This book answers these questions by formulating the concept of "structural disaster" afresh. First, the book presents the path-dependent development of structural disaster through a sociological reformulation of path-dependent mechanisms not only in the context of nuclear energy but also in the context of renewable energy. Secondly, it traces the origins of structural disaster to a secret accident involving standardized military technology immediately before World War II, and opportunistic utilization of the Great Kanto Earthquake of 1923, thus reconstructing the development of structural disaster within a long-term historical perspective. Maintaining distance from conflicts of interest and cultural essentialisms, this book highlights configurations and mechanisms of structural disasters that are far more persistent, more universal, but less visible, and that have turned risk into suffering. Fukushima was a boiling water reactor (BWR), Chernobyl was a graphite moderated boiling water reactor, and TMI was a pressurized water reactor (PWR). This book traces the history of nuclear power and the development of each reactor type. We examine how GE’s work with a sodium cooled design did not fare well with the US Navy, and led GE to promulgate the BWR design. We explore the Russian atomic bomb program, its use of graphite moderated reactors, and their design modifications to create power production units. We trace the developments in the US that led the US Navy to select the PWR design, and caused the PWR to be used for nearly 2/3 of all US commercial reactors. In sum, the book uses the three major nuclear accidents as a lens to trace the technological history of nuclear energy production and to link these developments with long-term societal and environmental consequences. In Japan, the search for the ‘outside’ of a stagnant reality sometimes leads marginalized young people to a disastrous image of social change. The Fukushima nuclear disaster was the realization of such an image, triggering the largest wave of activism since the 1960s. The disaster revealed the interconnected nature of contemporary society. The protesters regretted that their past indifference to politics prefigured such catastrophe and became motivated to protest in the streets. They did not share any totalizing ideology or predetermined collective identity. Instead, the activism provided a space for each body to encounter others who forced them to feel and think, which also introduced an ethical dimension to their politics. In this book, Azumi Tamura proposes a concept of politics as a series of endless experiments based on creative responses to unexpected forces. Instead of searching for a transcendental reference for politics, she investigates an immanent force within individuals that motivates them to become involved in political action. Referencing Deleuzian philosophy, Tamura provides a different epistemological and ontological approach to the Social Movement Studies. She suggests social movements themselves generate knowledge about how one may live better in a complex society and where our lives are exposed to uncertainty. This knowledge is neither empirical knowledge, nor normative political theory of ‘how we should live.’ Instead, social movements bring affective knowledge into politics as they offer a space for experimenting with ‘how we might live.’ The encounter with such knowledge galvanizes our desire for ‘how we want to live’ and encourages new experiments.
