A methodology that includes geographic information system (GIS) and field photogrammetry technologies and addresses the operational requirements of resource managers was developed to identify potential areas of conflict between visual and other values and to assist in the development of alternatives for integrated resource management planning efforts. A project was conducted in Thistle Township to the north and west of Thistle Lake and Red Cedar Lake in the North Bay District. An initial GIS assessment of forested areas theoretically visible from the lakes was made and demonstration materials prepared to explain project concepts to stakeholder groups during the values assessment process and to prepare for the field exercise. Interviews were conducted with three key stakeholder groups. Potential conflict areas were identified and a detailed analysis of them was made. This report describes the methods used and provides recommendations on streamlining the process and improving the technology.
