Pavement materials, construction, and maintenance engineers will also find it of interest. In addition, it will be of interest to local technology transfer centers and pavement research engineers. This synthesis describes the state of the practice for thin-surfaced pavement project selection and structural design. It does not establish preferential design criteria (e.g., mix design) nor does it systematically evaluate existing design methods. This report of the Transportation Research Board describes the conditions in which thin-surfaced pavements are considered appropriate, what thin-surfaced pavement types are considered appropriate for given conditions, and the decision criteria used in their selection. Information for the synthesis was collected by surveying state and local transportation agencies and by conducting a literature search, including foreign resources. Case studies and an extensive collection of survey data are presented.

In light of nationwide budget shortfalls, cost-effective methods of extending pavement service life must be developed or the overall condition of street systems will continue to fall. Thin maintenance surfaces (TMSs) are a set of cost-effective preventive maintenance surfacing techniques that can be used to extend the life of bituminous pavement-pavement built with hot mix asphalt, hot mix asphalt overlays or portland cement concrete pavements, built-up seal coat (chip seal), stabilized materials, or a combination of these. While previous phases of TMS research have provided information about the uses of thin maintenance surfaces in rural settings, urban areas have different road maintenance challenges that should be considered separately. This research provides city street officials with suggestions for TMS techniques that street departments can easily test and include into their current programs. This research project facilitated the construction of TMS test sections in Cedar Rapids, Council Bluffs, and West Des Moines (all urban settings in Iowa). Test section sites and surfaces were selected to suit the needs of municipalities and were applied to roads with an array of various distresses and maintenance needs. Condition surveys of each test section were performed before construction, after construction, and after the first winter to record the amount and severity of existing distress and calculate the pavement condition index. Because conditions of the test sections varied greatly, determining which surface was most successful by comparing case studies was not feasible. However, some general conclusions can be made from this research. TMSs are suitable preventive maintenance techniques for a municipal street department's program for preserving existing pavements. Careful attention should be paid to proper planning, quality control during construction, aggregate and binder selection, and aggregate embedment in order to support successful TMS application.

Book excerpt: This project provides techniques to improve hot-mix asphalt (HMA) overlays specifically through the use of special additives and innovative surfacing technologies with aggregates that are locally available in Illinois. The ultimate goal is to improve pavement performance through optimized materials while also controlling cost by efficiently using local materials. Therefore, the proposed new mixes use locally available aggregates when possible. The project also considered the use of alternative aggregates such as steel slag to increase the friction quality of the HMA and therefore improve pavement performance. To evaluate the newly developed wearing course mixtures and evaluate their performance under actual traffic loading, test pavements were constructed, including control mixtures, between August and November 2010 in northern Illinois. The newly proposed mixtures include fine dense-graded HMA and stone matrix asphalt (SMA). The fine dense-graded HMA was designed using the Bailey method and developed with the hope of improved compactability for thinner asphalt layers. The SMA contained a 4.75-mm nominal maximum aggregate size (NMAS) that allows for layers as thin as 0.75 in.

TMS are widely applied to flexible pavements in the state of Iowa. The purpose of this study is to evaluate the performance of TMS in Iowa. Four sets of test sections located on US 151, US 30, US 69, and US 218 were constructed and monitored with time. Test sections included the following maintenance surface treatments: Seal Coats, Slurry Seal, Micro-surfacing, Cape Seal, and Thin Lift Overlays (Hot Mix Asphalt, Hot Sand Mix, and Nova Chip[Registered Trademark symbol]. The performance of each test section was evaluated by comparing Pavement Condition Index (PCI), individual distresses, friction, and roughness. Pre construction condition of existing pavement, material selection, design procedures, construction procedures, and weather conditions during and after construction were important factors for this analysis.
