Tricia Starks examines how the Soviets maintained the first mass smoking society in the world while simultaneously fighting it. The book is at once a study of Soviet tobacco deeply enmeshed in its social, political, and cultural context and an exploration of the global experience of the tobacco epidemic. Starks examines the Soviet antipathy to tobacco yet capitulation to market; the development of innovative cessation techniques and clinics and the late entry into global anti-tobacco work; the seeming lack of cultural stimuli alongside massive use; and the expansion of smoking without the conventional prompts of capitalist markets. She tells the story of Philip Morris's "Mission to Moscow" campaign for the Soviet market, the triumph of the quintessential capitalist product—the cigarette—in a communist system, and the successes and failures of the world's first national antismoking campaign. The interplay of male habits and health against largely female tobacco producers and medical professionals adds a gendered dimension. Smoking developed, continued, and grew in the Soviet Union without mass production, intensive advertising, seductive industrial design, or product ubiquity. The Soviets were early to condemn tobacco, and yet, by the end of the twentieth century Russians smoked more heavily than most most other nations in the world. Cigarettes and Soviets challenges interpretations of how tobacco use rose in the past and what leads to mass use today.

Independence in 1991 suddenly worsened all the economic and social problems of the countries of the Caucasus (Azerbaijan, Armenia, and Georgia) and Central Asia (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan). Their failure to address their numerous economic problems and to develop their economies has created a suitable ground for the rise of social and political popular dissent, including ethnic conflicts, in all these multi-ethnic countries. Concerned about the stability of their political systems, their ruling elites have all opted for authoritarianism. The prevailing intolerance of dissent and the suppression of opposition, political parties have paved the way for the emergence of anti-government extremist ideologies and political groups. The domestic situation has become ripe for the rise of violent political activities and ethnic conflicts, with a great possibility for their escalation to civil wars. The ethnic structure of both the Caucasus and Central Asia makes their development into inter-state wars a strong possibility. The unsettled ethnic and territorial conflicts within and between countries, which turned into wars in the early 1990s, could easily re-emerge. There is a potential for the further escalation of military conflicts in those regions because of the intentional or unintentional intervention of Iran, China, Turkey, Russia, and the United States, which have long-term interests in the two regions. Given the geographical characteristics of the Caucasus and Central Asia as a link between Asia and Europe, war and instability in those regions could destabilize the two continents hosting six declared nuclear powers. Of particular interest to scholars and other researchers involved with Eurasian, Central Asian, and Caucasian countries.

Regional studies on Central Asia to date have focused on states, politics, religion and inter-ethnic relations but not on the health system within the region. Soviet-style policies have also covered only other aspects relevant for the region. This book highlights the public health situation of the region with a focus on drug abuse, HIV/AIDS in the context of increased mobility, and drug trafficking routes which became even more porous after the break-up of the Soviet Union. Based on a qualitative study, the empirical data in the book was collected during long-term fieldwork conducted in Uzbekistan and Turkmenistan in 2010-2011 as well as shorter stays in Uzbekistan between 2012-2016. The analysis of the empirical material largely draws on the works of Foucault, particularly his concept of biopolitics when analyzing Soviet-style health management that is still practiced in the region. Applying the Foucauldian genealogical method, this study has been structured to trace the genealogy of epidemics to understand the historical path of drug abuse in the region as well as the discursive genealogy of drug politics and drug abuse. Applying the same genealogical method of Foucault, the formative and discursive trajectory of the institution of Uchyot was traced to contextualize the health governance methods that have historical legacy of Soviet-style governance and control of the total population. Drugs and Public Health in Post-Soviet Central Asia: Soviet-Style Health Management is a unique resource for academic specialists, practitioners/professionals, and advanced undergraduate and graduate students in public health, as well as a range of scholars and professionals in sociology, political science, anthropology, and anyone with an interest in the Central Asia region, drug addiction, or HIV.
