Book excerpt: In November 2007 Adam Moore was conducting fieldwork in Mostar when the southern Bosnian city was rocked by two days of violent clashes between Croat and Bosniak youth. It was not the city’s only experience of ethnic conflict in recent years. Indeed, Mostar’s problems are often cited as emblematic of the failure of international efforts to overcome deep divisions that continue to stymie the postwar peace process in Bosnia. Yet not all of Bosnia has been plagued by such troubles. Mostar remains mired in distrust and division, but the Brčko District in the northeast corner of the country has become a model of what Bosnia could be. Its multiethnic institutions operate well compared to other municipalities, and are broadly supported by those who live there; it also boasts the only fully integrated school system in the country. What accounts for the striking divergence in postwar peacebuilding in these two towns? Moore argues that a conjunction of four factors explains the contrast in peacebuilding outcomes in Mostar and Brčko: The design of political institutions, the sequencing of political and economic reforms, local and regional legacies from the war, and the practice and organization of international peacebuilding efforts in the two towns. Differences in the latter, in particular, have profoundly shaped relations between local political elites and international officials. Through a grounded analysis of localized peacebuilding dynamics in these two cities Moore generates a powerful argument concerning the need to rethink how peacebuilding is done—that is, a shift in the habitus or culture that governs international peacebuilding activities and priorities today.

Transforming war-shattered states into market democracies is basically sound, but pushing this process too quickly can have damaging and destabilizing effects. The process of liberalization is inherently tumultuous, and can undermine the prospects for stable peace. A more sensible approach to post-conflict peacebuilding would seek, first, to establish a system of domestic institutions that are capable of managing the destabilizing effects of democratization and marketization within peaceful bounds and only then phase in political and economic reforms slowly, as conditions warrant. Peacebuilders should establish the foundations of effective governmental institutions prior to launching wholesale liberalization programs. Avoiding the problems that marred many peacebuilding operations in the 1990s will require longer-lasting and, ultimately, more intrusive forms of intervention in the domestic affairs of these states. Since current peacebuilding interventions are abandoning domineering, top-down and linear methodologies, and experimenting with context-sensitive, self-reflexive and locally driven strategies, the book makes two suggestions. The first is that international policymakers are embracing some of the critiques of liberal peace. For more than a decade, scholarly critiques have pointed out the need to focus on everyday dynamics and local initiatives and resistances to liberal peace in order to enable hybrid and long-term practice-based strategies of peacebuilding. Now, the distance between the policy discourse and critical frameworks has narrowed. The second suggestion is that in stepping away from liberal peace, a transvaluation of peacebuilding values is occurring. Critiques are beginning to accept and valorise that international interventions will continuously fail to produce sensitive results. The earlier frustrations with unexpected setbacks, errors or contingencies are ebbing away. Instead, critiques normalise the failure to promote stability and peace. This book will be of much interest to students of peacebuilding, international intervention, conflict resolution, international organisations and security studies in general.
