Anderson argues that phasing out distortionary government subsidies and barriers to international trade will yield an extraordinarily high benefit-cost ratio. A survey is provided of recent estimates using global economywide simulation models of the benefits of doing that by way of the current Doha round of multilateral trade negotiations. Even if adjustment costs are several times as large as suggested by available estimates, the benefit-cost ratio from seizing this opportunity exceeds 20. That is much higher than the rewards from regional or bilateral trade agreements or from providing preferential access for least-developed countries' exports to high-income countries. Such reform would simultaneously contribute to alleviating several of the other key challenges reflected in the United Nation's Millennium Development Goals"--Abstract.

Book excerpt: Abstract: While barriers to trade in most goods and some services including capital flows have been reduced considerably over the past two decades, many remain. Such policies harm most the economies imposing them, but the worst of the merchandise barriers (in agriculture and textiles) are particularly harmful to the world's poorest people, as are barriers to worker migration across borders. This paper focuses on how costly those anti-poor trade policies are, and examines possible strategies to reduce remaining distortions. Two opportunities in particular are addressed: completing the Doha Development Agenda process at the World Trade Organization (WTO), and freeing up the international movement of workers. A review of the economic benefits and adjustment costs associated with these opportunities provides the foundation to undertake benefit/cost analysis required to rank this set of opportunities against those aimed at addressing the world's other key challenges as part of the Copenhagen Consensus project. The paper concludes with key caveats and suggests that taking up these opportunities could generate huge social benefit/cost ratios that are considerably higher than the direct economic ones quantified in this study, even without factoring in their contribution to alleviating several of the other challenges identified by that project, including malnutrition, disease, poor education and air pollution.

Book excerpt: In the 2001 Doha Development Round ministerial declaration, countries committed themselves "to the objective of duty-free, quota-free market access for products originating from LDCs." In this light, this paper investigates the current tariff barriers put in place and preferences granted by the Triad countries regarding products from LDCs. It first investigates preferences in policy - the simple average tariffs faced by LDCs - and then looks at barriers in practice, analyzing the extent to which LDCs have been able to take advantage of the variety of preferences granted. It also explores the LDC tariff barriers against goods from other countries. It finds that Triad tariff barriers against LDC products have fallen dramatically and are especially low in the EU. However, barriers remain against certain products in which LDCs specialize, so that U.S. import-weighted tariffs for LDC goods are actually higher than U.S. import-weighted tariffs for goods of countries subject to MFN tariffs. Furthermore, the LDCs themselves tend to favor goods from the advanced industrial countries. These results indicate that there is still much room for tariff reductions for LDC goods, especially in the United States, and that such reductions must take account of LDC production capabilities.

There are other studies that have obtained mixed results on the effect of trade barriers on growth. Such results could be due to model misspecification, erroneous methodology or country and world specific conditions. This paper investigates the impact of trade barriers under certain country specific conditions to help determine if such mixed results are at least partially due to different conditions in different countries. The country specific conditions to be investigated are market size, availability of export credits and technological spillovers due to trade. Chapter 1 "The Case of Large vs. Small Economies", investigates whether market size has any impact on how trade barriers affect economic growth. The focus of this chapter is a theory proposed by Grabowski (1994). In his theory he states that for import substitution strategy to be successful the domestic economy should be large enough to generate and sustain demand for the protected sector. This chapter attempts to test this theory empirically. Chapter 2 "The Case of Export Credits", looks at the impact of trade barriers on economic growth in the presence of export credits. Since export credits are extended by the developed countries to the developing ones to promote exports from the former to the latter, this may change the way trade restrictions affect economic growth in developing countries. This chapter attempts to find out if this is in fact the case. Chapter 3 "Do Potential Technological Spillovers Matter for How Trade Restrictions Affect Economic Growth?" focuses on the impact of technological spillovers on economic growth due to trade. Certain factors that contribute to technological spillovers are considered and their impact on how trade barriers affect growth is investigated.
