Book excerpt: This report analyzes the main variables affecting a toll highway project, and develops mathematical models that describe their behavior. These models can serve as a tool in the decision-making process during the planning and operation of the facility. This study focuses on the development of a toll traffic estimation model based on the attributes of the highway and the elasticity of the demand. The goal is to estimate the amount of traffic that could be diverted to the toll facility in an existing corridor with a free access road as an alternate route. Some possible methods to estimate the toll price are discussed as well as an analysis to determine the optimum toll. The Mexican experience is used as a case study to develop empirical models.

Book excerpt: Masters Theses in the Pure and Applied Sciences was first conceived, published, and disseminated by the Center for Information and Numerical Data Analysis and Synthesis (CINDAS)* at Purdue University in 1957, starting its coverage of theses with the academic year 1955. Beginning with Volume 13, the printing and dis semination phases of the activity were transferred to University Microfilms/Xerox of Ann Arbor, Michigan, with the thought that such an arrangement would be more beneficial to the academic and general scientific and technical community. After five years of this joint undertaking we had concluded that it was in the interest of all concerned if the printing and distribution of the volumes were handled by an international publishing house to assure improved service and broader dissemination. Hence, starting with Volume 18, Masters Theses in the Pure and Applied Sciences has been disseminated on a worldwide basis by Plenum Publishing Corporation of New York, and in the same year the coverage was broadened to include Canadian universities. All back issues can also be ordered from Plenum. We have reported in Volume 39 (thesis year 1994) a total of 13,953 thesis titles from 21 Canadian and 159 United States universities. We are sure that this broader base for these titles reported will greatly enhance the value of this impor tant annual reference work. While Volume 39 reports theses submitted in 1994, on occasion, certain uni versities do report theses submitted in previous years but not reported at the time.

Book excerpt: This timely book questions the premise that Public-Private Partnerships (PPPs) have a performance advantage over traditionally procured projects, an assumption that motivates policymakers worldwide to enter into such contracts. Taking stock of novel research comparing the differences in performance between PPP and traditionally procured infrastructure projects and services, the chapters in this book thoughtfully scrutinise this supposed advantage.

One solution is the operation of high-occupancy toll (HOT) lanes. This book outlines a method for dynamic pricing for HOT lanes based on non-linear programming (NLP) techniques, finite difference stochastic approximation, genetic algorithms, and simulated annealing stochastic algorithms, working within a cell transmission framework. The result is a solution for optimal flow and optimal toll to minimize total travel time and reduce congestion. ANOVA results are presented which show differences in the performance of the NLP algorithms in solving this problem and reducing travel time, and econometric forecasting methods utilizing vector autoregressive techniques are shown to successfully forecast demand. The book compares different optimization approaches It presents case studies from around the world, such as the I-95 Express HOT Lane in Miami, USA Applications of Heuristic Algorithms to Optimal Road Congestion Pricing is ideal for transportation practitioners and researchers.

Book excerpt: This fully revised fourth edition of Max Lay’s well-established reference work covers all aspects of the technology of roads and road transport, and urban and rural road technology. It forms a comprehensive but accessible reference for all professionals and students interested in roads, road transport and the wide range of disciplines involved with roads. International in scope, it begins with the preliminary construction procedures; from road planning policies and design considerations to the selection of materials and the building of roads and bridges. It then explores road operating environments that include driver behaviour, traffic flow, lighting and maintenance, and assesses the cost, economics, transport implications and environmental impact of road use. It draws on Max Lay’s unparalleled consulting and operational experience in the financing, planning, design, construction, operation and management of roads in various countries. It forms an indispensable resource for transport planning, engineering, operations and economics.
