Book excerpt: The end of apartheid in South Africa broke down political barriers, extending to all races the formal rights of citizenship, including the right to participate in free elections and parliamentary democracy. But South Africa remains one of the most economically polarized nations in the world. In The Politics of Necessity Elke Zuern forcefully argues that working toward greater socio-economic equality—access to food, housing, land, jobs—is crucial to achieving a successful and sustainable democracy. Drawing on interviews with local residents and activists in South Africa’s impoverished townships during more than a decade of dramatic political change, Zuern tracks the development of community organizing and reveals the shifting challenges faced by poor citizens. Under apartheid, township residents began organizing to press the government to address the basic material necessities of the poor and expanded their demands to include full civil and political rights. While the movement succeeded in gaining formal political rights, democratization led to a new government that instituted neo-liberal economic reforms and sought to minimize protest. In discouraging dissent and failing to reduce economic inequality, South Africa’s new democracy has continued to disempower the poor. By comparing movements in South Africa to those in other African and Latin American states, this book identifies profound challenges to democratization. Zuern asserts the fundamental indivisibility of all human rights, showing how protest movements that call attention to socio-economic demands, though often labeled a threat to democracy, offer significant opportunities for modern democracies to evolve into systems of rule that empower all citizens.

Book excerpt: This book is an analysis and exploration of the relationship between peasants and policies within the process of reform in China. After examining the long term rural policies, either before or after the reform, it was found that all these polices have been expected to promote peasants’ interests and claimed to take enhancing peasants’ happiness as their goal. Nonetheless, the history and current reality of rural development have demonstrated that the same policy starting point had lead to very different policy designs. Even today, quite a few institutional arrangements with good intentions have ended up with opposite results and have even become bad policies that do harm to people. This book argues that the reason for such serious deviation, between political intentions and institutional arrangements, as well as between policy goals and its results is: as a political force, the peasantry itself has not effectively engaged with the political process of the country.

Book excerpt: Michigan, like most of the states formed from the old Northwest, originated as a state of farmers, fishermen, and lumbermen and remained so until Detroit emerged as a major industrial center at the turn of the twentieth century. The growth of the automotive industry attracted new immigrants and new politics. Republican for most of its history, Michigan became a bipartisan state with political divisions: upper versus lower peninsula, agriculture versus industry, labor versus capital, developers versus ecologists, and conflicts between races. Lansing and its lobbyists and political action committees exemplify modern large-state politics. With double-digit unemployment and an enormous stake in cars, roads, and bridges, Michigan is acutely aware of its ties to the federal government. Two governors, G. Mennen Williams and George Romney, have contended for the presidency, and one representative, Gerald Ford, became president by legislative maneuver. A strong governorship, an independent and experienced bureaucracy, and a full-time legislature have created an activist, policy-directed state government that generally bears little resemblance to the laissez-faire leadership of Michigan's early years. Although this book provides much historical and geographical information, the primary focus remains Michigan's need to cope with its vacillating economy. The authors look at the state's regional, ethnic, racial, and socioeconomic diversity and show how these are affected by the forces of change. William P. Browne is a professor of political science at Central Michigan University. He is author of Private Interests, Public Policy, and American Agriculture. State-of-the-art techniques and perspectives are combined to take the reader into Xiaocun, a small village on the east bank of the Dianchi Lake in Kunming City. In 2003, the author published the book Crime and Punishment: The Story of Xiaocun (1931–1997), which dealt with disputes, mediation and punishment in the village following the legal anthropology tradition. At that time, neither the villagers nor the author foresaw the vast changes that were to appear a few years later. Their main economic activity then was growing vegetables and flowers; urbanisation was tsunami-like in its speed and impact. Land requisition for urban development was so swift that five years later, in 2008, there was no farmland left. Instead, there were many landmark real estate and development projects. Xiaocun has become the centre of an enlarged Kunming City. Observers, including the Xiaocun residents, are unavoidably shocked at the changes to the physical landscape in the wake of its rapid urbanisation. This book, Topography of Politics in Rural China: The Story of Xiaocun, reports the author's revisits to the village starting in early 2007. In the past few years of research on this village, the author deeply felt that the problems that make people passionate are fully exposed through issues surrounding land and housing. Well written in narrative, this book tells the story of Xiaocun in this new century from the perspective of topography, exploring the peasantry and its relations to the state in more fundamental terms.
