Book excerpt: This charter - a statement of principles, findings and commitments for ecosystem management - will tie a common thread through the many policies, programs, agreements and institutional mandates that collectively shape current resource policy and management efforts in the Basin. When completed, the charter and an accompanying action agenda can serve as a Basinwide work plan, a vehicle for coordination, and an advocacy tool to promote the informed use, management and protection of the Great Lakes-St. Lawrence ecosystem.

It begins with the draft ecosystem charter for the Great Lakes, containing preamble, vision statement, text and explanation. This paper is followed by a discussion of the final goal of sustained or assured ecosystem integrity, and consideration of the philosophical underpinnings of this principle. The third paper presents a review of the basin's existing binational agreements that culminates in a recommendation for a stronger declaration of public trust in the well-being of the ecosystem and reconciliation of political commitments made under theses agreements with other binational commitments such as the Free Trade Agreement of 1989. The focus then shifts to a discussion of the information systems and services that will be required to support progress towards the charter's objectives. This fourth paper starts with an outline of the methods and capabilities of geographic information systems (GIS). The final paper looks at the challenge ahead and the need to establish the ecosystem charter within the community of interests in the basin.

Available in PDF, EPUB and Kindle. Book excerpt: The challenge facing the Great Lakes research community is to develop a conceptual framework that includes all components of the ecosystem but which can still be understood. The Council of Great Lakes Research Managers concluded that a single model would not meet both criteria; instead, submodels are required to build the necessary foundation for a conceptual framework. To make the model understandable and for all pieces to fit, it must include social and natural science specialists who are experts on the various ecosystem components, and thus can provide definitive information. As a group, they can translate the ecosystem model into understandable language for decision- makers to use in and implementing various management strategies for the Great Lakes ecosystem. The conceptual framework outlined in this workshop report can be developed into an operational network that can provide a logical focus for coordinated analysis of important policy issues spanning many sectors in the basin.

Available in PDF, EPUB and Kindle. Book excerpt: Voices for the Watershed is a unique look at the singular and ecologically inter-connected region of the Great Lakes-St Lawrence watershed, including the headwater and upland regions. With contributions from experts from the United States, Quebec, and Ontario, this book offers an accessible introduction to the issues affecting the quality of our most essential and precious of natural resources - clean, fresh water - from headwater regions downstream to the Great lakes, the St Lawrence river, and ultimately the watershed's outflow to the sea. With thoughtful words and evocative photography, Voices for the Watershed promotes understanding and examines ecological problems, describing positive environmental actions and projects as well as ongoing concerns over the effects of pollution on wildlife and human health. The underlying themes throughout are that the drainage basins and ecosystems are under siege - from reckless land use decisions, soil erosion, acid rain, and massive habitat destruction - but that the situation is not hopeless. The authors feel strongly that education about the environmental threats - in the classroom and public forums - is essential to effecting positive change, and that conservation actions by citizen groups and individuals can be a driving force in effecting substantial reforms regarding environmental legislation and practices. Voices for the Watershed is an eye-opening look at not only the problems but possible solutions to help protect and preserve this resilient natural resource on which so many depend. Contributors include Gregor Beck, Anne Bell (Canadian Parks and Wilderness Society), J. Douglas Blakey (Upper Canada College), Serge Bourdon (Chateauguay Watershed Management Agency), Robert Brander (retired U.S. Forest Service and National Park Service), Dominique Brief (Alliance for Environmental Management), Louise Champoux (Environment Canada), Bruce Conn (Berry College), Kevin Coyle (National Environmental Education and Training Foundation), Brad Cundiff (Wildlands League), Jerry DeMarco (Sierra Legal Defence Fund), Jean-Luc DesGranges (Canadian Wildlife Service), Thomas A. Book excerpt: In 1978 Canada and the United States concluded an agreement for the protection and enhancement of water quality in the Great Lakes based on the ecosystem approach to management. Since ratification of this agreement, little progress has been made in practical application of this concept to basin-wide management for the Great Lakes. At the same time public concern for the quality of the Great Lakes and their future has risen dramatically. As a result, the need has arisen for a practical, authoritative explanation of the ecosystem concept. This volume, written by highly qualified authorities, addresses these important ecological, political, and economic issues in a systematic and informative manner. In this study, the ecosystem concept and its objectives are defined. The institutional structure that has evolved for governance of the Great Lakes, the need for a more effective governance structure, and prospects for rehabilitation of the Great Lakes Waters are crucial issues considered. The management question is the single most important policy question with respect to the Great Lakes and this is the only study available that brings together all pertinent information and provides steps for new and constructive management of the Great Lakes.

Available in PDF, EPUB and Kindle. Book excerpt: Water is becoming one of the world's most crucial concerns. A third of the world's population has severe water shortage, while three quarters of the global population lives in deltas which run the risk of severe flooding. In addition, many more face problems of poor water quality. While it is apparent that drastic action should be taken, in reality, water problems are complex and not at all easy to resolve. There are many stakeholders involved - industries, local municipalities, farmers, the recreational sector, environmental organisations, and others - who all approach the problems and possible solutions differently. This requires delicate ways of governing multi-actor processes. This book approaches the concept of 'water management' from an interdisciplinary and non-technical, but governance orientation. It departs from the fragmented nature of water management, showing how these lack cooperation, joint responsibility and integration and instead argues that the capacity to connect to other domains, levels, scales, organizations and actors is of utmost importance. Connective capacity revolves around connecting arrangements (such as institutions), actors (for instance individuals) and approaches (such as instruments). These three carriers of connectedness can be applied to different focal points (the objects of fragmentation and integration in water management). The book distinguishes five different focal points: (1) government layers and levels; (2) sectors and domains; (3) time orientation of the long and the short term; (4) perceptions and actor frames; (5) public and private spheres. Each contributor pays attention to a specific combination of one focal point and one connective carrier. Bringing together case studies from countries including The Netherlands, United Kingdom, Romania, Sweden, Finland, Italy, India, Canada and the United States, the book focuses on the question of how to deal with the various sources of fragmentation in water governance by organizing meaningful connections and developing 'connective capacity'. In doing so, it provides useful scientific and practical insights into how 'connective capacity' in water governance can be enhanced.
