Book excerpt: In the 50 years that have passed since Alfred Latka's death in 1949 his position as the father of mathematical demography has been secure. With his first demographic papers in 1907 and 1911 (the latter co authored with F. R. Sharpe) he laid the foundations for stable population theory, and over the next decades both largely completed it and found convenient mathematical approximations that gave it practical applica tions. Since his time, the field has moved in several directions he did not foresee, but in the main it is still his. Despite Latka's stature, however, the reader still needs to hunt through the old journals to locate his principal works. As yet no exten sive collections of his papers are in print, and for his part he never as sembled his contributions into a single volume in English. He did so in French, in the two part Theorie Analytique des Associations Biologiques (1934, 1939). Drawing on his Elements of Physical Biology (1925) and most of his mathematical papers, Latka offered French readers insights into his biological thought and a concise and mathematically accessible summary of what he called recent contributions in demographic analy sis. We would be accurate in also calling it Latka's contributions in demographic analysis.

Mathematical and statistical methods have played an important role in the development of this field and a large, and sophisticated, literature exists which is concerned with the theory of epidemiological processes in popu lations and the dynamics of epidemie and endemie disease phenomena. Much ofthis literature is, however, rather formal and abstract in character, and the field has tended to become rather detached from its empirical base. Relatively little of the literature, for example, deals with the practical issues which are of major concern to public health workers. Encouragingly, in recent years there are signs of an increased awareness amongst theoreticians of the need to confront predictions with observed epidemiological trends, and to pay elose attention to the biological details of the interaction between host and disease agent. This trend has in part been stimulated by the early work of Ross and Macdonald, on the transmission dynamics of tropical parasitic infections, but a further impetus has been the recent advances made by ecologists in blending theory and observation in the study of plant and animal populations.

This is Julian Simon's contention, and he provides support for its validity in both more and less-developed countries. He notes that since each person constitutes a burden in the short run, whether population growth is judged good or bad depends on the importance the short run is accorded relative to the long run. The author first analyzes empirical data, formulating his conclusions using simulation models. He then reviews our knowledge of the effect of economic level upon population growth. A final section of his book considers the framework of welfare economics and values within which population policy decisions are now made. He finds that the implications of policy decisions can prove inconsistent with the values that prompt their recommendation. Julian L. The results indicate that a reduction of income inequality leads to lower fertility and mortality, to improvedbasic needs satisfaction, and to lower labour force participation of young and old males and of females in Asia and Africa. The effect of income distribution on saving and consumption is found to be negligible. These outcomes suggest that family planning and health policies in LDCs will show better results when they are supplemented with policies aimed at makingthe poor benefit from economic growth. As regards development policy, the results indicate that a reduction of income inequality does not impair the formation of physical capital, but enhances the formation of human capital and lowers the growth rate of the labour force.
