment, industry structure, mobilization strategies, and industrial conflict during this period. Not only governments, but social movements were also touched by the establishment of the Iindependent Trade Union Solidarnosc in the summer of 1980, the proclamation of martial law in December 1981, and Solidarnosc's underground activity in the subsequent years. In many countries, campaigns were set up in order to spread information, raise funds, and provide the Polish opposition with humanitarian relief and technical assistance. Labor movements especially stepped into the limelight. A number of Western European unions were concerned about the new international tension following the Soviet invasion of Afghanistan and the new hard-line policy of the US and saw Solidarnosc as a political instrument of clerical and neo-conservative cold warriors. This book analyzes reaction to Solidarnosc in nine Western European countries and within the international trade union confederations. It argues that Western solidarity with Solidarnosc was highly determined by its instrumental value within the national context. Trade unions openly sided with Solidarnosc when they had an interest in doing so, namely when Solidarnosc could strengthen their own program or position. But this book also reveals that reaction in allegedly reluctant countries was massive, albeit discreet, pragmatic, and humanitarian, rather than vocal, emotional, and political.

Based on fifteen years of fieldwork research across Central and Eastern Europe and on migrants in the UK and Germany, this book provides a less glittering answer. The EU has betrayed hopes of social cohesion: social regulations have been forgotten, multinationals use threats of relocations, and workers, left without institutional channels to voice their concerns, have reacted by leaving their countries en masse. Yet migration, for many, increases social vulnerability. Drawing on Hirschman’s concepts of ‘Exit’ and ‘Voice’, the book traces the origins of such failures in the management of EU enlargement as a pure economic and market-creating exercise, neglecting the inherently political nature of labour relations. The reinforcement of market mechanisms without political counterbalances has resulted in an increase in opportunistic ‘exit’ behaviour by both employers and employees, and thereby in a worsening quality of democracy, at workplace, national and European levels. As a result of this process, the EU has become more similar to the North American Free Trade Agreement between USA, Canada and Mexico, where social rights are marginalized and economic integration does not translate into better development.

In fact, Oswald argues, the PDS is East Germany's contribution to the regionalized pluralism of united Germany's party system. Although initially marginalized as the successor of East Germany's SED, the PDS legitimized itself by combining eastern regionalism, a left-socialist identity, and political ambition. The PDS has become an acceptable partner in center-left parties in eastern state governments, in stark contrast to its continuing irrelevance in West Germany. While its earlier exclusion was justified by portraying the PDS as crypto-communist, the integration strategies of the late 1990s were supported by modernization theorists recognizing the party's contribution to the integration of post-unification Germany. An executive summary of the first decade of post-unification German politics, Oswald's book offers a precise interpretation of the learning processes within the PDS. It also provides a close analysis of the disputes within the PDS characterizing the party as a political subculture in which East Germans could come to terms with the ruptures of their history and their biographies while at the same time finding a role in the politics and society of united Germany.

Book excerpt: Today it is widely recognised that the 'long 1970s' was a decisive international transition period during which traditional, collective-oriented socio-economic interest and welfare policies were increasingly replaced by the more individually and neo-liberally oriented value policies of the post-industrial epoch. Seen from a distance of three decades, it is increasingly clear that these socio-economic and socio-cultural processes also found their expression at the level of national and international political power. The contributors to this volume explore these processes of political-cultural realignment and their social impetus in Western Europe and the Euro-Atlantic area in and around the 1970s in the context of three agenda-setting topics of international history of this period: human rights, including the impact of decolonisation; East-West détente in Europe; and transnational relations and discourses. Going beyond the so-called Americanisation processes of the immediate postwar period, this volume reclaims Europe's place – and particularly that of smaller European nations – in contemporary Western history, demonstrating Europe's contribution to transatlantic transformation processes in political culture, discourse, and power during this period.
