Book excerpt: The relationship between the European Union (EU) and the African, Caribbean and Pacific (ACP) Group of States represents an important yet very distinct case in international relations: its origins were colonial arrangements at the inception of the European Community which were subsequently transformed into the largest framework of North-South development cooperation. External relations with ACP states were formalised in 1975 with the first of four successive Lomé conventions and the EU provided its developing partners with considerable amounts of financial assistance and non-reciprocal preferential market access. In 2000, this relationship experienced a significant readjustment with the Cotonou Partnership Agreement and the introduction of Economic Partnership Agreements (EPAs).The European Commission heralded this agreement as a new era in development cooperation and EPAs as development instruments per se. Despite the rhetoric emphasis on the partnership principle in development cooperation, introduced reforms are primarily dictated by the EU while neglecting the impact on ACP states, for which the EPA negotiations represent a good example. As a result, this special relationship has considerably cooled down, the implementation of EPAs had largely failed and the EU became the target of public critique. This thesis demonstrates that the particularity of this relationship was enabled but subsequently rationalised in the course of institutional developments of the EU and its progressive involvement in a changing international political economy. European politics have dominated this relationship from the early beginning onwards and never simply focussed on the development of ACP countries but on a number of self-centred interests and objectives. The goals involved in this relationship subsequently changed and were increasingly aligned with those pursued in multilateral development and trade relations. The EU is not a unitary and coherent external actor and the European Commission has become a driving force behind the implementation of neo-liberal reforms towards ACP states. Special emphasis is placed on the role of the Commission in the processes which had led to the Cotonou Agreement, the implementation of EPAs and the erosion of this partnership.

Book excerpt: The Economic Partnership Agreement (EPA) signed in 2008 signalled a new era of trade relations between the European Union (EU) and the Caribbean Forum of African, Caribbean and Pacific States (CARIFORUM). Caribbean exporters previously had greater duty-free access to the EU market than European exporters enjoyed in the Caribbean, along with quotas that enabled them to avoid price competition with rivals from outside the Lomé ACP (Africa, Caribbean and Pacific) bloc. With the advent of the World Trade Organization (WTO) in 1995, the EU and the Caribbean were forced to negotiate new terms of engagement. The EPA represented a shift towards a more liberal trading regime in which greater reciprocity is the norm. Critics of the EPA believe the new trade regime will inhibit the development of new (particularly manufacturing) industries in the region and worsen the fiscal accounts of Caribbean countries. This paper, however, concludes that the aggregate negative impact of the EPA on Caribbean states will be modest, although it will likely produce challenges for smaller Caribbean governments. In particular, this paper emphasizes that the EPA will not be effective without the successful implementation and operation of the Caribbean Single Market Economy (CSME), which requires Caribbean governments to plan and coordinate economic activities together. The EPA provides the opportunity for the region to build the framework that will allow it to compete in a liberalized global economy, where a competitive environment is necessary for survival.

The whole paper was premised on identifying the nature of economic partnership agreements that is conceived as a free trade arrangement. Therefore the paper discussed the feasibility of the reciprocal principle between the European Union and ACP countries, and further indicated that there is no need to implement the principle of reciprocity at present. The paper also discovered that, due to the fact that unequal trade relations between the EU and the ACP countries still exist, the implementation of the EPAs is most likely to generate the complementary but non-competitive trade relations between the EU and the ACP countries. Such a situation could result in the ACP countries over-independence on the EU's market. ACP countries are not expecting to such integration. In addition the paper ascertains that the EPAs themselves could contain the intrinsic negative impacts such as discrimination against the third countries on regional integration.

Even prior to the formulation of the UN Sustainable Development Goals (SDGs), the EU has insisted upon the need for sustainable approaches to poverty reduction and economic growth in the Global South. When examining EU relations with African countries as part of the African, Caribbean and Pacific (ACP) group, however, it becomes clear that the translation of Europe’s sustainability discourse into practice is highly problematic. Notably, there are concerns that the EU’s free market approach to development – embodied in its EPA trade deals – is incompatible with genuine, pro-poor forms of sustainable growth. Moreover, the EU is often seen as a hegemonic actor whose trade and aid interventions in Africa often do more to perpetuate poverty than to ameliorate it. This book casts a critical light on Africa-EU relations with regards to the EU’s sustainability pledges. It does this through looking at an array of issues – not least trade, aid, the environment, and democratic institutions. In this vein, the book poses a challenge to EU trade and development discourse in the era of the UN SDGs.
