Book excerpt: This paper investigates whether trade promotes North-South and South-South technology spillovers at the industry level, and how the absorptive capacity of the South affects the impact of the technology spillovers. It uses "effective" instead of "available" trade-related R&D in the South by incorporating human capital as a measure of absorptive capacity, then develops a method to measure the indirect trade-related R&D among the South and its effects on technology spillovers. Iteration and bootstrap methods are used to estimate parameters and their standard errors with data from 16 manufacturing industries in 25 developing countries over the period 1976-1998. Estimation results show that: (i) North-South direct R&D spillovers through trade are substantial, but South-South indirect R&D spillovers are very small; these results are robust both for the pooled data and for each single industry. And (ii) the absorptive capacity in the South is rather low on average, but it has a great potential to increase given one unit increase in their human capital.

Book excerpt: Abstract: May 2000 - How much a developing country can take advantage of technology transfer from foreign direct investment depends partly on how well educated and well trained its workforce is, how much it is willing to invest in research and development, and how much protection it offers for intellectual property rights. Saggi surveys the literature on trade and foreign direct investment - especially wholly owned subsidiaries of multinational firms and international joint ventures - as channels for technology transfer. He also discusses licensing and other arm's-length channels of technology transfer. He concludes: How trade encourages growth depends on whether knowledge spillover is national or international. Spillover is more likely to be national for developing countries than for industrial countries; Local policy often makes pure foreign direct investment infeasible, so foreign firms choose licensing or joint ventures. The jury is still out on whether licensing or joint ventures lead to more learning by local firms; Policies designed to attract foreign direct investment are proliferating. Several plant-level studies have failed to find positive spillover from foreign direct investment to firms competing directly with subsidiaries of multinationals. (However, these studies treat foreign direct investment as exogenous and assume spillover to be horizontal - when it may be vertical.) All such studies do find the subsidiaries of multinationals to be more productive than domestic firms, so foreign direct investment does result in host countries using resources more effectively; Absorptive capacity in the host country is essential for getting significant benefits from foreign direct investment. Without adequate human capital or investments in research and development, spillover fails to materialize; A country's policy on protection of intellectual property rights affects the type of industry it attracts. Firms for which such rights are crucial (such as pharmaceutical firms) are unlikely to invest directly in countries where such protections are weak, or will not invest in manufacturing and research and development activities. Policy on intellectual property rights also influences whether technology transfer comes through licensing, joint ventures, or the establishment of wholly owned subsidiaries. This paper - a product of Trade, Development Research Group - is part of a larger effort in the group to study microfoundations of international technology diffusion. The study was funded by the Bank's Research Support Budget under the research project Microfoundations of International Technology Diffusion. The author may be contacted at [email protected].

Book excerpt: Trade and investment flows into less advanced economies could bring about important technological spillovers that could boost firm-level productivity and bolster their long term economic growth. This brief paper outlines some of the motivations for public sector interventions to support learning by doing and stronger technological spillovers. It then provides a brief discussion of three key areas for policy attention, covering a) the features that make international production networks fertile platforms for these spillovers; b) the opportunities for technology spillovers in the services sector; and c) the challenges associated with policies to link SMEs into these sectors that are fertile ground for technology spillovers and innovation. This paper concludes by presenting a few possible guidelines on innovation and technology policy based on the lessons of industrialization attempts in the last several decades.

Book excerpt: I discuss the concept and empirical importance of international technology diffusion from the point of view of recent work on endogenous technological change. In this literature, technology is viewed as technological knowledge. I first review the major concepts, and how international technology diffusion relates to other factors affecting economic growth in open economies. The following main section of the paper provides a review of recent empirical results on (i) basic results in international technology diffusion; (ii) the importance of specific channels of diffusion, in particular trade and foreign direct investment; (iii) the spatial distribution of technological knowledge, and (iv) other issues.

Available in PDF, EPUB and Kindle. Book excerpt: Unlike any other text on international trade, this groundbreaking book focuses on the dynamic long-run relationship between trade and economic growth rather than the static short-run relationship between trade and economic efficiency. The authors begin with well-known theory on international trade, and then take the student into more recent and less well-known work, all with a careful balance between empirical and theoretical perspectives. A valuable teaching tool for courses in international economics, economic growth, and economic development at both the undergraduate and graduate levels, the book uses some very modest algebra, calculus, and statistics. However, most analytical discussions are built around diagrams in order to make the text accessible to students with a variety of social science backgrounds. An Instructor's Manual is available to professors who adopt the text.

Available in PDF, EPUB and Kindle. Book excerpt: This open access book explores the impact of deep regional economic integration on spillovers of knowledge and technology across countries. Deep integration through signing deep regional trade agreements (DRTAs), which cover various policy areas in addition to tariff reductions, may or may not facilitate technology spillovers among their signatories. To understand the mechanism of the impact of deep integration on technology spillovers, this book starts by analyzing the behavior of global firms. Factors that affect global firms' activities, such as export, foreign direct investment (FDI), offshore outsourcing, are examined. Micro data on Japanese firms are employed for the analysis. Then, the relationships between bilateral trade patterns and technology spillovers and between types of FDI and technology spillovers are investigated in detail. Patent citation data are used to measure technology spillovers. Finally, the impact of DRTAs on international technology spillovers is analyzed. This book is highly recommended to readers who are interested in the effects of deep regional integration, including academic scholars, policymakers, and graduate students. [Resumen de la editorial]

Book excerpt: The fundamental elements to unlocking the potential of technology to speed up economic growth in Latin America and the Caribbean (LAC) are investing in education, opening up new technologies through foreign trade and investment, and encouraging private sector research and development. 'Closing the Gap in Education and Technology' advises Latin American and Caribbean governments to address the region's deficits in skills and technology, and thereby boost productivity, ultimately improving growth prospects. To close this 'productivity gap' in the region, the report calls for a range of policy approaches and strategies, depending on a country's level of development. It identifies three progressive stages in a country's technological evolution -- adoption, adaptation, and creation -- and observes that policies should be designed to address the particular challenges that accompany each stage. In conclusion, 'Closing the Gap in Education and Technology' argues that many countries in the Latin American and Caribbean region have been improving education and social risk management systems so that they are now ready to benefit from the rewards associated with creating stronger trade and technology ties with countries that are more technologically advanced.

Book excerpt: The empirical analysis in "International R&D Spillovers" (Coe and Helpman, 1995) is first revisited by applying modern panel cointegration estimation techniques to an expanded data set that we have constructed for the purpose of this study. The new estimates confirm the key results reported in Coe and Helpman about the impact of domestic and foreign R&D capital stocks on TFP. In addition, we show that domestic and foreign R&D capital stocks have measurable impacts on TFP even after controlling for the impact of human capital. Furthermore, we extend the analysis to include institutional variables, such as legal origin and patent protection, in order to allow for parameter heterogeneity based on a country's institutional characteristics. The results suggest that institutional differences are important determinants of total factor productivity and that they impact the degree of R&D spillovers.

Book excerpt: The importance of international technology diffusion (ITD) for economic development can hardly be overstated. Both the acquisition of technology and its diffusion foster productivity growth. Developing countries have long sought to use both national policies and international agreements to stimulate ITD. The 'correct' policy intervention, if any, depends critically upon the channels through which technology diffuses internationally and the quantitative effects of the various diffusion processes on efficiency and productivity growth. Neither is well understood. New technologies may be embodied in goods and transferred through imports of new varieties of differentiated products or capital goods and equipment, they may be obtained through exposure to foreign buyers or foreign investors or they may be acquired through arms-length trade in intellectual property, e.g., licensing contracts. 'Global Integration and Technology Transfer' uses cross-country and firm level panel data sets to analyze how specific activities exporting, importing, FDI, joint ventures impact on productivity performance.
