Available in PDF, EPUB and Kindle. Book excerpt: The authors deal with the place of parliamentary politics in democracy. Apparently a truism, parliamentarism is in fact a missing research object in democratic theory, and a devalued institutional reference in democratic politics. Yet the parliamentary culture of politics historically explains the rise and fall of modern democracies. By exploring democracy from the vantage point of parliamentary politics, the book advances a novel research perspective. Aimed at revising current debates on parliamentary politics, democratization and democratic theory, the authors argue the role of the parliamentary culture of politics in democracy, highlighting the argumentative, debating experience of politics to recast both some of democratic theory’s normative assumptions and real democracies’ reform potential.

Available in PDF, EPUB and Kindle. Book excerpt: The Crisis of Parliamentary Democracy offers a powerful criticism of the inconsistencies of representative democracy. Described both as "the Hobbes of our age" and as "the philosophical godfather of Nazism," Carl Schmitt was a brilliant and controversial political theorist whose doctrine of political leadership and critique of liberal democratic ideals distinguish him as one of the most original contributors to modern political theory. The Crisis of Parliamentary Democracy offers a powerful criticism of the inconsistencies of representative democracy. First published in 1923, it has often been viewed as an attempt to destroy parliamentarism; in fact, it was Schmitt's attempt to defend the Weimar constitution. The introduction to this new translation places the book in proper historical context and provides a useful guide to several aspects of Weimar political culture. The Crisis of Parliamentary Democracy is included in the series Studies in Contemporary German Social Thought, edited by Thomas McCarthy.

Book excerpt: Presents Weber's theme of political theory as not a closed system, but it must lay the claim to remain permeable and variable in practice to maintain the balance between responsible political leadership and compliance with principles based on law and ensuring freedom. Politics consists neither in the realization of absolutely posited ideals, nor in the implementation of mere techniques in the exertion of power.

Book excerpt: The concepts of popular consent and limit as applied to the exercise of political authority are fundamental features of parliamentary democracy. Both these concepts played a role in medieval political theorizing, although the meaning and significance of political consent in this thought has not been well understood. In a careful, scholarly, and readable survey of the major political texts from Augustine to Ockham, Arthur Monahan analyses the contribution of medieval thought to the development of these two concepts and to the correlative concept of coercion. In addition, he deals with the development of these concepts in Roman and canon law and in the practices of the emerging states of France and England and the Italian city- states, as well as considering works in legal and administrative theory and constitutional documents. In each case his interpretations are placed in the wider context of developments in law, church, and administrative reforms. The result is the first complete study of these three crucial terms as used in the Middle Ages, as well as an excellent summary of work done in a number of specialized fields over the last twenty-five years.

Book excerpt: Insightful analyses of recent reforms to parliamentary institutions and governance in Canada, the United Kingdom, Australia, New Zealand, and South Africa. Parliamentary government combines stability and dynamism. Its continuity is rooted in enduring principles such as citizen representation and accountability to the legislature. But parliamentary systems have evolved in response to changes in the societies they govern and in citizens' views about democratic practices. In Reforming Parliamentary Democracy the authors demonstrate how, in their respective countries, parliamentary governments have combined stability with the capacity to adapt to such changes. They provide insightful analyses of recent reforms to parliamentary institutions and governance in Canada, the United Kingdom, Australia, New Zealand, and South Africa.

Available in PDF, EPUB and Kindle. Book excerpt: Full parliamentary democracy did not come quickly or easily to Tanzania. In 1962, the first constitution of Tanzania as an independent republic shifted power from parliament to the executive: specifically to the presidency. In 1965, the interim constitution further eroded the powers of parliament in favour of a one party state, controlled by the Tanganyika African National Union (TANU). Parliament became little more than a token, rubber-stamping organisation. This multi-contributory study traces the development of multi-party democracy in Tanzania from the appointment of the first two chiefs to Tanganyika's colonial Legislative Council in 1945 to the present day. It highlights the struggle for supremacy between parliament and the executive during the period from 1968 to 1992, when parliament began to assert itself as a vibrant multi-party institution.
