Book excerpt: The purpose of the paper is to measure and to analyze total factor productivity -- TFP -- growth in the Colombian manufacturing industry over the period 1985-2007. During this period, specifically from the early 90s, Colombia applied several policy actions aiming at increasing trade openness of its economy. Thus, it is possible to analyze performance of several subsectors of the Colombian manufacturing industry before and after trade liberalization. TFP growth is measured by using Harberger's Two-Deflator Method, whose main characteristic is that although it is a robust method, is not difficult to use, and the amount of data needed for calculations is easier to handle with, compared with traditional methods. The results of the paper show that manufacturing productivity was higher after the trade liberalization process was largely consolidated.

Taking this into account, this article analyzes performance of several subsectors of the Bogota manufacturing industry before and after trade liberalization. TFP growth is measured by using Harberger's Two-Deflator Method, which although it is a robust method, is not difficult to use, and the amount of data needed for calculations is easier to handle with, compared with traditional methods. The results of the paper show most of the subsectors analyzed had positive TFP growth rates during the period 1990-2005, which corresponds to a period of more openness of the Colombian economy, compared to eight out of the twenty subsectors with negative TFP growth rates in the period pre-trade liberalization, 1985-1990. On this basis, the results suggest a possible positive effect of trade liberalization of the Colombian economy on TFP of manufacturing industry of Bogota.

Book excerpt: Fernandes explores Colombian trade policy from 1977-91, a period of substantial variation in protection across industries, to examine whether increased exposure to foreign competition generates plant-level productivity gains. Using a large panel of manufacturing plants, she finds a strong positive impact of tariff liberalization on consistent productivity estimates, controlling for plant and industry heterogeneity. This result is not driven by the endogeneity of protection nor by plant exit. The impact of tariff liberalization on productivity is stronger for large plants and for plants in less competitive industries. Qualitatively similar results are obtained when using effective rates of protection and import penetration ratios as measures of protection. This paper--a product of Investment Climate, Development Research Group--is part of a larger effort in the group to understand the links between trade and productivity.

Book excerpt: Following Hsieh and Klenow (2009), this paper studies productivity dispersions in Colombian industrial establishments using the Colombian Annual Manufacturing Survey (AMS) from 1982 to 1998. The United States is used as a benchmark to estimate the reallocation of capital and labor to equalize marginal products across plants in Colombia. Gains are found in manufacturing Total Factor Productivity (TFP) of approximately 3-8 percent and TPF is positively correlated with exporting status, age, size, and location in the central region of the country. There is also suggestive evidence that opening the economy in 1991 is associated with an increase in plant productivity levels for firms that export goods. The 1990 reform that reduced dismissal costs is associated with an increase in productivity, while the reform that increased labor costs in 1993 is associated with a decrease in plants' productivity. Further work is needed to establish a causal relation between productivity and policy changes.

The authors explain this inconclusiveness by drawing on Arrow's (1962) characterization of learning-by-doing, which suggests focusing on young plants and using measures of export experience rather than export participation. They find strong evidence of learning-by-exporting for young Colombian manufacturing plants between 1981 and 1991: total factor productivity increases 4-5 percent for each additional year a plant has exported, after controlling for the effect of current exports on total factor productivity. It estimates total factor productivity for the Colombian manufacturing sector using a method that assumes a law of motion where total factor productivity evolves according to an autoregressive process of order 1 as well as with the past use of broadband technologies. Using fixed effects models, the paper estimates the effect of broadband use on the labor demand of different workers, controlling for total factor productivity, capital, and wages. To address the potential endogeneity between broadband adoption and labor demand, the analysis uses state-industry level variation in broadband quality (speed) and intensity of use. The results show a positive association of broadband adoption on labor demand, suggesting that adoption of information and communication technology can offset the employment effects of technological growth. Attempts to identify causal effects using an instrumental variable approach were inconclusive.
