Book excerpt: Abstract: This paper finds that a 1 percent reduction in the cost of exporting or the cost of international transport is associated with an export diversification gain of 0.3 percent or 0.4 percent respectively. Lower domestic market entry costs can also promote diversification, but the elasticity is weaker ( -0.1). To obtain these results, the authors construct new measures of export diversification for 118 developing countries using highly detailed 8-digit mirror data from the European Union. The analysis also incorporates new export cost data from the World Bank's Doing Business database, covering document preparation, inland transport, administrative fees, and port/customs charges. Findings are highly robust, including to the use of geography and colonial history as instruments for trade and entry costs. Both the signs and relative magnitudes of these effects are consistent with predictions from a heterogeneous firms model of trade with asymmetric costs.

Such con certed action may consist of various kinds of economic policy measures regarding production, investment and foreign trade. In this sense, regional co-operation is to be regarded as a facet of the participating countries' overall development strategy. Unlike other studies in this field, dealing with integration among developing countries and focussing attention on the planning of such integra tion (see, e.g., Mennes 1972), the present study concentrates on the effect of integration and co-ordination policies on the structure of intra-and extra-regional trade. Very often large differences exist among developing countries with respect to various aspects of economic development, e.g., the structure of demand, the structure of capital formation and the growth rates of individual sectors. Such divergencies call for the utilization of a multi-country, multi-sector model that will enable a better co-ordination of production and investment policies. Atten tion should thereby be given to the pattern of intra-regional specialization that will result from such a co-ordinated policy.

Lewis' Nobel lecture that economic growth in developed countries is the main driving force of exports and growth in developing countries. The trade engine theory is shown to rest on highly restrictive assumptions which, it is argued, have become increasingly inappropriate as a consequence of far-reaching changes in the composition of LDC exports. Empirical analysis is undertaken to show that the main gear of the trade engine, the linkage between economic prosperity in developed countries and export growth of developing countries, is highly unstable and hence mechanically inefficient. The trade engine theory, it is argued, is no more applicable in recent decades than Kravis showed it was in the nineteenth century.

Since the 2008 global financial crisis, however, the growth of trade has been sluggish and the expansion of GVCs has stalled. Meanwhile, serious threats have emerged to the model of trade-led growth. New technologies could draw production closer to the consumer and reduce the demand for labor. And trade conflicts among large countries could lead to a retrenchment or a segmentation of GVCs. World Development Report 2020: Trading for Development in the Age of Global Value Chains examines whether there is still a path to development through GVCs and trade. It concludes that technological change is, at this stage, more a boon than a curse. GVCs can continue to boost growth, create better jobs, and reduce poverty provided that developing countries implement deeper reforms to promote GVC participation; industrial countries pursue open, predictable policies; and all countries revive multilateral cooperation.
