Book excerpt: In 1994, the City of Seattle launched a citizen-led neighborhood planning process that over a period of four years engaged over 20,000 residents from 38 neighborhoods in planning and policy decisions with far reaching consequences for the city's natural and built environments, identity, and civic capacity. At its core, the planning model of Seattle's Neighborhood Planning Program recognized the need to expand the responsiveness of municipal institutions and at the same time to empower a demand-making civil society. The history of municipally sponsored neighborhood planning programs in the U.S. exposes three common problems with the implementation of resident-created plans. First, cities often lack the institutional architecture needed to coordinate implementation of neighborhood plans that call for action from several departments. Second, cities may fail to allocate sufficient funds to see projects through to completion, and lack the mechanisms required to assure an equitable distribution of implementation funds across neighborhoods. Finally, cities may suffer from a lack of unified support for plan implementation from the city's political structure, especially when the time needed for implementation spans several administrations. This study examines how Seattle's Neighborhood Planning Program addressed these issues, with a special focus on a description of the distribution of municipal funds in plan neighborhoods. It describes the changes made in administrative geographies, bureaucratic culture, and interdepartmental operations that enabled the completion of 80-90 percent of the plans' 4,200 recommendations by 2006. Lastly, the analysis of the distribution of implementation funding demonstrates that a number of small policy decisions made by City staff and elected officials resulted in the largest per household share of municipal funds being invested in low-income neighborhoods.

Book excerpt: People of color are disproportionately displaced from Seattle as the city rapidly gentrifies and its cost of living soars. The City of Seattle's Equitable Development Initiative (EDI) Fund was created in partnership with community organizations to stop racialized displacement and create greater access to opportunity in Seattle's communities of color. In its third funding cycle, the EDI Fund is working to improve its grantmaking, capacity building, and impact investing support. This document contains the design for the EDI Fund Process Improvement Plan that, once implemented, will aid City to staff better serve and support the work that Seattle's communities of color are doing to thrive in place. Methods: The EDI Fund Process Improvement Plan is informed by a literature review of nearly 50 white paper reports authored by experts in racial justice-oriented grantmaking. The design of the process improvement plan data collection tools was informed by the findings from the literature review and recommendations from past EDI Fund applicants who did not receive funding. Data collection tools include a community survey and eight stakeholder focus groups to target specific racially equitable policy and programming alternatives. Findings: This report culminates recommendations for grantmaking, capacity building, and impact investing strategies, as well as overarching process, evaluation, and strategic planning recommendations that prioritize serving communities of color and racial justice work. These recommendations are specific to the current context and conditions of the EDI and EDI Fund. Second, the report includes a process improvement plan complete with data collection, implementation, and data analysis guidance and tools. Conclusion: The goal of the EDI Fund Process Improvement Plan is to provide specific and actionable steps for the EDI team to improve EDI Fund resources, programming, and policies to serve and support community organizations that serve people of color with their anti-displacement and access to opportunities work in Seattle. If the EDI team implements this process improvement plan, in partnership with the communities they are serving, the EDI Fund will undoubtedly improve its approach to racial-justice oriented grantmaking.

Book excerpt: This thesis explores whether there is any relationship between an area's equity variables - the proportion of a Census Block Group population that is a racial minority, below the federal poverty line, under the age of 18, and 65 and older - and the density of bicycle infrastructure in these neighborhoods, especially in the areas surrounding light rail stations. The lack of bicycle facilities is often a barrier to someone to begin using a bicycle for transportation purposes. Riding a bicycle to access high capacity transit can reduce commute times, make a commute more enjoyable, and incorporate healthy activity into one's every day routine. The 2-mile radius around light rail stations is considered the bikeshed, or the distance within which most people are able and willing to ride a bicycle. Two sets of analysis were conducted: the first using all bicycle facilities in Seattle and the second using only "low-stress" bicycle facilities, and comparing them with equity variables. Low-stress is defined as Class 1 (off street trails), Class 2 (protected bicycle lanes), and Class 4 facilities (low-speed, low-volume streets). Class 3 (shared lane bicycle facilities) make up about half of the city's bicycle infrastructure, but are the least safe of the four types. The results of both sets of analysis show that there are many service gaps in Southeast Seattle's Rainier Valley, where many diverse and historically disadvantaged people live, and where the Link light rail currently operates. There are also service gaps in more homogeneous areas. Statistically, bicycle infrastructure is allocated equally across the City of Seattle. In order to pursue a future of equity for all Seattleites, we must follow a Rawlsian approach to distributive justice and first improve the communities that need the most help. There are opportunities for bicycle infrastructure network improvements around light rail stations both in areas with high concentrations of historically marginalized populations as well as those without. Resources should be focused on the communities where historically marginalized populations live in order to improve equity outcomes in the City of Seattle and King County.
