A Continental think tank tradition in which the state plays a pivotal role and an Anglo-American tradition which facilitates interaction in public policy on market-like terms have shaped the development of think tanks. Positioning themselves against the alleged liberal bias of the media, academia, and the federal bureaucracy, conservative think tanks gained the attention of politicians and the public alike and were instrumental in promulgating conservative ideas. Yet, in spite of the formative influence these institutions have had on the media and public opinion, little has been written about their history. Here, Jason Stahl offers the first sustained investigation of the rise and historical development of the conservative think tank as a source of political and cultural power in the United States. What we now know as conservative think tanks--research and public-relations institutions populated by conservative intellectuals--emerged in the postwar period as places for theorizing and "selling" public policies and ideologies to both lawmakers and the public at large. Stahl traces the progression of think tanks from their outsider status against a backdrop of New Deal and Great Society liberalism to their current prominence as a counterweight to progressive political institutions and thought. The overarching issue of quality control, Weidenbaum holds, deserves more attention than it has attained in the think tank world. This book presents a careful, balanced account of where think tanks have been and where they are now headed. Given the high levels of professionalism in many think tanks, a fundamental change in the attitude of their management is important. The compelling need is less for the wielder of policy than for the lucid synthesizer of relevant research and analysis. Likewise, society needs sensitivity to the long-term concerns of the citizenry more urgently than rapid response to the opportunities of the moment. Future competition, particularly among the major think tanks, could well be centered, not on achieving greater visibility, but on developing responses to economic, environmental, and national security problems that are likely to be adopted and carried out.

Providing the first substantive analytical comparison of think tanks in Washington and Brussels, this book explores the differences that exist and why they developed. Two principal variables are identified – institutional credibility and political culture – as a measure of comparison between the two think tank models. Supranational think tanks have an inherent credibility with the institutions of the EU, which allows them to direct their resources and efforts to activities and outputs where they hold a comparative advantage. US think tanks lack such institutional recognition and so need to prove their credibility to their main constituencies. The result is that an adversarial and individualistic political culture has informed the norms and activities of Washington think tanks while the consensus-driven and collectivist political culture of Europe has influenced supranational think tanks. Think tanks are far from newcomers to the public policy scene, but our broader understanding of their role, structure and how they assess their own achievements is not yet fully developed.
