It is a cause for congratulation that so many members of this honorable body have had extended experience in the affairs of the city, an intimate knowledge of the city's wants and necessities acquired from a conscientious devotion to their official duties, covering in the case of some members, the entire period of the city's life. The new members of the council, all active and progressive citizens, it goes without saying, will very soon acquire and become familiar with the duties of their official position. For nearly the whole period since our incorparation as a city, the country has been laboring under a burden of financial depression, hardly equalled in its history, and it is another cause for congratulation that we enter upon our official duties at a time when the sun of prosperity, business activity and better times are rapidly rising. It is unnecessary for me to take your attention at this time at any length by suggesting figures and statistics, for the season that the sixth annual report of the city has just been distributed, which report shows in detail the financial and economic condition of the city.
