Through the recovery process, special lessons are being learned and applied in the affected region. This book attempts to draw lessons from different issues and sectors such as policy perspectives (both national and local), the role of international NGOs, fishing industries and other livelihoods, temporary housing, health, heritage, and lesson sharing. The book outlines the need and approach for sharing the lessons with wider communities in developing those lessons. Based on intensive field research, the book also provides some key lessons from community-based recovery in the affected regions of Iwate, Miyagi, and Fukushima prefectures. This book has 13 chapters in two parts. The first part of the book, with seven chapters, provides a set of lessons from diverse sectors. The second part, with six chapters, provides case studies from different areas of Tohoku. Six specific issues are addressed in part 1: the role of international agencies, livelihood (namely, fisheries) recovery, temporary housing, health, heritage, and lesson sharing. And why is it that some towns and cities in the Tōhoku region have built back more quickly than others? On March 11, 2011, at 2:46 p.m. local time, the Great East Japan Earthquake with moment magnitude 9.0 generated a tsunami of unprecedented height and spatial extent along the northeast coast of the main island of Honshu. The Japanese government estimated that more than 250,000 buildings either collapsed or partially collapsed predominantly from the tsunami. The tsunami spread destruction inland for several kilometers, inundating an area of 525 square kilometers, or 207 square miles. About a month after the tsunami, ASCE?s Structural Engineering Institute sent a Tsunami Reconnaissance Team to Tohoku, Japan, to investigate and document the performance of buildings and other structures affected by the tsunami. For more than two weeks, the team examined nearly every town and city that suffered significant tsunami damage, focusing on buildings, bridges, and coastal protective structures within the inundation zone along the northeast coast region of Honshu. This report presents the sequence of tsunami warning and evacuation, tsunami flow velocities, and debris loading. The authors describe the performance, types of failure, and scour effects for a variety of structures: buildings, including low-rise and residential structuresrailway and roadway bridgesseawalls and tsunami barriers breakwaterspiers, quays, and wharvesstorage tanks, towers, and cranes. Additional chapters analyze failure modes utilizing detailed field data collection and describe economic impacts and initial recovery efforts. Each chapter is plentifully illustrated with photographs and contains a summary of findings. For structural engineers, the observations and analysis in this report provide critical information for designing buildings, bridges, and other structures that can withstand the effects of tsunami inundation.

Book excerpt: Disasters affect millions of people worldwide each year and are increasing in frequency and severity. In post-disaster environments people from every demographic lose communities, homes, and incomes. Throughout the recovery period, old relationships are renegotiated and new relationships are formed between residents and volunteers. I propose a recovery citizenship that emerges in post-disaster settings consisting of residents and volunteers. My research seeks to understand and explain how residents and volunteers utilize this recovery citizenship to rebuild housing, communities, and sources of income. Many of these post-disaster needs (housing, community, and income) are not met for individual residents by top down organizations such as government and large non-governmental organizations. Instead, through recovery citizenship, residents and volunteers are engaging horizontally in flexible relationships to meet individual recovery needs. In 2012 and 2013, I spent four months volunteering with the small non-profit organization, It's Not Just Mud (INJM), based in Ishinomaki, Japan. INJM engages directly with residents and partners with other non-profit organizations to develop and complete projects residents want for disaster recovery, stemming from the March 2011 triple disaster of earthquake, tsunami, and nuclear radiation in northeast (Tohoku) Japan. Through volunteering, I was able to observe the recovery citizenship in Tohoku. Residents and volunteers each contributed according to their capabilities and successful projects included restoring fishing industries, building playgrounds, and improving the quality of life in temporary housing centers. Top down organizations, such as governments and non-governmental organizations, focus their recovery efforts based on fixed pre-disaster established missions. Top down efforts sometimes inhibit the recovery of local incomes by importing goods from outside the disaster zone and lack of decisive action in rebuilding needed infrastructure, and inhibit residents' rebuilding social connections and housing through random housing assignments that may or may not be temporary. Large organizations have a stronger voice in traditional media outlets and actively discourage individual volunteers from going to disaster recovery areas. These individual volunteers are critical to the recovery citizenship. In disaster recovery the bottom up results of recovery citizenship can ultimately result in a return to a sense of normalcy for residents and economic prosperity for the region.
