However, there is more to theater airlift than just accepting the aircraft. The key to successful airlift operations is utilization of an effective airlift management system. Because the theaters had not controlled airlift since 1974 and therefore initially lacked any substantial expertise in theater airlift, they essentially tried to 'construct' their own airlift system rather than "duplicate" the system that AMC utilizes. As a result, theater airlift has floundered and several issues have emerged regarding command and control capabilities, en route support capabilities, major command relationships, and theater airlift doctrine. To alleviate the current problems that exist regarding theater airlift and to help realize the full potential of theater airlift, the following actions should be taken: (1) establish deployable 'enhanced' Airlift Control Elements (ALCEs) in each theater which are managed by the theaters instead of AMC, (2) embrace the 'seamless' logistics system concept and implement it in each theater, and (3) update and revise theater airlift doctrine to blend with the post-Cold War strategy of U.S. military forces.

The United States Air Mobility Command is responsible for the air component of the world wide U.S. military logistics network. Due to the current conflict in Iraq, a small cell within Air Mobility Command, known as Theater Direct Delivery, is responsible for supporting ongoing operations by assisting with intratheater airlift. We develop a mathematical programming approach to schedule airlift missions that pick up and deliver prioritized cargo within time windows. In our approach, we employ composite variables to represent entire missions and associated decisions, with each decision variable including information pertaining to the mission routing and scheduling, and assigned aircraft and cargo. We compare our optimization-based approach to one using a greedy heuristic that is representative of the current planning process. Using measures of efficiency and effectiveness, we evaluate and compare the performance of these different approaches. Finally, we adjust selected parameters of our model and measure the resulting changes in operating performance of our solutions, and the required computational effort to generate the solutions.

Book excerpt: Since the late 1950s leaders in the US Air Force have debated whether theater airlift, specifically C-130 aircraft, would be most effectively controlled by a Theater Commander or by the commander of the Air Force's airlift command. This paper reviews the history of theater airlift command and control and attempts to determine how the Air Force might reorganize to control theater airlift as efficiently and effectively as possible. It examines whether sweeping changes in Air Force command structure initiated in the early 1990s improved or degraded theater airlift operations. It addresses operations in both the Pacific and European theaters. This study finds that the most drastic and lasting improvements to airlift operations effectiveness can be achieved if the method of airlift management is changed to the single commander concept. The practical application of this method would be that all aircraft in the same area whether on a theater or strategic airlift mission would be controlled by the same commander. That commander could be the Theater Commander or the AMC Commander; either could effectively and efficiently control theater airlift if allowed to control all airlift aircraft flying missions in the overseas theaters. The findings suggest that it is in the best interest of the Air Force and DoD to employ the single commander concept to provide command and control of theater airlift.

Book excerpt: This study analyzes the theater airlift implications for the United States Army's new vision for land warfare in the 21st century, the Army After Next (AAN). The AAN planners envision a lighter, leaner, and more lethal force that will rely heavily on information dominance to maximize combat effectiveness throughout the projected nonlinear battlespace. This new vision requires a change in the role of theater airlift. This thesis addresses the question, "What theater airlift capabilities will be critical to support the Army After Next, and which emerging systems provide the best path to achieve such capabilities?" This paper provides a brief explanation of the fundamental elements of the AAN concept, and their implications for future airlift. From that analysis, the thesis identifies four key capabilities that will be required of theater airlift at unprecedented levels: (1) austere operations, (2) cargo handling capability, (3) situational awareness, and (4) defensive systems. After describing current theater airlift capabilities, the paper provides some alternative paths to acquire the necessary airlift capabilities. The following conclusions were among those developed through analysis. Based on the data available, the tilt wing concept provides the best platform to meet AAN lift/airfield requirements. Also, austere operations will require a "stand-off" capability for evaluating the suitability of opportune landing sites. Autonomous, efficient cargo handling systems embedded in the design of the aircraft will not only enhance flexibility but also increase survivability in hostile environments.

As the Army continues its transformation to the modular force, requirements for responsive and flexible intratheater airlift have grown. Presented in this book are two historical case studies of past intratheater airlift efforts: Burma during World War II and the tactical airlift system of Vietnam. Since JP 3-17 was drafted, the Air Force has been engaged in numerous major theater airlift operations. Though all of these share similarities, each is unique. The intent of this research is to assess the validity of current doctrine by comparing six propositions of Joint Publication 3-17 with the lessons of recent case studies. Due to time and space limitations, this research will focus only on the airlift operations conducted in Haiti and Bosnia. These two examples represent significant variation in airlift operations to demonstrate the diversity required of joint doctrine. Haiti reflects a planned, large-scale, mass-tactical airdrop launched from the United States. Bosnia reflects long-term employment of numerous airlift operations. Lessons from both help either confirm or identify the validity of current doctrine.
