Book excerpt: To confront the twenty-first century challenges to our economy and national security, our education system must be strengthened to increase the foreign language skills and cultural awareness of our students. America's continued global leadership will depend on our students' abilities to interact with the world community both inside and outside our borders. This report warns that the U.S. will become less competitive in the global economy because of declining quality foreign language education at the college and high school level. Additionally, the American public's deficiency in foreign languages and cultures is hampering efforts to counter terrorist threats. To have a citizenry that is knowledgeable of world regions, global issues, and foreign cultures, as well as conversant in other languages, we will need to strengthen the curriculum of the K-12 education system as well as that of our colleges, universities, and professional schools. Although there is much that can be done by states, governors, business leaders, and others, leadership by the Federal government will be crucial in jump-starting this effort. This report recommends (1) teaching international content across the curriculum and at all levels of learning to expand American students' knowledge of other countries and cultures; (2) expanding the training pipeline at every level of education to address the paucity of Americans fluent in foreign languages, especially critical, less-commonly taught languages, such as Arabic, Chinese, Hindi, Japanese, Korean, Persian/Farsi, Russian, and Turkish; and (3) national leaders--political leaders as well as the business and philanthropic communities and the media--should educate the public about the importance of improving education in languages other than English and in international studies. Appended are: (1) A Timeline of Important Developments in International Studies and Foreign Language Education; and (2) Major Federal Legislation Pertaining to International Studies and Foreign Language Education. This book describes five language centres, the Centre for Information on Language Teaching and Research (London), the European Centre for Modern Languages (Graz), the Regional Language Centre (Singapore), the National Foreign Language Center (NFLC, Washington DC), and the Centre for Applied Linguistics and Languages (CALL, Brisbane). These contrasting centres provide the basis for a discussion of the roles, functions and management of language centres and the challenges facing such centres (and universities in general) arising from tensions between the pursuit of academic excellence and the demands of commercialisation and economic rationalism. The author holds a chair in applied linguistics in Griffith University and has written extensively on language policy and its implementation and on language assessment. He has established and directed three language centres since the mid-1980s, including CALL since 1990, and is an Adjunct Fellow of NFLC.

Bowen called upon the assembled graduates to find ways, in their lives, to blend "the powers of the mind and the promptings of the heart." This collection of his presidential writings--drawn from annual reports, opening exercises addresses, commencement remarks, and other speeches and essays--reflects a blend of analysis and advocacy that speaks both to public policy issues affecting all of American higher education and to the deeper meanings and values of Princeton. The writings selected for inclusion here represent roughly half of the total archive annotated in Appendix B. Book excerpt: The Undergraduate International Studies and Foreign Language Program provides funds to institutions of higher education, a consortia of such institutions, or partnerships between nonprofit organizations and institutions of higher education to plan, develop, and implement programs that strengthen and improve undergraduate instruction in international studies and foreign languages. Institutions of higher education and nonprofit organizations, including professional and scholarly associations, are eligible to apply for grants under this program. Institutions of higher education may use federal funds in accordance with program requirements to revise and update curricula and develop additional faculty expertise. Grant awards are normally made for projects extending over a period of two years. Organizations, associations, and institutional consortia are eligible for three years of support. Applicants for multi-year funding must provide a plan of operation and budget for each year for which support is requested. Continuation of an award is subject to a satisfactory performance level and the availability of funds. Programs are carried on primarily within the United States. A list of the eligible activities is provided. This program is administered by the International Education Programs Service (IEPS) under Title VI of the Higher Education Act.

Indeed it is this perspective on life through posterity that underlies the maturing field of international health, embracing as it does a respon sibility for and an awareness of the needs of all peoples. The concepts of international health are increasingly revitalizing modern medicine as it attempts to relieve mankind of the burden of disease. Curative medicine, once the paradigm, took a relatively benefi cient approach to treatment. But epidemiological recognition of the fre quency of disease on a global basis-and an appreciation of the vast number of those afflicted-evoked a humiliating backlash of awareness that curative medicine alone neither constrains disease nor permanently advances human health, happiness, or longevity. The growing reliance on truly international health strategies by national and international agencies, including the more definite and extended practice of preven tive medicine, has provided the means to achieve significant gains in the quality of health in years to come. A redeeming feature of contemporary failures in science and medi cine is that-once intelligently studied, analyzed, and evaluated-even these failed efforts may provide real insights that can mold our capacity and determination. So it is that, more than in any bygone age, the past ten years have seen the implementation of a sound and systematic in frastructure for international health undertakings, thus paving the way for improved health for all.

The final hearing presented the testimony of college executives, representatives of educational associations and others on Title VI (which supports international education) and Title III (concerned with institutional aid and funding for institutional facilities). The hearings in other cities provided an opportunity for legislators to hear additional suggestions and recommendations from students, teachers, administrators, institutional executives and state agencies on the reauthorization of higher education programs.
