Earnings from farming in low-income countries are depressed partly due to a pro-urban bias in own-country policies, and partly because richer countries (including some developing countries) favor their farmers with import barriers and subsidies. Both sets of policies reduce national and global economic growth and add to inequality and poverty in developing countries. Acknowledgement of that since the 1980s has given rise to greater pressures for reform, both internal and external. Over the past two decades numerous developing country governments have reduced their sectoral and trade policy distortions, while many high-income countries continue with protectionist policies that harm developing country exports of farm products. Recent research suggests that the agricultural protectionist policies of high-income countries reduce welfare in many developing countries. Most of those studies also suggest that full global liberalization of merchandise trade would raise value added in agriculture in developing country regions, and that much of the benefit from global reform would come not just from reform in high-income countries but also from liberalization among developing countries, including in many cases own-country reform. These findings raise three key questions that are addressed in this paper: To what extent have the reforms of the past two decades succeeded in reducing distortions to agricultural incentives? Do current policy distortions still discriminate against farmers in low-income countries? And what are the prospects for further reform in the next decade or so?

Book excerpt: The Agreement on Agriculture (AoA) was adopted to eliminate the illegitimate use of trade distorting agricultural subsidies and, thereby, reduce and avoid the negative effects subsidies have on global agricultural trade. However, the AoA has been fashioned in a way that is enabling developed countries to continue high levels of protectionism through subsidization, whilst many developing countries are facing severe and often damaging competition from imports artificially cheapened through subsidies. The regulation of subsidies by the World Trade Organisation (WTO) has been a highly sensitive issue. This is mainly due to the fear of compromising on food security, especially by developed countries. Developing countries have suffered negatively from the subsidy programmes of developed countries, which continue to subsidize their agricultural sector. This position of developing countries in the global trade system, which has been described as weak, has drawn criticism of the WTO, namely that it does not protect the interests of the weak developing nations, but rather strengthens the interests of the strong developed nations. The green box provisions which are specifically designed to regulate payments that are considered trade neutral or minimally trade distorting have grossly been manipulated by developed countries at the mercy of the AoA. Developed countries continue to provide trade distorting subsidies under the guise of green box support. This is defeating the aims and objectives of the AoA. The study examines the regulation of WTO agricultural subsidies from the developing countries’ perspective. It looks at the problems WTO member states face with trade distorting subsidies, but focuses more on the impact these have on developing states. It scrutinizes the AoA’s provisions regulating subsidies by adopting a perspective to identify any loopholes or shortcomings which undermine the interests and aspirations of developing countries. This is against the background that some of the provisions of the AoA are lenient towards the needs of developed countries at the expense of developing countries.

The other one is the Agreement on Textiles. As in all the other multilateral trade agreements that came into effect in 1995, the AoA is compelling all members of the World Trade Organization (WTO). Based on its professed purpose of setting up a fair and market-oriented trading system in agriculture, the AoA requires member nations to encourage market access and subordinate trade-distorting agricultural subsidies. The WTO does currently not have a specific definition or certain criteria that classify a country as ‘developed’ or ‘developing’; WTO members rather decide it for themselves. This classification can, however, be challenged by other members. Concerning a definition for least-developed countries, the WTO employs the classification of the United Nations. According to the UN, LDCs are countries that “are deemed highly disadvantaged in their development process, for structural, historical and also geographical reasons” (UNCTAD, 2017). There are currently 48 countries classified as an LDC, 36 of which are WTO members. Due to the scale of the paper, only subsidies in the USA and the European Union and their economic and social consequences for the Cotton-4 will be considered.

Trade barriers lower demand for trade partners' products, domestic subsidies can induce an oversupply of agricultural products which depresses world prices, and export subsidies create increased competition for producers in other countries. Eliminating global agricultural policy distortions would result in an annual world welfare gain of $56 billion. High protection for agricultural commodities in the form of tariffs continues to be the major factor restricting world trade. In 2000, World Trade Organisation (WTO) members continued global negotiations on agricultural policy reform. To help policymakers and others realise what is at stake in the global agricultural negotiations, this book quantifies the costs of global agricultural distortions and the potential benefits of their full elimination. It also analyses the effects on US and world agriculture if only partial reform is achieved in liberalising tariffs, tariff-rate quotas (limits on imported goods), domestic support, and export subsidies.
