Available in PDF, EPUB and Kindle. Book excerpt: Derived from the renowned multi-volume International Encyclopaedia of Laws, this book describes the social security regime in South Korea. It conveys a clear working knowledge of the legal mechanics affecting health care, employment injuries and occupational diseases, incapacity to work, pensions, survivors’ benefits, unemployment benefits and services, and family benefits. The analysis covers the field of application, conditions for entitlement, calculation of benefits, financing, the institutional framework, and relevant law enforcement and controls. Allowances for retirees, employees, public sector workers, the self-employed, and the handicapped are all clearly explained, along with full details of claims, adjudication procedures, and appeals. Succinct yet eminently practical, the book will be a valuable resource for lawyers handling social security matters in South Korea. It will be of practical utility to those both in public service and private practice called on to develop and to apply social security law and policy, and of special interest as a contribution to the comparative study of social security systems.

Available in PDF, EPUB and Kindle. Book excerpt: Modernizing the Korean Welfare State analyzes recent developments in social and public policy in South Korea. Its focus is the new approach to Korea's system of social protection, known as the productive welfare paradigm. This volume brings together an international group of scholars to examine the new paradigm and associated policy developments. In the first part, contributors examine the significance of the productive welfare paradigm and recent policy developments within a broader comparative and international perspective. They question the commitment to welfare in the paradigm, viewing it largely as an example of a global trend towards the "enabling state" in which social welfare serves largely economic goals. Other contributors situate the new paradigm in relation to globalization and its implications for national strategies of social protection developed in earlier times. The new departure in Korea is compared to European welfare state development, and contributors find it a bold attempt to fashion a comprehensive welfare state based on social rights. In the second part, contributors focus on specific issues and policy areas. These include the degree to which Korea has been following a "pro-poor" growth policy. They evaluate developments in the area of unemployment and work injury insurance. They review the progress of policies in the area of social insurance and assistance, and the American system of income support for low income earners and its lessons for Korean policymakers. Other contributors review the public pensions system in Korea, and environmental protection policies are discussed and the impact of those policies on the poor and people of color, who are disproportionately exposed to environmental hazards.

Book excerpt: Currently, Japan has the highest old-age dependency ratio of all OECD countries, with a ratio in 2017 of over 50 persons aged 65 and above for every 100 persons aged 20 to 64. This ratio is projected to rise to 79 per hundred in 2050. The rapid population ageing in Japan is a major challenge for achieving further increases in living standards and ensuring the financial sustainability of public social expenditure. However, with the right policies in place, there is an opportunity to cope with this challenge by extending working lives and making better use of older workers' knowledge and skills. This report investigates policy issues and discusses actions to retain and incentivise the elderly to work more by further reforming retirement policies and seniority-wages, investing in skills to improve productivity and keeping up with labour market changes through training policy, and ensuring good working conditions for better health with tackling long-hours working culture.

Available in PDF, EPUB and Kindle. Book excerpt: Why has Korean social policy developed differently from that of other East Asian countries? While in many respects Korea can be compared with Taiwan, Hong Kong and Singapore, where economic development has been the chief priority of state action, Korea has also implemented extensive welfare reform, expanding its welfare provision even under recent conditions of economic downturn. Gyu-Jin Hwang traces the development of the Korean welfare state, providing a fascinating case study for observers of East Asian industrial growth and the public management of social risks. Arguing that the extension of state welfare presents a unique challenge to existing theoretical propositions underlying social policy development, he draws on detailed empirical analysis of key policy areas, namely public assistance, national pensions, health care and employment insurance. The book offers a definitive analysis of the development of Korean social policy programmes and the politics of implementing them. The book will be important reading for all those interested in comparative Social Policy and more specifically the development of Social Welfare in Asian countries.

Book excerpt: This book examines the value Korean employers and workers place on stable employment with a focus on the workers' want for more desirable transition outcomes as modified by various individual and structural factors, particularly labor market structure. Results of the analysis show that internal labor market structure has increased employment stability and the desirability of transition outcomes in Korea over time. Korea's industrialization has enabled internal labor market structure to mature to a level that has increased employment stability and the desirability of transition outcomes. This implies that Korea has experienced industrialization in such a short period that internal labor market structure has not matured enough to influence the ways in which other factors affect employment transition patterns. Results of the effects of labor market structure and other factors on employment transition patterns imply that Korea's industrialization has had mixed effects on workers' economic and social well-being. On the one hand, it has improved the overall level of workers' well being, yet on the other hand, it has increased heterogeneity in well being among different types of workers.

Available in PDF, EPUB and Kindle. Book excerpt: South Korea is best-known for its economic development, democratic transition and consolidation, vibrant civil society, and emergence as a cultural powerhouse. The Oxford Handbook of South Korean Politics presents and analyses contemporary South Korean politics, bringing together domestic political, economic, social cultural, and demographic developments and putting them in the context of trends in fellow developed countries. The Handbook is divided into seven sections: introduction; core concepts; institutions, parties, elections, and voters; civil society; culture and media; public policy and policy-making; and the international arena. The overarching premise of the Handbook is that we have to move away from traditional understandings of South Korean politics that considered them to be static, focusing instead on how and why contemporary South Korea is a vibrant and dynamic democracy in which multiple groups and ideas are represented.
