Book excerpt: This volume presents the papers and summarizes the discussions of a workshop held in Goa, India, in January 2004, organized by the Indian National Institute of Advanced Science (NIAS) and the U.S. Committee on International Security and Arms Control (CISAC). During the workshop, Indian and U.S. experts examined the terrorist threat faced in both countries and elsewhere in the world, and explored opportunities for the U.S. and India to work together. Bringing together scientists and experts with common scientific and technical backgrounds from different cultures provided a unique opportunity to explore possible means of preventing or mitigating future terrorist attacks.

Book excerpt: The result of extensive dialogue among safety and security specialists, this report provides guidelines for evaluating the engineering safety aspects of the protection of nuclear power plants against sabotage. The guidance takes into account the existing robustness of structures, systems and components, and emphasizes those aspects of sabotage protection that work synergistically with the protection against extreme external occurrences of accidental origin, such as earthquakes, tornadoes and human induced events. The report introduces a defense approach to sabotage protection, with layers comprising safety and security related systems and activities, and promotes self-assessment by the licensee in cooperation with the required interfaces with the competent authorities.--Publisher's description.

Available in PDF, EPUB and Kindle. Book excerpt: Vulnerabilities abound in U.S. society. The openness and efficiency of our key infrastructures â€" transportation, information and telecommunications systems, health systems, the electric power grid, emergency response units, food and water supplies, and others â€" make them susceptible to terrorist attacks. Making the Nation Safer discusses technical approaches to mitigating these vulnerabilities. A broad range of topics are covered in this book, including: Nuclear and radiological threats, such as improvised nuclear devices and "dirty bombs;" Bioterrorism, medical research, agricultural systems and public health; Toxic chemicals and explosive materials; Information technology, such as communications systems, data management, cyber attacks, and identification and authentication systems; Energy systems, such as the electrical power grid and oil and natural gas systems; Transportation systems; Cities and fixed infrastructures, such as buildings, emergency operations centers, and tunnels; The response of people to terrorism, such as how quality of life and morale of the population can be a target of terrorists and how people respond to terrorist attacks; and Linked infrastructures, i.e. the vulnerabilities that result from the interdependencies of key systems. In each of these areas, there are recommendations on how to immediately apply existing knowledge and technology to make the nation safer and on starting research and development programs that could produce innovations that will strengthen key systems and protect us against future threats. The book also discusses issues affecting the government's ability to carry out the necessary science and engineering programs and the important role of industry, universities, and states, counties, and cities in homeland security efforts. A long term commitment to homeland security is necessary to make the nation safer, and this book lays out a roadmap of how science and engineering can assist in countering terrorism.

Book excerpt: "This compendium of research on insider threats is essential reading for all personnel with accountabilities for security; it shows graphically the extent and persistence of the threat that all organizations face and against which they must take preventive measures." — Roger Howsley, Executive Director, World Institute for Nuclear Security High-security organizations around the world face devastating threats from insiders—trusted employees with access to sensitive information, facilities, and materials. From Edward Snowden to the Fort Hood shooter to the theft of nuclear materials, the threat from insiders is on the front page and at the top of the policy agenda. Insider Threats offers detailed case studies of insider disasters across a range of different types of institutions, from biological research laboratories, to nuclear power plants, to the U.S. Army. Matthew Bunn and Scott D. Sagan outline cognitive and organizational biases that lead organizations to downplay the insider threat, and they synthesize "worst practices" from these past mistakes, offering lessons that will be valuable for any organization with high security and a lot to lose. Insider threats pose dangers to anyone who handles information that is secret or proprietary, material that is highly valuable or hazardous, people who must be protected, or facilities that might be sabotaged. This is the first book to offer in-depth case studies across a range of industries and contexts, allowing entities such as nuclear facilities and casinos to learn from each other. It also offers an unprecedented analysis of terrorist thinking about using insiders to get fissile material or sabotage nuclear facilities. Book excerpt: The electric power delivery system that carries electricity from large central generators to customers could be severely damaged by a small number of well-informed attackers. The system is inherently vulnerable because transmission lines may span hundreds of miles, and many key facilities are unguarded. This vulnerability is exacerbated by the fact that the power grid, most of which was originally designed to meet the needs of individual vertically integrated utilities, is being used to move power between regions to support the needs of competitive markets for power generation. Primarily because of ambiguities introduced as a result of recent restricting the of the industry and cost pressures from consumers and regulators, investment to strengthen and upgrade the grid has lagged, with the result that many parts of the bulk high-voltage system are heavily stressed. Electric systems are not designed to withstand or quickly recover from damage inflicted simultaneously on multiple components. Such an attack could be carried out by knowledgeable attackers with little risk of detection or interdiction. Further well-planned and coordinated attacks by terrorists could leave the electric power system in a large region of the country at least partially disabled for a very long time. Although there are many examples of terrorist and military attacks on power systems elsewhere in the world, at the time of this study international terrorists have shown limited interest in attacking the U.S. power grid. However, that should not be a basis for complacency. Because all parts of the economy, as well as human health and welfare, depend on electricity, the results could be devastating. Terrorism and the Electric Power Delivery System focuses on measures that could make the power delivery system less vulnerable to attacks, restore power faster after an attack, and make critical services less vulnerable while the delivery of conventional electric power has been disrupted.

Available in PDF, EPUB and Kindle. Book excerpt: Pakistan, with the second largest Muslim population in the world, is a crucial country in the international system. It is an ally of the United States in the global ‘war on terror’ but is also regarded as a major bastion of some of the most active jihadist organisations. This book highlights and explores the paradoxes that characterise contemporary Pakistan from the simultaneous democratization and Islamization of civil society to the schizophrenic US-Pakistan relationship. The central theme of the book looks at Pakistan’s stability paradox. Commentators and analysts have over recent years often suggested that Pakistan was on the verge of state ‘failure’ or collapse resulting from a myriad of dilemmas. Yet, remarkably the Pakistani state has proven to be more resilient. This book identifies not only the factors that are contributing to Pakistan’s perceived instability but also those factors that have contributed to the state’s resilience. Chapters explore this central paradox through three core dimensions of Pakistan’s contemporary dilemmas – the domestic, regional and international dimensions.

Book excerpt: This publication provides guidance on how to develop, use and maintain a design basis threat (DBT). It is intended for decision makers from organisations with roles and responsibilities for the development, use and maintenance of the DBT. This implementing guide describes a DBT; identifies and recommends the roles and responsibilities of organisations that should be involved in the development, use and maintenance of a DBT; describes how to conduct a national threat assessment as a precursor to a DBT; explains how a DBT can be developed; explains how a DBT is incorporated into a State's nuclear security regime; and explains the conditions for a review of the DBT, and how the review and update are conducted.
