Book excerpt: This report explores the challenges and opportunities for enhancing cross-border cooperation and integration between Indonesia---specifically the province of Nusa Tenggara Timur---and Timor-Leste. It is based on the findings of a study undertaken at the request of the governments of Indonesia and Timor-Leste and reflects their mutual appreciation of the benefits that greater cross-border trade, investment, and cooperative production contribute to socioeconomic development. The report focuses on transport connectivity, trade, business and investment, tourism, and livestock. It makes immediate and long-term recommendations to inform the design of future activities to support cross-border cooperation between the two countries.

Book excerpt: Timor-Leste has made impressive progress since its historic achievement of independence in 2002. From the instability that blighted its early years, the fledgling democratic country has achieved strong economic growth and a gradual reinstatement of essential social services. A decade on in 2012, Presidential and Parliamentary elections produced smooth political transitions and the extended UN peacekeeping presence in the country came to an end. But significant challenges remain. This book, a product of the inaugural Timor-Leste Update held at The Australian National University in 2013 to mark the end of Timor-Leste’s first decade as a new nation, brings together a vibrant collection of papers from leading and emerging scholars and policy analysts. Collectively, the chapters provide a set of critical reflections on recent political, economic and social developments in Timor-Leste. The volume also looks to the future, highlighting a range of transitions, prospects and undoubted challenges facing the nation over the next 5–10 years. Key themes that inform the collection include nation-building in the shadow of history, trends in economic development, stability and social cohesion, and citizenship, democracy and social inclusion. The book is an indispensable guide to contemporary Timor-Leste.

Available in PDF, EPUB and Kindle. Book excerpt: This book offers a new approach to the extraordinary story of Timor-Leste. The Indonesian invasion of the former Portuguese colony in 1975 was widely considered to have permanently crushed the Timorese independence movement. Initial international condemnation of the invasion was quickly replaced by widespread acceptance of Indonesian sovereignty. But inside Timor-Leste various resistance networks maintained their struggle, against all odds. Twenty-four years later, the Timorese were allowed to choose their political future and the new country of Timor-Leste came into being in 2002. This book presents freedom in Timor-Leste as an accomplishment of networked governance, arguing that weak networks are capable of controlling strong tyrannies. Yet, as events in Timor-Leste since independence show, the nodes of networks of freedom can themselves become nodes of tyranny. The authors argue that constant renewal of liberation networks is critical for peace with justice - feminist networks for the liberation of women, preventive diplomacy networks for liberation of victims of war, village development networks, civil society networks. Constant renewal of the separation of powers is also necessary. A case is made for a different way of seeing the separation of powers as constitutive of the republican ideal of freedom as non-domination. The book is also a critique of realism as a theory of international affairs and of the limits of reforming tyranny through the centralised agency of a state sovereign. Reversal of Indonesia's 1975 invasion of Timor-Leste was an implausible accomplishment. Among the things that achieved it was principled engagement with Indonesia and its democracy movement by the Timor resistance. Unprincipled engagement by Australia and the United States in particular allowed the 1975 invasion to occur. The book argues that when the international community regulates tyranny responsively, with principled engagement, there is hope for a domestic politics of nonviolent transformation for freedom and justice.

Book excerpt: This book provides a comprehensive country overview of Southeast Asia’s newest nation, Timor Leste (East Timor). This book focuses on its cultural and ethno-linguistic diversity, and its political history from the pre-Portuguese period up to 2009. The book pays particular attention to the historical roots of the current challenges to nation-building by reviewing the Indonesian occupation; guerrilla warfare by the Timorese against the occupiers; the politics leading up to the United Nations’ popular consultation and the vote for independence in 2002. Explaining the structure of the government and its parliamentary system, this book highlights the problems and historical and cultural underpinnings of the challenges Timor Leste faces in building a stable viable nation. The author presents a synopsis of selected issues including: language, truth and reconciliation, the Catholic Church’s political activism, internal security problems, the ‘politics of oil’, and the fact that violent conflicts, from 2005 to date, have made it necessary for the United Nation’s peacekeeping forces to return. Thus far, the book argues, Timor Leste’s nation-building efforts have been hampered by the dynamic interaction of number of national and international factors. The first comprehensive political and cultural history of East Timor to date, this book fills a gap and will be an important single reference resource for students and researchers in the field of Southeast Asian Studies, Anthropology and Political Science.

Book excerpt: The Timorese economy has improved owing to high oil-financed public spending and a rebound in agriculture, non-oil growth. Despite high bank deposit growth, private sector credit has remained stagnant. The medium-term outlook for growth is positive. Timor-Leste’s key challenge remains to use its petroleum wealth wisely to build a strong non-oil economy and raise living standards. Improvements in financial management and budget execution will be important. Productivity-enhancing structural reforms and efforts to build labor skills would improve competitiveness in non-oil industries and services.

Book excerpt: Timor-Leste: The History and Development of Asia’s Newest Nation is a study of how a small Asia-Pacific nation has emerged from protracted conflict and successfully navigated a path to durable peace and sustainable development. Despite early setbacks, Timor-Leste has made an amazing turnaround and today finds itself in a new era in which it will certainly continue its advance toward the goal of long-term stability and prosperity, leaving permanently behind the past that was once marked by a descending spiral of destruction. Yet, a number of development challenges lie ahead for Timor-Leste, particularly in strengthening human, institutional, and infrastructural capacities in the short to medium term, and in transforming the national economy from oil-based to more diversified and better balanced in the longer run. Other countries may draw valuable lessons from Timor-Leste’s experience, especially those that are emerging from as well as are currently affected by conflict and instability. Such lessons would center on the questions such as management of natural resources, empowerment of the vulnerable, implementation of transparent and accountable governance, advancement of women, and mobilization of civil society and the public in general for democratization and the national development process.

Available in PDF, EPUB and Kindle. Book excerpt: Focusing on rural development and environmental management, this book brings together the detailed history of development in East Timor under two colonial regimes and under the contemporary conditions of national independence. It addresses two comparative areas of development: across the three political regimes and across four case studies of projects delivered by various national or international development agencies in independent East Timor. Employing an original classificatory framework for kinds of approaches to development – coercive orders, mandated orders, negotiated orders – the book covers the plantation-centred development of Portuguese Timor as a European colony and the integration-oriented development of ‘Timor Timur’ as Indonesia’s 27th province. It examines the neoliberal ‘democratic’ development of East Timor (or Timor-Leste) in the current context of state and nation-building, before drawing on case studies to investigate how development proceeds as a negotiation between authoritative state, non-state and international actors and local people who need to adapt development and conservation projects to suit their lived realities. By using the history of East Timor to explore how particular modes of operationalising development interventions are intimately intertwined with the broader political system, this book makes a valuable contribution to the fields of Development Studies, Anthropology, Science and Technology Studies, and Southeast Asian Studies.

This book was released on 2021-07-14 with total page 84 pages. Available in PDF, EPUB and Kindle. Book excerpt: Although Timor-Leste has made considerable progress in many areas since its independence in 2002, it faces significant medium-term challenges. The nation has pressing development needs, young institutions, and is highly dependent on oil. Oil revenues from active fields, which have been the main source of funding for government spending, are drying up. The non-oil private sector economy remains underdeveloped and lack of good jobs and high youth unemployment are serious concerns.
