The interplay of internal and external forces has prompted many Asian new cities to engage in global production and distribution chains. This book aims to present new cities in Asia from the perspective of economic vibrancy, identifying key mechanisms for measuring success. The analytical framework addresses the mechanisms along three dimensions: underlying forces that foster the dense and diverse production and consumption activities; creative financing; and the digitalization of urban systems.

Contemporary city dwellers are demanding smaller-scale stores located in public spaces that are accessible on foot or by public transit. Book excerpt: Shandong is a thriving economic centre with a Gross Regional Domestic Product of RMB 6.3 trillion in 2015, the third-highest in China. It is also the third-largest province by land area in the country with the second-largest resident population of 98,470,000. With such impressive characteristics, Shandong's urbanisation rate had quickly expanded from 45 percent in 2005 to 57 percent in 2017. As such, in line with the growing affluence of the province, the people's ever-growing demand for urban development in areas such as infrastructure, public services, education and environmental protection has exceeded the provision of such facilities.In view of these developments, the Asia Competitiveness Institute (ACI) at the Lee Kuan Yew School of Public Policy (LKYSPP), National University of Singapore (NUS) developed Shandong's first city-level index which assesses the levels of urban development and liveability for each city. The ranking and simulation analysis via the Urban Composite Development Index for 17 Shandong cities was constructed to provide an empirically robust framework to better understand the quality of urban development of Shandong cities in a comprehensive and rigorous manner, while at the same time highlight important policy implications for further growth and development. Further, this publication incorporates key elements which ensures that the construction of the index is unique, empirically sound and relevant to Shandong's development in the context of China.Overall, the analysis provided in this book relates to the broad dimensions of urban development of Shandong cities and can stand up to academic scrutiny as it is based on rigorous methodological foundations. In addition, the study will remain accessible and appealing to policymakers as it offers tailored policy recommendations based on the analysis that will enable them to take appropriate policy interventions in each city to improve their overall performance in urban development. This research will help to identify the strengths and weaknesses of each city and empower policymakers to formulate more effective development strategies.

Book excerpt: Institutional constraints and weak capacity often hamper the ability of local governments in developing countries to steer urbanization. As a result, there are not enough cities to accommodate an unabated rural-urban migration and many of those that exist are messy, sprawling, and disconnected. The flipside is the emergence of entire cities--more than gated communities or industrial parks--led in whole or in part by private actors. To date, little systematic research has been conducted on the conditions that are necessary for such unusual entities to emerge, on the roles played by private actors, or on the consequences for efficiency and equity. 'Private Cities: Outstanding Examples from Developing Countries and Their Implications for Urban Policy' aims to fill this gap. Using an analytical framework that draws on urban economics and political science, it includes inventories of private cities in the Arab Republic of Egypt, India, Indonesia, and Pakistan and provides structured reviews of 14 outstanding examples across all developing regions. Nongovernment actors turn out to be diverse--they include not only major companies and large developers but also business associations, civil society organizations, and even foreign countries. The way local governments interact with these nongovernment actors varies as well, from deliberate neglect to joint ventures. Private actors take on some--but not all--local government functions, while at times embracing unconventional roles. And while private cities tend to be economically successful, they can lead to environmental degradation, social segregation, and even institutional secession. Increasing the capacity of local governments in developing countries will take time.Along the way, inefficient spatial development patterns may be locked in. There is a case for selectively tapping into the comparative advantage of significant private actors while actively using policy tools to avoid the potential shortcomings. In the spirit of a publicprivate partnership for urbanization, land value capture would be at the center of this approach.
